More broadly, return-to-office mandates across the country need to show more justifiable reasons for bringing workers together, says Gardner — especially when the employees themselves push back.

"Maybe someone has social anxiety and doesn't perform well in an office setting, or they're recovering from a trauma or are unable to commute to the workplace, " she says. "Bosses need to take the time to consider why employees aren't excited about returning to work, and get to the root of that."

The Nigeria Defence Headquarters (DHQ) has confirmed receiving requests from unnamed persons to overthrow President Bola Tinubu’s administration amid the ongoing political standoff in Niger Republic where the military recently removed the country’s democratically elected president, Mohamed Bazoum.

The DHQ suggests that proponents of the coup d’état are basing the calls on alleged poor welfare within the Armed Forces.

The Director of Defence Information, Brigadier General Tukur Gusau, confirmed this in a statement released via the DHQ’s official Twitter account @DefenceInfoNG.

The military frowned on the call for military intervention in the nation’s democracy, labelling such as ‘unpatriotic’ and ‘wicked’, and an attempt to divert the focus of the Armed Forces from their constitutional duties.

While acknowledging the significance of ensuring the welfare of its personnel, the leadership of the DHQ said it remains resolute in safeguarding the principles of democracy in Nigeria.

On July 26, 2023, a group of soldiers led by General Abdourahamane Tchiani overthrew the government of President Mohamed Bazoum in a military coup.

Tchiani subsequently declared himself the head of the National Council for the Safeguard of the Homeland, while placing his former boss and country’s democratically elected president under house arrest.

Gen Tchiani has so far refused to compromise with any of the suggestions made to him, including appeals by the Tinubu-led ECOWAS to restore democratic rule in the country.

He has kept most international envoys at bay but met with Nigeria’s former central bank governor and former Emir of Kano, Muhammadu Sanusi, on Wednesday, among others.

NEW YORK/WASHINGTON, Aug 9 (Reuters) - President Joe Biden on Wednesday signed an executive order that will narrowly prohibit certain U.S. investments in sensitive technology in China and require government notification of funding in other tech sectors, senior administration officials said.

The long-awaited order authorizes the U.S. Treasury secretary to regulate certain U.S. investments in Chinese entities in three sectors: semiconductors and microelectronics, quantum information technologies, and certain artificial intelligence systems, the officials said.

The move could fuel tensions between the world's two largest economies, although U.S. officials insisted the prohibitions were intended to address "the most acute" national security risks and not to separate the two countries' highly interdependent economies.

"We're pursuing a policy of de-risking with respect to the PRC by taking targeted national security actions, not decoupling our economies," one official said.

The order is aimed at preventing American capital and expertise from helping develop technologies that could support China’s military modernization and undermine U.S. national security. It is focused on private equity, venture capital, joint venture and greenfield investments.

Most investments captured by the order will require the government be notified about them, sources have said. Some transactions will be prohibited. Details were not immediately available.

Biden administration officials have stressed for months any restrictions on U.S. investment in China will be narrowly targeted.

The regulations will only affect future investments, not existing ones, an administration official told Reuters.

It is expected to be implemented next year, a person briefed on the order said, after multiple rounds of public comment, including an initial 45-day comment period.

Regulators plan to issue an advanced notice of proposed rulemaking to further define the scope of the program and a comment period to solicit public feedback before making a formal proposal, officials said.

It is unlikely to cover passive or securities investments, the first person said.

Sources previously told Reuters investments in semiconductors that will be restricted are expected to track export control rules for China issued by the U.S. Department of Commerce in October.

Emily Benson of the Center for Strategic and International Studies (CSIS), a bipartisan policy research organization, said she expects investments in artificial intelligence to be prohibited to military users and uses, and that other investments in the sector will only require notification to the government.

Benson said the burden will fall on the administration to determine what AI falls into the military category.

"They will have to draw a line of what constitutes a military application of AI, and to define AI," said Benson, director of CSIS's project on trade and technology.

The regulations concerning AI are still in development, the person briefed on the order said. The person said the same was also true for quantum computing but that it was expected to prohibit certain sensors and other things related to the technology.

The person added that there could be potential exemptions related to universities and research.

AT3 Resources, a consulting firm managing Meta in Nigeria, said Zuckerberg made the announcement on his Facebook page on Tuesday.

It said that the latest update offered users the ability to share their screens in real-time during conversations.

According to Meta, by clicking on the designated ‘Share’ icon, users can choose between sharing a specific application or their entire screen.

It said that this function opened up variety of possibilities, from collaborating on work documents to browsing through photos with family, planning trips, shopping online with friends, or providing technical assistance to grandparents.

It said that the screen sharing adds a dynamic dimension to calls which enables users to provide a live view of their screen content during conversations.

The News Agency of Nigeria (NAN) reports that the platform, initially, introduced video calling for its users in November 2016.

Since then, the platform has consistently added features to enhance the user experience and meet evolving communication needs.

Bosun Tijani and lessons from ministerial screening

I took time to watch the 47-minute video of the screening of one of the young ministerial nominees, Dr Bosun Tijani, when he appeared before the Senate. Little did Tijani know that something beyond his intimidating resume would between him and his confirmation on such an all-important day of his life.

