مصر هي موطن لأحد أقدم الحضارات في العالم، التي كانت مزدهرة على طول البنوك الخصبة لنهر النيل منذ عام 3100 قبل الميلاد. وعلى الرغم من أن مصر تعتبر عموما القارة الأفريقية، فإن مصر تقع على الحدود الأفريقية الآسيوية. وهي ثالث أكبر بلد اكتظاظا بالسكان في أفريقيا، مع تزايد عدد السكان باستمرار، وقد ثبت أن معدل الخصوبة مستقر تماما. ويعيش معظم المصريين في المدن الكبيرة والمدن الكبرى مثل القاهرة والإسكندرية، التي تقع على طول نهر النيل، حيث أن معظم مساحة الأراضي المتبقية تنتمي إلى المناطق القاحلة للصحراء.

وزراءنا المعرضين لحكومة معرضة كل ما يقرروا رفع سعر سلعة يقولوا سيزيد دخل الدولة كزة مليون والحمار يفرح طبعا ، حكومة في منتهى الغباء والاستعباط على الشعب ، طبيعي الجباية تزيد بالبلطجة ، انتم بتزيدوا مبلغ على 95 مليون مصري داخل مصر فقط ،
يتنفذ على 50 او 65 مليون ضرب 4 جنية ( مثلا) يطلع مبلغ ، الحكومة والوزير المعرض يقولك انجاز الميزانية هترتفع 450 مليون جنية ..هههههه غباء ....والامثلة عديدة وكثيرة.
نرجع شوية كام سنة اتشال مبارك واعوانه وتم اثبات فسادهم وسرقة الشعب ..!؟ اين الاموال المسروقة والمنهوبة ..؟

فرضت الدولة الحماية على جبل الكريستال منذ عام 2007 تقريبا، الذى يعد من أروع المناطق الطبيعية فى واحة الفرافرة، حيث محمية الصحراء البيضاء التى تعكس سحر الطبيعة فى قلب الصحراء، ويعتبر هذا الجبل من أغنى الجبال فى مصر بقطع الكريستال الملونة والنادرة جدا، والتى رسمتها الطبيعة، إلا أن هذا الإجراء قد جاء متأخرا.

وجبل الكريستال يقع داخل الصحراء البيضاء على بعد 120 كم من الفرافرة، شاهدت جبل الكريستال الذى يعتبر من أندر الجبال فى العالم، ويعتبر منتجعًا سياحيًا وجمالاً لا يعادله جمال ومناظر فريدة، جبل كامل من خام الكريستال يلمع مع أشعة الشمس كالماس، فتشعر أنك فى مدينة من الجنة بطبيعة خلابة ساحرة، وتشير دلالات قديمة إلى أن نيزكًا ارتطم بالأرض منذ ملايين السنين فى تلك المنطقة وأسهم فى صهر الصخور وتحويلها إلى قطع من الكريستال النفيسة… والجبل به أكثر من 125 نوع من أنواع الكريستال المختلفة متجمعة فى كتله جبلية ضخمة.

وفى سنوات الرئيس السابق مبارك تم تدمير هذا الكنز ونهبه ليفقد جماله بقطعه المتناثرة ولم يتبقَ سوى جسم الجبل الذى لم يسلم من عمليات التدمير بهدف الحصول على قطعه الرائعة. كان معظم السائحين يصرون على الذهاب إلى جبل الكريستال، وذلك لجمع تلك القطع التى تأخذ شكل بلورات رائعة من خام الكالسيت، وظن “الخرتية” و(يقصد بهم دليل الصحراء) أن السائحين يجمعونها بسبب هواية جمع الحجارة الملونة، واكتشفوا فيما بعد أن عدداً كبيراً من السائحين لم يأتوا إلى هذه المناطق بهدف السياحة والسفارى فحسب، وإنما لجمع هذه الأنواع من الحجارة التى تبين أنها من أغلى أنواع الحجارة فى العالم. وبعد نهب الجبل وسرقة الحجارة المفككة منه لم يتبق سوى جسم الجبل الصلب الذى يصعب تكسيره.

والغريب أن محافظة الوادى الجديد لم تنتبه للسياحة البيئية إلا بعد حادث اختطاف السياح من الجلف الكبير، ورغم ذلك لم يرد ذكر اسم “جبل الكريستال” على خريطة موقع المحافظة السياحية.

وتعتبر سفارى هضبة العوينات والجلف الكبير الموجودة على حدود السودان وليبيا هى الأغلى فى بورصة السفارى، ليس لكون هذه المنطقة من أكثر المناطق المبهرة فى مصر فحسب وإنما لأسباب أخرى، كشفها لنا أحد العاملين فى سفارى الواحات، وهى أن هؤلاء السياح ما هم إلا حفنة من اللصوص يسافرون إلى تلك المناطق لسرقة ما فيها من كنوز طبيعية، ولم يقتصروا على جبل الكريستال فحسب، بل اتجهوا إلى الجلف الكبير لينهبوا المعادن النادرة فى هذه المنطقة مثل معادن السيليكا، بالإضافة إلى احتواء المنطقة على بعض الحفريات النادرة والثروات الطبيعية المهمة والحيوانات النادرة وغالية الثمن منها الكبش الأوروبى والغزال المصرى.

ومؤخرا أكدت وزارة البيئة، ردا على ما نشر بأحد المواقع الإلكترونية عن هدم أجزاء من جبل الكريستال لرصف طريق “الفرافرة – الواحات” الواقع شمال محمية الصحراء البيضاء، أنه لا يوجود أية تعديات أو أعمال إزالة أو هدم لأجزاء من جبل الكريستال من الشركة المنفذة للطريق.

وتوقع إدارة محمية الصحراء البيضاء، محاضر مع الجهات المعنية وذلك منذ البدء في عملية ازدواج الطريق، حيث تم تحديد مناطق العمل وتوقيع ممثلي الجهات المعنية على اشتراطات العمل بمناطق المحميات.

وتشير وزارة البيئة، إلى أن طريق “البحرية – الفرافرة” القديم قائم قبل إعلان المحمية وهو بالفعل يحف بجبل الكريستال، ونظرا لضيق المنطقة تم الاتفاق على ترحيل الطريق الجديد ناحية الغرب واستخدام مسار الطريق القديم على أنه الطريق الجديد، كما تتم التوسعة إلى الغرب وتمهيد جزء جديد للاستخدام في الذهاب إلى الفرافرة بديلا للطريق القديم وهو ما تم تنفيذه.

بعد 36 عامًا على اغتياله.. أيام السادات بين الحرب والسلام

تمر اليوم الذكرى الـ 36 على اغتيال الرئيس محمد أنور السادات، ثالث رئيس حكم جمهورية حكم مصر، خلال الفترة بين عامي (1970 - 1981)، والذي انتهت فترة حكمه باغتياله، أثناء حضور العرض العسكري للذكرى الثامنة لحرب أكتوبر، الذي أقيم في ساحة العرض أمام النصب التذكاري للجندي المجهول بمدينة نصر، ليلحق السادات بأبنائه من شهداء حرب أكتوبر المجيدة، ويوارى جثمانه أمام نصب تذكاري نقشت عليه الحروف الأولى لأسماء جميع شهداء الحرب.

