Now, Mayor Daniel Lurie’s administration is pitching a massive civic comeback to welcome legacy residents home. But as the scaffolding goes up, a brutal mathematical reality remains: In a city warped by tech wealth, can the people who built Harbor Road actually afford the return?</p>