No doubt, whoever listened to him when he was reeling out his 46 years sojourn would agree that “this is a brilliant young Nigerian,” an orphan, who gained international prominence beyond limits without any godfather.

Bosun, an economics graduate of the University of Jos, holds a master’s degree in information system and management from Warwick Business School and a doctorate degree in innovation and economic development from the University of Leicester in the United Kingdom.

The ministerial nominee affirmed that he had spent the last 15 years of his life in nation-building considering his contribution to the Nigerian digital economy as well as giving hope to the youths in terms of getting them engaged in productive activities.

In about seven minutes, Bosun was done with his beautiful presentation which paved the way for questions from the senators. There was little or no query on the resume during the screening since the senators agreed that the young man had something to offer Nigeria.

I can vividly recall how lecturers used to resonate in my undergraduate days that we were going to be awarded university degrees for being found good enough in character and learning. In the case of the Itoko-Abeokuta indigene of Ogun State, his character was the bone of contention.

It is instructive to note that Bosun was not found fighting on the streets; nor alleged to have been involved in any fraudulent acts. However, there is another life which will stand against every individual in this age and time. That is the social media life and the Internet personality that you present.

As a communications expert, I have discovered that one major quality of a communicator is the ability to listen. The amount of words you speak or write, if care is not taken, is capable of revealing your weakness than your strength. This is the reason the Bible clearly advised that we should be slow to speak but quick to hear; hence, the need to be mindful of what we speak or write. Wisdom even behooves that you should avoid passing comments in moments of anger or extreme happiness.

Many people do not believe that our words can hunt us tomorrow because life itself is like a swing that can move in any direction. If the stage you are standing on today is so pleasing that you decide to play to the gallery, you will definitely account for your acts when the stage goes in the opposite direction tomorrow.

One of Bosun’s past tweets raised questions about his nationality. It is really not funny that the Nigeria you once condemned in your social media message has suddenly become the nation you are ready to serve. It then suddenly became an uphill task for the ministerial nominee to tell the public the nationality he was representing.

Another tweet which came up was on his past disrespect for Nigerian senators when he called them ‘morons’ in one of his old tweets. I wonder what would be going on in Bosun’s heart when he was asked if he still holds the belief that Nigerian senators are morons. Unfortunately, he was right there standing before them and they have the power to decide to confirm him or not.

It is common here in Nigeria to see people throw caution to the wind in their so-called anger and frustration. Regardless of the number of nationalities one may have, Nigeria should remain atop our heart. The great nations we run to for safety and economic empowerment were built by some past generations who gave it their all so that the future can be better.

In the United States, their prayerful slogan, irrespective of religion, is “God bless America.” In the United Kingdom, it is customary to say, “God bless the king.” The king is human. He has his weakness but the citizens and residents over there have been so wired to call God’s blessing on the person sitting on the throne.

Who says our nation cannot be greater than the ones we envy today? Nigeria has prospects. Nigeria has the potential. Nigeria has the people. We all need to come to terms to build our nation. Our opinions may be different but our criticism can be constructive. Our perceptions may be different but our proffered solutions can be towards the same direction of nation-building.

We can put our differences aside and focus on our nation, our fatherland-Nigeria. Anger from the old or young won’t build our nation. It would rather tear it down. Let’s address issues and not abuse national institutions or personalities. Our mature presentation will earn us applause and not shame but using uncouth words against people or institutions may have severe consequences, which we may beg to apologise for later and there may be no chance for such.

I am confident that Tijani will forever live with the lessons of his ministerial screening. It is not only social media that does not forget whatever is said or written. Both our verbal and non-verbal cues can become reference points in the future.

You may be the next Bosun who would be called to join hands with the ruling class to bring your knowledge to the table in the next few years. And there may be a window of opportunity for you anywhere, in any capacity. In the magnanimity of the Nigerian Senate, the nominee was given room to apologise, take a bow and go. It may be the other way round for you. Let’s tread softly.

El-Rufai, Two Other Ministerial Nominees May be Re-Screened – Senate

The Senate may re-invite three ministerial nominees who were not confirmed by the chamber on Monday, pending security clearance.

POLITICS NIGERIA reports that the nominees are former Kaduna State Governor Nasir El-Rufai, Senator Abubakar Danladi from Taraba State, and former Nexim Bank Managing Director Stella Okotete.

Senate Spokesperson Yemi Adaramodu said on Tuesday that the chamber would re-invite the nominees if it is satisfied with their security clearance.

On 4th August, 2023, Rev JohnCross Audu, the immediate younger brother of Fr Jeremiah was Ordained a Catholic Priest.

This makes it the first time two Igala brothers of same father and mother are ordained as Catholic priests.

Another Intresting angle to this Great Story is that their father, Jonah Akowe Audu(of Blessed Memory) was an elder in UEC (Qua Iboe) Church.