عاش أنور السادات عمره من أجل مصر ومات من أجلها، ولم يبخل عليها يوما بلحظة من عمره ولا قطرة من دمه، ووهبها حياته وفكره، فقد كانت تعيش في وجدانه، ورحلة كفاحه صورة نابضة بالحب لشعبه ولوطنه، كما سطرها التاريخ منذ مولده بقرية (ميت أبو الكوم) وتدرجه في التعليم حتى تخرج ضابطا من الكلية الحربية واعتقاله في حادث اغتيال أمين عثمان، ثم دوره البارز في ثورة يوليو، وتقلده للعديد من المناصب إلى أن تولى رئاسة الجمهورية ليحقق لبلاده أروع الإنجازات.

استمرت فترة ولاية الرئيس السادات لمصر 11 عاما، اتخذ خلالها العديد من القرارات التاريخية الخطيرة التي هزت العالم، وأثبتت الأحداث صلابة السادات في مواجهتها ومرونته الفائقة على العمل على تفادى مصر المخاطر الجسيمة، حيث بنى إستراتيجيته في اتخاذ القرارات على قاعدة تاريخية منسوبة إليه وهي "لا يصح إلا الصحيح".

كانت عملية الاغتيال مروعة وتمت في سرعة مذهلة فلم تستغرق سوى ثوان معدودة، بعدها اهتز العالم كله لموت رئيس دفع حياته ثمنا لوطنيته، ووضعت رصاصات الغدر التي استهدفته نقطة النهاية لحكم قائد جرئ محنك ذي دهاء سياسي لا يقارن، قائدا بدأ حكمه بالحرب وأنهاه بالسلام.

ويذكر التاريخ أن السادات تمتع بالذكاء والفطنة وسرعة البديهة، وإجادة قراءة الواقع والاطلاع عليه، وكثرة قراءة التاريخ واستشراف المستقبل، وكثرة الأسفار والاختلاط بالساسة وقراءة مذكراتهم، وتأمل تاريخ الحروب والصراعات السياسية على مر العصور، وكثرة التأمل والتفكير والاختلاء بالنفس للتعبد.

وظهر دهاء السادات السياسي بوضوح في تعامله مع ما عرف بـ"مراكز القوى" عام 1971 حين اتخذ قرارا حاسما بالقضاء على وإبعاد عدد من المسئولين الذين تحولوا لمراكز قوى في ثورة التصحيح التي فكت أسر المواطن المصري من قبضة الاستبداد التي كانت تتحكم في مصيره.

وفي نفس العام أصدر السادات قرارا بإعداد دستور جديد لمصر، وقرر الاستغناء عن 17 ألف خبير روسي في أسبوع واحد، لإعادة الثقة بالنفس لجيش مصر، وحتى إذا ما كسب المصريون المعركة ضد إسرائيل لا ينسب الفضل إلى غيرهم.

وفي عام 1973 أقدم السادات على اتخاذ واحد من أخطر القرارات المصيرية، وهو قرار الحرب ضد إسرائيل، التي كان يعد لها منذ اليوم الأول لتوليه الحكم في أكتوبر عام 1970، مصمما على استرجاع شبه جزيرة سيناء من قبضة إسرائيل التي احتلتها بعد هزيمة حرب 1967، وتمكن بخطة محكمة وشاملة للخداع الإستراتيجي من هزيمة إسرائيل في حرب أكتوبر 1973، بعد ثلاث سنوات فقط من بداية حكمه، وبهذا قاد مصر إلى أول انتصار عسكري في العصر الحديث.

واستطاع السادات التفاوض مع إسرائيل من موقع المنتصر، فأجبرها على السلام وعلى إعادة الأرض المصرية المحتلة في سيناء، مشددا على أن حرب أكتوبر هي آخر الحروب، حيث رسم انتصار القوات المسلحة المصرية في 6 أكتوبر خط النهاية في حرب دامت لأكثر من ربع قرن.

وفي عام 1975 قرر السادات رسم معالم جديدة لنهضة مصر بعد الحرب بانفتاحها على العالم، فكان قرار الانفتاح الاقتصادي. وفي العام التالي أعاد الحياة إلى الديمقراطية التي بشرت بها ثورة 23 يوليو ولم تتمكن من تطبيقها، فكان قراره بعودة الحياة الحزبية، فظهرت المنابر السياسية، التي خرجت من رحمها الأحزاب السياسية كالحزب الوطني الديموقراطي وحزب الوفد الجديد وحزب التجمع وغيرها.

وشهد عام 1977 اتخاذ الرئيس السادات قراره الحكيم والشجاع الذي اهتزت له أركان الدنيا بزيارة القدس، ليمنح بذلك السلام هبة منه لشعبه وعدوه في آن واحد، ويدفع بيده عجلة السلام بين مصر وإسرائيل. وذهب الرئيس إلى إسرائيل وألقى خطابه الشهير في الكنيست الإسرائيلي باللغة العربية وبدأه بكلمة "السلام عليكم"، ولهذا فقد استحق بجدارة لقب "رجل الحرب والسلام".

وفي عام 1979 قام السادات برحلته إلى الولايات المتحدة الأمريكية من أجل التفاوض لاسترداد الأرض وتحقيق السلام كمطلب شرعي لكل إنسان، وخلال هذه الرحلة وقع أتفاقية السلام في (كامب ديفيد) برعاية الرئيس الأمريكي جيمي كارتر، وبموجبها حصل على جائزة نوبل للسلام، مناصفة مع رئيس وزراء الإسرائيلي آنذاك مناحم بيجن، تقديرا وتكريما لتوقيعهما على معاهدة السلام.

تتخذ الحكومة المصرية مجموعة من برامج الحماية الاجتماعية والاقتصادية منذ عشرات السنوات، إذ ترتكز هذه البرامج، في معظمها، على برامج الدعم بشقيه؛ العيني، والنقدي، غير أن معدلات الفقر لا تزال في تزايد مستمر خاصة في المناطق الريفية.

هذا، وتصف منظمة الأغذية والزراعة- الفاو، برامج الحماية الاجتماعية أنها أمر حاسم الأهمية للتعجيل بالحد من الفقر. فالحماية الاجتماعية مفهوم شامل، لا يقتصر فقط على التحويلات النقدية، بل يشمل مكونات أخرى منها؛ التنمية الريفية المستدامة لانتشال فقراء الريف من براثن الفقر، وتقديم تعليم جيد، علاوة على توفير مظلة تأمين صحية واجتماعية تناسب الحياة الآدمية.

ولهذا لا تضمن التحويلات النقدية فقط سبيل جيد للخروج من دائرة الفقر، لذا سيعالج هذا التقرير مقاربة نظرية لبرامج الحماية الاجتماعية، وتطور تلك البرامج تاريخيا، علاوة على تقييم هذه التجربة ومسارها المستقبلي و البحث عن إجابة لتساؤل رئيسي، لماذا تتزايد معدلات الفقر رغم تنفيذ برامج للحماية الاجتماعية؟

مقاربة نظرية لبرامج الحماية الاجتماعية

أفرز النظام الرأسمالي العالمي هوة كبيرة بين أصحاب رؤوس الأموال والطبقة العاملة الأمر الذي تخلله تزايد واسع لمعدلات البطالة، وتدني الأجور، وارتفاع معدلات الإعالة.

فمع نهاية الحرب العالمية الثانية سادت منافسة كبيرة بين ثنائية قطبية لكل منهما أيدولوجيتها ومرجعيتها؛ الاتحاد السوفيتي الممثل للكتلة الشرقية، والولايات المتحدة الأمريكية الممثلة للنظام الليبرالي الغربي، بيد أن انهيار جدار برلين سنة 1989 أعلن صراحة عن فشل النظام الاشتراكي الماركسي وانتهاء الثنائية القطبية و إعادة النظر في دور الدولة والاقتصاد المخطط، و قد أعلن الكثيرون عن دخول الاقتصاد النيولبيرالي عصره الذهبي بقيادة الولايات المتحدة الأمريكية.

وكنتيجة موضوعية للهيمنة الأمريكية، وبروز ظاهرة تمركز رؤوس الأموال بيد طبقة محدودة تمثل 1% من المجتمعات، خلق نمط الرأسمالية الأنكلو أمريكية تفاوتا طبقيا بالثروة في كل مجتمع حتى داخل المنظومة الرأسمالية نفسها. ففي الولايات المتحدة يمتلك 1% من سكانها حوالى 50% من مجموع الثروة، بينما يمتلك 80% من السكان أقل من 85% من تلك الثروة، بيد أن هذا النمط- مع سيادة الأحادية القطبية وهيمنة الاقتصاد الأمريكي بمعاونة المنظمات الدولية- الاقتصادي غير المتوازن قد تم تصديره لجميع دول العالم خاصة النامية عبر العولمة الأمريكية ووفق آلياتها .

وكان لتعرض النظام الرأسمالي لعدد من الأزمات، دور في بروز البعد الاجتماعي للنظام الرأسمالي Social Capitalism. حيث تعرض النظام الرأسمالي العالمي لأزمة مالية شديدة عام 2008 عبرت عن فشل واضح للنظام الرأسمالي، إذ صنفت هذه الأزمة بالأكبر التي تعرض لها العالم منذ أزمة الكساد الكبير عام 1929، و برزت الأزمة جلية عبر انعكاساتها المتشعبة على المستوى الاجتماعي حيث تخلخلت البنية الاجتماعية في منحى تصاعد معدلات البطالة وتراجع القدرة الشرائية لشرائح اجتماعية واسعة واتساع الهوة بين الطبقتين الغنية والفقيرة وتراجع جودة حياة الأفراد. وفي عام 2009 دعا رئيس الوزراء الاسترالي “كيفين رود” إلى اتباع نهج اقتصادي جديد سماه “الرأسمالية الاجتماعية”.

وتعود الجذور العلمية للرأسمالية الاجتماعية إلى دراسة لـ “كيس فان كيرسبيرغن” عن الاقتصادات الأوروبية، بعنوان الرأسمالية الاجتماعية: وهي دراسة عن الديمقراطية المسيحية ودولة الرفاهة، إذ يحدد فان كيرسبيرغن الرأسمالية الاجتماعية باسم “النواة المشتركة” لـدولة الرفاهة الأوروبية ويضع الرأسمالية الاجتماعية باعتبارها “طريقا وسطا بين الجماعية الاشتراكية والفردية الليبرالية الجديدة .

ومؤخرا عرفت منظمة الأغذية والزراعة الفاو FAO الحماية الاجتماعية على أنها أمر حاسم الأهمية للتعجيل بالحد من الفقر” وفي هذا الإطار تشير الفاو إلى أن هذه الحماية من شأنها أولا: أن تحمي أضعف الأفراد الذين لا يستفيدون من النمو الاقتصادي. وثانيا، يمكن للحماية الاجتماعية، شريطة إحسان هيكلتها، أن تسهم مباشرة في تحقيق نمو اقتصادي أسرع عن طريق تنمية الموارد البشرية وتعزيز قدرة الفقراء، خاصة أصحاب الحيازات الصغيرة من العاملين بالزراعة، على إدارة المخاطر والأخذ بتكنولوجيات محسنة ذات إنتاجية أعلى . وهذا ينصرف على أن انتشار رقعة الفقر جغرافيا عن عمد ليس في صالح النمو الاقتصادي، بل يضعف من قدرة النمو الاقتصادي ويزيد من اعتمادية الفقراء على ثمار النمو المولدة على يد من يعول.

بيد أن هناك حاجة ماسة للتفريق بين مفهومي الحماية الاجتماعية وشبكة الأمان الاجتماعي، إذ يعد المفهوم الأول أعم وأشمل، حيث تتكون الحماية من مجموعة واسعة من السياسات والأدوات التي تدخل ضمن اختصاص نظام الحماية الاجتماعية. أما شبكات الضمان الاجتماعي، أو ما تعرف بالمساعدات/ التحويلات الاجتماعية الموجهة عادة إلى الفقراء التي تتطلب مساهمة مالية إلى المستفيدين، فلا تشكل إلا مكونا واحدا من مكونات الحماية الاجتماعية، علاوة على أن الحماية الاجتماعية تتعلق بأبعاد هامة تشمل جوانب سياسات سوق العمل وخيارات التأمين، مثل المعاشات التقاعدية، فضلا عن جوانب التعليم والصحة والتغذية والزراعة ومكافحة الأمراض والأوبئة .

التطور التاريخي لبرامج الحماية الاجتماعية

بداية، ووفقا للتفرقة بين مفهومي الحماية الاجتماعية وشبكات الضمان الاجتماعي، نجد أن برامج الحماية الاجتماعية في مصر ترتكز أكثر على بعد واحد متمثل في مكون “شبكات الأمان/ الضمان الاجتماعي”، وهى بذلك تبتعد عن مفهوم الحماية الاجتماعية بمفهومها الشامل، تلك التي تشمل نواحي هامة تتعلق بسياسات سوق العمل والتعليم والصحة والزراعة، وتتناول السطور التالية شبكات الأمان الاجتماعية من خلال آلية الدعم منذ العصر الملكي.

إذ يعود تاريخ الدعم في مصر منذ العصر الملكي، بعد أن قام الملك فاروق بالتصدي لمشكلة الحفاة التي يعاني منها الفقراء من خلال اعتماد مبلغ 2000 جنيه، واعتماد رئيس الوزراء حينئذ شراء 60 ألف حذاء للمصريين الحفاة . وفي الأيام التالية التي أعقبت الحرب العالمية الأولي، ظهر دعم السلع والمنتجات، جراء الارتفاعات المتتالية في الأسعار كردة فعل مباشرة للحرب، واتجهت الحكومة المصرية بتقديم الدعم بعد أن استوردت كميات كبيرة من القمح والدقيق من أستراليا لمعالجة مشكلة ارتفاع الأسعار وقامت ببيعه بأسعار مدعمة في منافذ بيع تابعة للحكومة.

وفي فترة الحرب العالمية الثانية، ومنذ عام 1941، اتخذت الحكومة إجراءات أكثر فاعلية لتقديم الدعم، كأحد التدابير الرئيسية في شبكة الحماية الاجتماعية التي تقدمها الحكومة لحماية الأسر الفقيرة والأشد احتياجا، وتوسعت الحكومة في السلع التي يشملها الدعم، ليشمل السكر والكيروسين والزيت والشاي باستخدام نظام البطاقات التموينية وتقديم الدعم بمقدار محدد لكل فرد في الأسرة المستحقة شهريا، وأنشأت وزارة التموين والتجارة الداخلية ما بين الحرب العالمية الأولى والثانية لتكون مسؤولة عن إدارة منظومة الدعم التمويني.

وخلال الحقبة الناصرية، وبالتحديد خلال خمسينيات وستينيات القرن الماضي، واتباع الدولة نموذجاً للإصلاح قوامه تدخل أكثر للدولة في النظام الاقتصادي، تبنت الحكومة “برنامج رفاه” ليكون مظلة تقوم الحكومة من خلالها، بعد أن أصبح الدعم يعبر عن التوجه الاقتصادي للدولة، تقديم الخدمات الأساسية من صحة وتعليم وكذلك التخفيف عن الأسر فضلاً عن دعم الغذاء.

وخلال حقبة الانفتاح، أي في عهد الرئيس أنور السادات، وبالتحديد منذ عام 1974 تتبني الدولة نظام اقتصادي منفتح على العالم الخارجي، اتجهت الدولة لرفع يدها عن النظام الاقتصادي وتحرير الأسعار وما يقتضي ذلك من تقليل الدعم التمويني ورفع تدريجي للأسعار ما تسبب في “انتفاضة الفقراء” بعد قرار الحكومة برفع الأسعار في يناير 1977 على عدد من السلع، كالدقيق والسكر والأرز والشاي، بعد التشاور مع صندوق النقد الدولي لتنفيذ حزمة من الإصلاحات منها خفض الدعم، وكان ردة فعل الشارع المصري عنيفة، و استجاب على أثرها السادات وتراجع عن رفع الأسعار، بل وتوسعت الحكومة في تقديم الدعم وتوزيع الدقيق المدعم بالمناطق الحضرية والريفية على السواء.

وخلال فترة الثمانينات تزايد الحديث عن العجز المالي بالموازنة العامة للدولة وأرجع البعض أن الدعم السلعي أحد الأسباب الرئيسية للعجز المالي بعد أن وصل مقدار الدعم السلعي لنحو 1.6 مليار جنيه سنوياً، ويمكن تفسير هذا الارتفاع في مقدار الدعم بسبب الارتفاع في أسعار السلع العالمية علاوة على تزايد عدد الأصناف التي يشملها الدعم. لذلك اتبعت الحكومة برنامج أطلق عليه برنامج “إصلاح دعم السلع الغذائية” عام 1982، وكان هذا الإصلاح مرحلي خوفا من ردة الفعل التي واجهت السادات وانتهت بانتفاضة الخبز .

وفي عهد الرئيس الراحل أنور السادات باءت محاولته لرفع أسعار الأرز والدقيق وزيت الطعام بالفشل، لخروج الشارع ضده ليكون في صالح الطبقة الفقيرة. واستمر السادات في نهج “سياسة الباب المفتوح”، التي توجت في نهاية الأمر بضرورة تطبيق برنامج إصلاح اقتصادي وتكيف هيكلي أطلق عليه حينها برنامج (ERSAB) وكان بمثابة “روشتة إصلاح” مقدمة من صندوق النقد الدولي للحد من الدعم الذي وصل إلى 144% في الثمانينات من إجمالي الموازنة العامة ولضبط العجز المتزايد في ميزان المدفوعات، حيث أغُرق السوق المصري بسلع الرفاهية القادمة من الخارج، إلى جانب السيطرة على عجز الموازنة العامة وكبح جماح الدين العام.

وبعد تطبيق حزمة الإصلاح المقدمة من صندوق النقد في عهد الرئيس السابق “حسني مبارك” انخفض الدعم إلى 4% فقط من إجمالي النفقات بالموازنة العامة مقارنة بـ 14% في بداية الثمانينات.

لذلك تعد برامج الضمان/ الأمان الاجتماعية، أول ورقة يتم استخدامها لخفض العجز في الموازنة العامة، وتلك نفسها التي يتم استخدامها لامتصاص الغضب الشعبي إزاء أي حراك مندد بارتفاع الأسعار، في حين تبعد الخطط الحكومية عن جوهر الحماية الاجتماعية، والبعد عن سياسات العمل وتحسين قطاع الزراعة، لانتشال فقراء الريف من براثن الفقر، وتحسن نوعية التعليم والصحة وغيرها من مقومات التنمية البشرية، إذ تعبر التحويلات النقدية إلى أفراد المجتمع الحل الأيسر في وجهة نظر الحكومات المتعاقبة دون معالجة حقيقية لمشكلات الفقر المرشحة للزيادة لنحو 50 مليون في ظل برنامج، قاسي، للإصلاح الاقتصادي تتبناه الحكومة بالاتفاق مع صندوق النقد والبنك الدوليين.

تقييم برامج الحماية الاجتماعية

أشار البيان التحليلي عن مشروع الموازنة العامة للعام المالي 2017/2018 إلى زيادة مخصصات الدعم والمنح والمزايا الاجتماعية بنحو 126 مليار جنيه، (زيادة المخصصات من 206.4 مليار جنيه في موازنة العام المالي 2016/2017 إلى نحو 332.7 مليار جنيه في موازنة عام 2017/2018) ، أي بلغت الزيادة ما نسبته 61%، وهي زيادة كبيرة لحماية الطبقات الفقيرة ولكن على المستوي التفصيلي نجد أن هذه الزيادة في معظمها تأتي كرد فعل مباشر لارتفاع الأسعار خاصة ارتفاع أسعار السلع المستوردة كالمحروقات، نتيجة لارتفاع تكلفة الاستيراد بعد تحرير الجنيه في سوق الصرف الأجنبي في 3 نوفمبر 2016 وبلوغ معدل التضخم مستويات قياسية بلغت نحو 31% مايو الماضي وفقا لإحصاءات الجهاز المركزي للتعبئة العامة والإحصاء.

ونتيجة لتزايد السخط العام بعد ارتفاع الأسعار، سواء أسعار المحروقات التي زادة بنسبة 100% خلال أقل من ثمانية أشهر، حيث زادت أسعار المحروقات في 4 نوفمبر 2016، وكذلك في 29 يونيو 2017، وبالتبعية ارتفاع أسعار وسائل النقل والمواصلات وأسعار الأغذية، من خضروات وفواكه، والأجهزة الكهربائية علاوة على ارتفاع عدد من الخدمات منها الكهرباء والمياه، ليس هذا فحسب بل إن ارتفاع قيمة ضريبة القيمة المضافة، قد ضاعفت من العبء على كاهل محدودي الدخل ومتوسطي الدخل على السواء.

وقُبيل رفع أسعار المحروقات في 29 يونيو 2017، وبالتحديد في يوم 20 يونيو 2017، اتخذت الحكومة متمثلة في شخص الرئيس عبدالفتاح السيسي، عددا من القرارات، التي كانت بمثابة قرارات لامتصاص أي سخط شعبي من زيادة تالية في الأسعار، لحماية محدودي الدخل وغير القادرين من معدلات التضخم المرتفعة منها:

1- زيادة الدعم النقدي في الشهر للفرد على بطاقات التموين من 21 إلى 50 جنيه بنسبة زيادة مقدارها 140%‏ وبقيمة 22 مليار جنيه من الموازنة العامة للدولة، وبهذا ارتفعت مخصصات دعم المواد التموينية بالموازنة العامة للعام المالي الجاري لنحو 63 مليار جنيه بدلا من 41 مليار في العام المالي 2016/2017.

2- زيادة المعاشات التأمينية بنسبة 15% وبحد أدنى قدره 150 جنيه لعدد 10 مليون مواطن من أرباب المعاشات وبقيمة ما يقرب من 200 مليار جنيه من الموازنة العامة للدولة.

3- زيادة قيمة الدعم النقدي لمستحقي برنامجي تكافل وكرامة بقيمة 100 جنيه شهرياً لعدد مليون و750 ألف مستفيد بقيمة ما يقرب من 8.25 مليار جنيه من الموازنة العامة للدولة.

4- إقرار علاوة دورية للمخاطبين بقانون الخدمة المدنية بقيمة 7% وبحد أدنى 65 جنيها واقرار علاوة غلاء استثنائية قدرها 7%وبحد أدنى للعلاوتين 130جنيها.

5- إقرار علاوة دورية لغير المخاطبين لقانون الخدمة المدنية قدرها 10% بحد أدنى 65 جنيها وكذلك علاوة غلاء استثنائية قدرها 10%‏ وبحد أدنى للعلاوتين 130 جنيها.

6- زيادة حد الإعفاء وإقرار نسبة خصم ضريبي للفئات من محدودي الدخل بقيمة إجمالية تبلغ من 7 إلى 8 مليارات جنيه.

7- وقف العمل بضريبة الأطيان على الأراضي الزراعية لمدة 3 سنوات لتخفيف الأعباء الضريبية على القطاع الزراعي.

في حقيقة الأمر، إن هذه القرارات تخفف، ولو جزئيا، من وطأة الإصلاح الاقتصادي وانعكاسه على طبقة كبيرة من الفقراء، غير أن تكلفة الإصلاح ستخيم على مقدرات الاقتصاد برمته خاصة إذ علمنا أن برامج الحماية الاجتماعية، في ظل شروط الإصلاح، ستكلف الدولة ما يزيد عن 400 مليار جنيه، وهذا ما أعلن عنه مركز المعلومات ودعم اتخاذ القرار، كما أعلن عن أن برامج الحماية الاجتماعية ستتضمن: صرف معاش للأسر الفقيرة تحت مسمى تكافل وكرامة يقدر بـ325 جنيهاً، زادت بمقدار 100 جنيه، يستفيد منه 1.7 مليون أسرة تكلف الحكومة 7.3 مليار، ومعاشات الضمان الاجتماعي التي تبلغ قيمتها 15.4 مليار جنيه، بالإضافة إلى تخصيص مبلغ 110 مليار جنيه في الموازنة العامة للدولة لبرنامج صناديق التأمينات والمعاشات، كما أن دعم السلع الغذائية يستحوذ على 64.2 مليار جنيه، وبرنامج التأمين الصحي يستحوذ على 8 مليارات جنيه، و600 مليون لدعم الأدوية وألبان الأطفال .

اتجاه مستقبلي

كشف تقرير، صادر عن منظمة الأغذية والزراعة- الفاو، معنون بـ “حالة الأغذية والزراعة،2015″، عن أن تدابير الحماية الاجتماعية- كالتحويلات النقدية، والتغذية المدرسية، والأشغال العامة- تتيح للبلدان الفقيرة وسيلة اقتصادية للمُستضعَفين تمكِّنهم من انتشال أنفسهم من براثن الفقر المدقع والجوع المزمن، وتساعدهم على النهوض بصحة أطفالهم وتعليمهم بل وتحسين فرصهم في الحياة مستقبلاً .

فتعمد مصر في برامجها للحماية الاجتماعية على التحويلات النقدية، وإن كان اتجاه محمود، إلا أن هناك حاجه ماسة لاتخاذ مكونات آخرى من مكونات الحماية الاجتماعية على محمل الجد منها:

أولا – تصحيح مسار سياسات سوق العمل خاصة العلاقة بين رب العمل والعاملين، وعلى وجه الخصوص العاملين بالقطاع الخاص، فمازال العاملون هم الطرف الأضعف في تلك العلاقة خاصة وأن أرباب الأعمال يستسيغون انتقاص حقوقهم، بل وزيادة العبء الوظيفي، والعمل لعدد غير أدمي من ساعات العمل، علاوة على تأخر رواتبهم وتدني مستواها، وببساطة من يرى أن سياسة العمل، التعسفية في بعض الأحيان والتي يكيفها صاحب العمل على هواه، أن يفسح المجال لغيره.

ثانيا – الاهتمام بالصحة العامة، باعتبارها حجر أساس ومكون هام من مكونات الحماية الاجتماعية، فأي عامل هذا سيقوى على العمل والإضافة إلى الإنتاجية الكلية بينما يعاني من مشكلات صحية، علاوة على التساهل والإهمال المتعمد للقطاع الصحي سيزيد من أعباء ترميم الصدع به، وقد ألزم دستور عام 2014 الحكومة بإنفاق نحو 10% من الناتج المحلي على قطاعات التعليم والصحة والبحث العملي على أن يكون نصيب القطاع الصحي وحده نحو 3% من الناتج المجلي الإجمالي، بينما جاءت موزانة العام الجاري (2017/2018) بعيدة كل البعد عن هذا الهدف، بل شهد الإنفاق على القطاع الصحي تراجع، كنسبة من الناتج المحلي الإجمالي، لنحو 1.34% العام المالي الجاري (حجم الإنفاق على القطاع الصحي نحو 54.9 مليار جنيه، بينما الناتج المحلي بالأسعار الجارية 4.07 ترليون جنيه) مقارنة بإنفاق بلغت نسبته 1.43% العام المالي 2016/2017 . فهل عدم استطاعة الحكومة تحقيق التزام دستوري في المدي القصير، فكيف إذن سيتثنى لها أن تحقق هدف التغطية الصحية الشاملة بحلول عام 2030.

ثالثا – إعطاء أولوية للبحث والتطوير بالقطاع الزراعي، وأظهرت دراسة صادرة عن الفاو أن التغير المناخي قد يتسبب في تقصير مواسم الزراعة بنحو 18 يوما، ويؤدي إلى انخفاض المحاصيل بنسبة 27% للزراعة المروية وبنسبة 55% للزراعة المطيرة بنهاية القرن الحالي، كما إن ارتفاع مستوى البحر في دلتا النيل يعرض مصر إلى خسارة أجزاء مهمة من أكثر الأراضي الزراعية إنتاجية نتيجة لملوحة التربة . ولما كان القطاع الزراعي هام لخفض نسب الفقر بالريف، إذا فهناك حاجه ملحة لتطوير هذا القطاع واستخدام سلالات زراعية أكثر إنتاجية وفي نفس الوقت مرشدة للاستخدام المائي.

رابعا – قطاع التعليم، يعاني قطاع التعليم من ترهل واضح، وبعيدا عن تكرار اتهام خريجي الجامعات بعدم مواكبة متطلبات سوق العمل، فهذه ليست مشكلتهم فليس هم من وضعوا المواد التعليمية التي تدارسوها، بل مشكلة منظومة تشمل عدد من الوزارات المعنية التي لا تحدد احتياجات واضحة لسوق العمل لربط مخرجات المنظومة التعليمية بسوق العمل، ناهيك عن بعد الأبحاث التطبيقية بالجامعات تماما عن الواقع العملي للاقتصاد المصري.

خامسا – برنامج الدعم النقدي، يرى الباحث أن برنامج الدعم النقدي من خلال برنامجي تكافل وكرامة، اتجاه محمود يمكن البناء عليه وتوسيه مظلته، شريطة وجود قاعدة بيانات دقيقه لمن يستحق الدعم النقدي، وفي ذات السياق، تدلل الخبرات الدولية على نجاح هذا الاتجاه، ففي البرازيل أثبتت برامج التحويلات النقدية المشروطة بعدد أفراد الأسرة وشرط الانتظام في التعليم والخضوع للرعاية الصحية- فعالية حقيقية في معالجة الفقر وتحسين أحوال الفقراء، في فترة حكم الرئيس “لولا دا سلفا” ليشمل نحو 11 مليون اسرة أو 46 مليون مواطن وقدرت منظمة الصحة العالمية البرنامج البرازيلي في تحقيق نتائج غذائية افضل بين الاطفال.

وأخيرا، فإن البعد النقدي، الذي تتخذه الحكومة المصرية مسلكا، في الحماية الاجتماعية يعزز من فرص رفع الدخل وزيادة القوة الشرائية لدي الطبقات المعدمة، ولكنه لا يضمن آلية مستمرة للقضاء على الفقر، فالقضاء على الفقر يتطلب حاجه لحماية اجتماعية بمفهومها الشامل تتسق وسياسات عمل، فضلا عن نظام تأميني وصحي قوي، وأن يرتكز النمو الاقتصادي على بنية تعليمة وتكنولوجية حديثة، وعدالة في التوزيع علاوة على التنمية الريفية المستدامة لانتشال فقراء المزارعين من براثن الفقر.

ونفس الشركة عاملة عروض بزيادة على كروت الشحن وغيرها، والصدمة في تعليق وزير الاتصالات الغبي والسيد رئيس جهاز المستهلك الغبي ايضآ ، مع تهديد اونضة من مجلس الهشك بشك ( مجلس النواب ) بحاسبة وزير الاتصالات ( بناء على كلام المجلس)

حيث صرحوا ان المجلس رفض الزيادة !!!!!!!!

وللاسف الرئيس السيسي يعلم جيدا وبموافقته على حرق الشعب بزيادة الاسعار، المواصلات زادة من 50 قرش الى 250 قرش تذكرة الاتوبيسات، وفي نفس الوقت حجموا هيئة النقل العام وتم التوقيع على شركة او عصابة النقل الجماعي واضافوا باصات كبيرة ب 350 قرش التذكرة ( توكتوك من نوع تاني)

بعد انتهاء الحرب فتحت نفقاً تحت قناة السويس التي شهدت كل تلك المعارك الطاحنة

أطلقت على النفق اسم الشهيد أحمد حمدي.

اسم بسيط ولكنه كبر باستشهاد صاحبه في أوائل المعركة.

انظر كم هي كبيرة

أن تطلق الاسم الصغير.

هل تعلم انه ليس منذ القرن الماضي فحسب،

بل منذ القرن ما قبل الماضي كان لمصر دستوراً مكتوباً.

شعبها شديد التحمل والصبر أمام المكاره والشدائد الفردية،

لكنه كم انتفض ضد الاستعمار والاستغلال والأذى العام.

إن اعتلت ومرضت اعتل العالم العربي

عندما فكر في الاعتداء على الكويت, ذلك عندما كانت مصر في أوج صحتها.

أما في المرة الأخرى فهل تعلم كم تكلف العالم العربي برعونه صدام حسين

في استيلاءه على الكويت؟.

هل تعلم إن مقادير العالم العربي رهنت لعقود بسبب رعونته

وعدم قدرة العالم العربي على أن يحل المشكلة بنفسه.

إن لمصر قدرة غريبة على بعث روح الحياة والإرادة في نفوس من يقدم إليها.

انظر إلى البطل صلاح الدين, بمصر حقق نصره العظيم.

تاريخ بريطانيا في أيواء المتطرفين من سنة 1985

فى جلسة مجلس الأمن التى عقدت يوم 10 أبريل، من أجل اتخاذ قرار بإدانة سوريا فى ضرب المدنيين بالغازات المحرمة دوليًا، اتهم المندوب الروسى بريطانيا بأنها تؤوى إرهابيين متهمين بتفجير الكنائس فى الشرق الأوسط، فى إشارة إلى التفجيرات التى وقعت بمصر يوم 9 أبريل 2017.

والواقع أن المندوب الروسى لم يبتعد كثيرا عن الحقيقة باتهامه بريطانيا، لأنه من المعروف أن لبريطانيا تاريخا طويلا، بإنشاء الإرهاب فى الشرق الأوسط، وفى مصر تحديدًا.

لن نتحدث عن دور بريطانيا فى تأسيس جماعة الإخوان المسلمين وتبرعها لمؤسسها بمبالغ مالية كبيرة لمزاولة الأنشطة الإرهابية التى يريدها.

ولكن سأتحدث عن الفترة التى «اكتوت» فيها مصر بنيران الإرهاب.. وهى فترة الثمانينات والتسعينات من القرن الماضى. حيث كانت توفر ملاذًا آمنًا للإرهابيين الذين ينفذون عملياتهم فى مصر، ويهربون إلى لندن.

ففى عام 1995 حذر اللورد البريطانى ونستون تشرشل-حفيد الزعيم البريطانى ونستون تشرشل رئيس الوزراء البريطانى الأسبق الذى قاد بريطانيا إلى النصر فى الحرب العالمية الثانية، من النشاط المتنامى للجماعات الإرهابية فى بريطانيا..وخصوصًا نشاط حزب التحرير الإسلامى، الذى بدأت قواعده تظهر فى بريطانيا.

وكان مؤسس حزب التحرير المصرى عمر بكرى فى بريطانيا، قد أجرت معه مجلة اليقظة الكويتية حوارًا صحفيًا فى يناير عام 1995، تحدث فيه عمر بكرى بجرأة منقطعة النظير وقال: لدينا طموح بإعلان الخلافة الإسلامية من أوروبا، ونأمل فى سيطرة الإسلام-كنظام حياة-فى المجتمع الأوروبى فى العلاقات الاجتماعية والسياسية، مقتنعًا بأن الإسلام هو النظام العالمى الجديد والقديم.

حزب التحرير تأسس فى عام 1953 بمعرفة القاضى «تقى الدين البنهانى» فى القدس، بعد انشقاقه أو تركه للإخوان المسلمين المصريين الذى تتلمذ على أيديهم خلال إقامته فى مصر للدراسة بالأزهر الشريف، فيما يرى آخرون أنه تعرف على مرشد الإخوان حسن البنا وعاشر الجماعة ولكنه لم ينضم إليها، ومن كوادره الفلسطينى صالح سرية، الذى أسس تنظيم الجهاد فى مصر، وكانت أولى عملياته، هى عملية الكلية الفنية العسكرية عام 1971، ومن عباءة هذا الحزب خرجت كل التنظيمات الجهادية فى مصر وتونس وليبيا، وبعد وفاة مؤسس الحزب عام 1977 خلفه عبدالقادر زلوم، ويهدف الحزب إلى إعلان دولة الخلافة الإسلامية فى سوريا والأردن والعراق.

وفى عام 1985 تأسس حزب التحرير الإسلامى فى بريطانيا على يد عمر بكرى محمد-سورى الأصل-والذى هاجر عام 1985 إلى لندن وأقام فيها بصفته لاجئًا سياسيًا، وكان نائبه فريد قايم الفلسطينى، وكانا يصدران معا نشرة شهرية تحت عنوان «الخليفة»، ونشرة أخرى بعنون «الفجر».

وفى مطلع التسعينيات قدرت أعداد كوادر حزب التحرير فى بريطانيا بحوالى 300 عضو، ويقوم بنشر تعاليمه بين العرب الذين يدرسون فى بريطانيا وينتمون لجنسيات أجنبية وآسيوية، وتحظى أفكار الحزب بقبول شديد بين أوساط الطلاب الباكستانيين، ويشبه تهافت الطلاب البريطانيين على أفكار حزب التحرير الإسلامى، تهافت الطلاب فى الخمسينات والستينات على الفكر الماركسى والأحزاب الماركسية.

وقد امتد نشاط حزب التحرير ليشمل غرب القارة الأوروبية بريطانيا وفرنسا وألمانيا، ومن تلك الدول انطلقت قوافل المساعدات والمساندة إلى الحركات الإسلامية المحظورة فى شمال إفريقيا، كما توسع نشاط الحزب ليشمل اليونان فى أوساط الشرائح السكانية من أصول تركية مسلمة. وقد استغل هؤلاء انفتاح الثقافة الأنجلوساكسونية، والتزام بريطانيا باحترام أدبيات اللجوء السياسى، وتسامح السلطات البريطانية مع حريات المقيمين فى بريطانيا.

لندن بعد عمليات الإرهاب الأخيرة

أدمى حادث مانشستر الإرهابي القلوب والعقول جراء بشاعته الكارثية. ومن قبله، عرفت بريطانيا كثيراً من الحوادث الإرهابية المشابهة. وطوال أكثر من عقد، ضرب الإرهاب مواقع ومواضع حساسة في الداخل، كانت أشدها حدة وعنفاً وكراهية تفجيرات السابع من يوليو (تموز) عام 2005، إذ قام 4 أشخاص بالتسبب في 4 تفجيرات انتحارية، 3 منهم حدثت في قطارات لندن تحت الأرض، والانفجار الرابع حدث في حافلة نقل عام تتكون من طابقين.

وأسفرت الهجمات عن مصرع 50 شخصاً، وإصابة ما يقرب من 700 آخرين. اثنا عشر عاماً انقضت، خيل فيها للناظر للمشهد هناك أن الحكومات البريطانية المتعاقبة ستضع على رأس أولوياتها محاربة الإرهاب، وشن حملات شعواء لتخليص البلاد من الإرهابيين، لا سيما رؤوس الفتنة من أعضاء الجماعات الأصولية والتكفيرية الذين تحتويهم لندن منذ عقود طوال، من كل الأقطار والأمصار العربية والإسلامية على حد سواء، وجلهم هاربين من العدالة في دولهم بعد صدور أحكام إدانة عليهم بتهم القتل والإرهاب.

هل جاء حادث مانشستر الأخير ليغير من طريقة تعاطي بريطانيا مع خلايا العنف وجماعات الإسلام السياسي التي تسبغ عليها حمايتها، حتى وإن تسببت في قتل المواطنين الآمنين الأبرياء؟

عدة حقائق مثيرة للجدل في السياسات البريطانية، لا سيما في الأعوام السبعة الماضية، التي عرف فيها العالم العربي تلك الظاهرة التي أطلق عليها «الربيع العربي». وفى المقدمة من تلك الحقائق، أنه قد ثبت للعالم، شرقاً وغرباً، الدموية والإرهاب اللذان غلفا تلك الجماعات في دول العالم العربي، كالإخوان المسلمين في دول شمال أفريقيا، لا سيما في مصر تحديداً، ومع ذلك لم تحرك ساكناً، وبدا كأن موت الأبرياء في العالم العربي، وحرق المنازل والممتلكات، عطفاً على دور العبادة، أمر يتفق وحقوق الإرهابيين… ما هدف بريطانيا من التحالف مع هؤلاء الإرهابيين؟

الشاهد أنه في الأيام القليلة الماضية، التي أعقبت حادث مانشستر، أشارت رئيسة الوزراء البريطانية تريزا ماي إلى أن بريطانيا قررت تأسيس «لجنة مكافحة التطرف»، وتقول صحيفة «الإندبندنت» البريطانية إن مهام اللجنة ستتمركز حول تحديد التطرف في المجتمعات الداخلية التي تمثل تهديداً للقيم البريطانية.
على أن فكرة اللجنة بدت هلامية، ذلك أنها جاءت دون رؤية استشرافية لمكافحة جذرية للإرهاب في الداخل أو الخارج، سيما بعد أن أثبتت التحقيقات الأولية أ

ن «سلمان العبيدي»، إرهابي مانشستر، يعبر عن عينة قاتلة من الإرهابيين القائمين والنائمين بين حنايا أضلع البريطانيين، بل أكثر من ذلك أنه كان تحت سمع وبصر أجهزة الأمن البريطانية، سواء MI5 في الداخل أو MI6 في الخارج، وتحركاته تجاه سوريا وليبيا، وانتماءات والده مكشوفة ومعروفة، مما يعني أن الحديث عن مثل تلك اللجنة لا يتجاوز تطيب خواطر البريطانيين المجروحة، وتهدئة الرأي العام البريطاني الثائر والغاضب، دون نيات حقيقية لقتال شرس وعنيف ضد الأصولية الساكنة في الدروب البريطانية.

ما يجري في بريطانيا يدفعنا دفعاً في طريق 3 أسئلة لا بد من الجواب عنها حتى نفهم أبعاد الازدواجية البريطانية في التعامل مع الإرهاب الدولي والشرق أوسطي بنوع خاص:

أولاً: هل لدى بريطانيا بالفعل إرادة سياسية حقيقية للقضاء على الإرهاب، داخلها وخارجها، قضاء مبرماً، ومواجهة التطرف دفعة واحدة، أم أنها تلعب على متناقصات لا يعرفها البريطانيون أنفسهم، ولا تتوافر المعرفة هذه إلا للخبراء في مجال تاريخ علاقة بريطانيا بجماعات الإسلام السياسي؟

ثانياً: إذا كانت ماي راغبة فعلاً في مجابهة ناجعة للإرهاب، فهل حكومتها قادرة على طرد كل من يعيشون على أراضيها من قيادات متطرفة، واعتبار الجماعات التي تؤيد العمليات التكفيرية والانتحارية مجموعات إرهابية، سيما أن الدول التي جاءوا منها قدم مسؤولوها ملفات كاملة للحكومات البريطانية المتعاقبة تدينهم؟

أحد أفضل العقول البريطانية التي تفك لنا شفرة السلوك البريطاني تجاه المتطرفين والإرهابيين هو مارك كورتيس، المؤلف والصحفي والمستشار البريطاني الشهير، الذي عمل من قبل زميلاً باحثًا في المعهد الملكي للشؤون الدولية.

عبر كتابه الحاوي للأسرار، والمعنون: «شؤون سرية تحالف بريطانيا مع الأصولية الإسلامية»، الذي يقع في نحو ستمائة صفحة من القطع الكبير، يدرك المرء أن المصلحة الخاصة البريطانية طوال أكثر من قرن من الزمان، وبالضبط منذ نشأة القومية العربية ومجابهتها للاحتلالين العثماني والإنجليزي على حد سواء، كانت هي الأساس في سياسة بريطانيا الخارجية، وأن المبادئ والقيم ليس لها مكان فيها، وأنها استندت في ذلك أساساً على سياسة فرق تسد، وتقلبت في التعامل مع كل الأطراف المتضاربة، كما يوضح أيضاً كم كانت بريطانيا ماهرة وماكرة في التلاعب بكل الأطراف، وأن أكثر من استغلتهم ثم نبذتهم عندما لم يعد لهم جدوى وانتفى الغرض منهم، هم المتأسلمون.

كتاب «مارك كورتيس» ثروة فكرية للذين يتطلعون إلى فهم الدعم البريطاني للأصولية بنوع خاص… خذ إليك على سبيل المثال الفصل السادس عشر من هذا العمل الكبير والخطير، وعنوانه «لندنستان: ضوء أخضر للإرهاب»، ولا يفوت القارئ هنا أن تسمية العاصمة البريطانية بـ«لندنستان»، فيه من المترادفات لـ «أفغانستان».يخبرنا كورتيس أن لندن في التسعينات كانت مركزاً من مراكز العالم الكبرى بالنسبة للجماعات المتطرفة، على غرار الجماعة الإسلامية المسلحة الجزائرية، والجماعة الإسلامية الليبية المقاتلة، وجماعة الجهاد المصرية، و«القاعدة» نفسها من خلال مكتبها، ولجنة الشورى والإصلاح، وكانت كلها قد أنشأت قواعد في لندن.

تحولت لندن على هذا النحو للمركز العصبي لتنظيم القاعدة الذي يشرف على عملياتها في أوروبا كافة، بل إن «آدم ناثان»، في كتابه عن «القاعدة» يقول إن كثيرين من معاوني بن لادن الرئيسيين كانوا يعملون من هناك، وتم جمع ملايين الجنيهات في بريطانيا لتمويل قضايا الإرهاب، وتجنيد «المجاهدين» للقتال في شتى أنحاء العالم، من أفغانستان إلى اليمن.

سطور كتاب «كورتيس» تقودنا إلى تأكيد أن الآلاف من الأفراد الذين يتخذون من لندن مقراً لهم مروا من خلال معسكرات التدريب التابعة لـ«القاعدة» في التسعينات، وبحلول الوقت الذي حدثت فيه تفجيرات لندن (2005)، بلغ عددهم نحو 3 آلاف، حسب قول اللورد ستيفنز، رئيس شرطة العاصمة السابق.

لماذا صمتت التحقيقات الجنائية داخل بريطانيا على هذه الأوضاع؟

الثابت أن التحقيق الرسمي الذي أجرته وزارة الداخلية البريطانية في التفجيرات على نحو مخادع جاء فيه أنه: «أصبح من المعروف حالياً أنه حدث خلال التسعينات تدفق من الشبان المسلمين من المملكة المتحدة وأماكن أخرى، الذين سافروا إلى باكستان وأفغانستان من أجل التمذهب أو (الجهاد)».والواقع أن هذا كان أمراً معروفاً في ذلك الوقت، ولم تتسامح معه السلطات البريطانية فحسب، ولكن ربما ساندته بنشاط، مثلما رأينا في مشاركة «المجاهدين» البريطانيين في حربي البوسنة وكوسوفو.

هل فكرة «عهد الأمن» بين المتأسلمين المتطرفين في بريطانيا وإدارات الأمن، الذي هو سمة أساسية للندنستان هي السبب في تلك العلاقة المريبة والغريبة؟
يصف «كريسبن بلاك»، وهو محلل سابقاً لمعلومات المخابرات في رئاسة مجلس الوزراء، هذا العهد باعتباره عادة بريطانية قديمة العهد في توفير الملجأ والرفاهية للمتطرفين المتأسلمين، على أساس افتراضي بأننا إذا وفرنا لهم الملاذ الآمن هنا، فإنهم لن يهاجمونا على هذه الشطآن، ويضيف ضابط آخر في الفرع الخاص أنه «كانت هناك صفقة مع من يسميهم (شذاذ الآفاق) هؤلاء، فقد أخبرناهم أنكم إن لم تسببوا لنا أي مشكلات، فإننا لن نضايقكم».

ولا يمكن تفسير العهد المذكور إلا باعتباره أمراً غير عادي على الإطلاق، يعادل إعطاء ضوء أخضر من «هوايتهول» لجماعات لكي تضطلع بأنشطة إرهابية في الخارج. والمقطوع به أن اعترافات تشكيلة من الشخصيات المتأسلمة التي يذكرها «كورتيس» تدلل على ذلك، ومن بينها:

أبو حمزة، الإمام السابق لمسجد فنسبري بارك. ففي محاكمته في «أولدبيلي»، قال إنه يعتقد أن صفقة كانت سارية بمقتضاها يتم التسامح مع أنشطته ما دام أنها تستهدف بلاداً أجنبية فحسب. وذكر كيف طمأنه جناح المخابرات في «سكوتلنديارد»، الفرع الخاص، بأنه «ليس لديك أي شيء تقلق منه، ما دمنا لم نر دماً في الشوارع».

** خالد الفواز، رئيس مكتب بن لادن في لندن في منتصف التسعينات، كان قد أخبر ريشار لايفيه، الصحفى السويسري في أبريل (نيسان) 1998، بأن لندن هي المقر الرئيسي لرابطتنا… فالسلطات متسامحة، ما دام لا يتدخل المرء في مسائل السياسية الداخلية.

** في أغسطس (آب) من عام 1998، وصف عمر بكرى محمد، الذي كان قد أقام منظمة «المهاجرون» المتشددة كيف «أنني أعمل هنا بمقتضى عهد للسلام أبرمته مع الحكومة البريطانية عندما حصلت على حق اللجوء السياسي».

لاحقاً، وبعد ذلك بنحو 8 أشهر، أضاف بكرى في حوار آخر: «إن الحكومة البريطانية تعرف من نحن، لقد استجوبنا جهاز المخابرات الداخلية مرات كثيرة، وأعتقد أن لدينا الآن شيئاً يسمى الحصانة العامة». يعن للمتابع لقضية «عهد الأمن» هذا أن يتساءل: ماذا كانت سياسات بريطانيا بعد أحداث الحادي عشر من سبتمبر (أيلول) 2001 في واشنطن ونيويورك؟

ومن الواضح تاريخياً أن العهد تعرض للضغط والاهتزاز، عندما شرعت حكومة تونى بلير في إصدار تشريع أكثر حزماً لمحاربة الإرهاب. وفي أكتوبر (تشرين الأول) 2001، أصدر المهاجرون بياناً ذكر صراحة العهد والأخطار التي يواجهها، بيان بمثابة تهديد لبريطانيا جاء فيه: «في الوقت الحالي، فإن المسلمين في المملكة المتحدة ملتزمون بعهد أمن يمنعهم من العدوان على حياة أي شخص يعيش هنا أو ثروته (…) بيد أن نظام بلير يجلس على صندوق مليء بالديناميت، وعليه أن يلوم نفسه فقط إذا ما انفجر في وجهه بعد مهاجمته للحركات الإسلامية والعلماء المسلمين».

لم يمت «عهد الأمن» في كل الأحوال بعد 11 سبتمبر 2001، وربما كانت الحرب على أفغانستان، ثم احتلال العراق بشراكة أميركية بريطانية بين جورج بوش الابن وتوني بلير، قد أحيت هذا العهد، غير أن سنوات الربيع العربي التي تسببت في نزوح مئات الآلاف من اللاجئين غيرت الشكل الديموغرافي للحضور العربي والإسلامي في أوروبا عموماً. ورغم أن نصيب بريطانيا من اللاجئين ضئيل، فإن هناك وبصورة مؤكدة كثير من الخلايا الإرهابية التي تسللت من الخارج من جهة، فيما الأخطر هو نشوء وارتقاء جماعات جديدة في الداخل البريطاني ولدت من رحم سكان لندنستان التسعينات والعقد الأول من القرن الحادي والعشرين.

على أن علامة الاستفهام الأخيرة والمثيرة: لماذا صبرت بريطانيا على إرهابييها بعد أن خرقوا عهد الأمن من يوليو 2005، وصولاً إلى مايو (أيار) 2017 وحادث مانشستر، أي طوال اثني عشر عاماً؟ ثم هل حان الوقت الآن لفسخ هذا التعاقد؟ أم أن لدى بريطانيا ما تخشى من إماطة اللثام عنه، لا سيما استخدام هؤلاء حول العالم كبيادق على رقعة شطرنج لتحقيق أهدافها السياسية والاقتصادية والعسكرية.

هل من خلاصة قبل الانصراف؟

مما لا شك فيه أن سياسات بريطانية كانت ولا تزال قاصرة، فقد انتهجت سياسة التلاعب بالمتطرفين، مما زاد الإرهاب داخل بريطانيا وخارجها، بل إن سياساتها قوضت النظم القومية والعلمانية في الشرق الأوسط، وأسهمت في صعود الإسلاميين المتطرفين.ستر الأخير يدق جرس الخطر النهائي لبريطانيا ولعهودها مع الراديكاليين الذين لا عهود لهم… فانظر ماذا ترى؟