They hail from ÌGẸ́CHẸBÀ in Idah Local Government. Their Home Parish is St Francis Xavier Catholic Church, Igalọgba, in Ọ̀MẸ̀PÀ Royal lands.

At a public inquiry on the regulation, which was a draft then, operators had pleaded with the NCC to reduce the age limit to 15 years to allow minors to acquire SIMs.

Specifically, Smile Communications in its submissions to the regulation said that while it understood the need to set an age limit in respect of procuring communications services, Section 59(3) of the Labour Act approves the eligibility of young persons under the age of 14 years to engage in a contractual relationship.

Smile urged the Commission to consider the provisions of the Labour Act and adopt the same in eligibility for SIM ownership.

The operator recommended that the age limit for procuring communications services should be expanded to permit ages 15 and above.

On its part, MTN also urged the Commission to revise the age limit. MTN asked the commission to make the age limit 14 years and above.

The NCC, however, insisted on 18 years and above for anyone who wants to own and register a SIM in Nigeria.

The name of the immediate past governor of Kaduna State, Nasir el-Rufai was on Monday missing from the list of the ministerial nominees confirmed by the Senate. Also missing on the list was the name of Senator Abubakar Danlandi from Taraba State and former Nexim Bank, MD, Stella Oketette (Delta State). The Senate after the screening exercise which took place about them a week approved and confirmed a total of 45 out of the 48 nominees sent by President Bola Tinubu. The PUNCH reports that a couple of petitions including those sent by Senator Sunday Karimi (APC, Kogi West) were presented against the former governor during the screening.

The lawmaker representing Kogi West, during the ministerial screening, moved against the former Kaduna State governor.

Karimi, after El-Rufai’s presentations, stood up and told the chamber that he had a petition written against the former governor over the issue of insecurity in Southern Kaduna.

He said, “Your performance in any office you find yourself in the country has been outstanding. In the bureau of public enterprises, your record is there, in FCT as a minister, your record is there, and as two-time governor of Kaduna state, you did well.”

Raising a brown envelope, Karimi further stated, “But, I have a very strong petition against you that borders on security, unity, and cohesiveness of the Nigerian nation.

“And I think that the petition has to be considered in this screening exercise.”

Karimi then proceeded to lay the petition before Jibrin Barau, the deputy senate president, who was presiding over the screening exercise at the time.

Barau in response said, “I don’t know if you followed the normal process, but this is the opportunity for nominees to explain and showcase themselves, later we will come to confirmation and approval.”

Other senators commended el-Rufai, noting that the former governor is competent enough to be a minister.

Also, the lawmaker representing Kaduna North, Ibrahim Kalid, said he and his two colleagues from the state, as well as all the residents, are in support of el-Rufai’s nomination as minister.

Meanwhile, after making his presentation, the Senate President at the plenary refused to take the petition, leveled against the former governor and said a number of petitions were submitted against a number of the ministerial nominees.

The general manager, Courier and Logistics Regulatory Department (CLRD) of the NIPOST, Mr. Dotun Shonde, said the main goal of the exercise was to sanitise the sector, which he said was infiltrated by unlicensed and illegal operators nationwide.

“There abound the issue of public safety and security threat due to carriage of illicit drugs and prohibited items like small arms and ammunition, guns, gold, monies and obscene items.

“There exist unethical sharp practices, such as price undercutting, pilfering, broaching, damages, loss and dumping of customers items, poaching and subletting of operating licenses with mountain of public complaints about customer’s being duped or obtaining money from them under false pretenses, no traceable office address nor registered brand name.

“Overloading and carriage of items above the stipulated 50kg, which has created and increased public disdain towards this noble profession, is worrisome,” he said.

Mr Shonde said that in Katsina alone, more than 200 illegal operators were identified.

He said most of them were served with demand notice, but they failed to comply, adding that NIPOST would not rest on its oars until there is sanity in the sector.

He called on those with genuine business intention to follow the due process and get registered with NIPOST or face the wrath of the law.

Daily Trust on Sunday observed that while some of the suspected unlicensed and illegal operators had their offices sealed, others had their courier/dispatch/delivery motorcycles impounded until they complied with the extant laws and laid down procedure for registration in Nigeria.

The Nigerian Association of Resident Doctors on Saturday said it will embark on peaceful protests from Wednesday, August 9, 2023, if the Federal Government does not meet its demands.

NARD also said it will be picketing the Federal Ministry of Health, the Office of the Head of Civil Service of the Federation, and the federal and state tertiary health institutions in the country.

The association made this known in a circular titled, ‘Notice of nationwide mass protests and picketing by NARD,’ and addressed to the Permanent Secretary of the Federal Ministry of Health, Olufunso Adebiyi.

The circular was signed by the President of the association, Dr. Emeka Orji, and the Secretary General of the association, Dr Kelechi Chikezie.

NARD embarked on an indefinite strike on July 26, 2023, following the expiration of a two-week ultimatum it issued to the government to meet its demands.

The doctors are demanding the implementation of the one-for-one replacement policy for healthcare workers; the Medical and Dental Council of Nigeria to discontinue the downgrading of the membership certificate issued by the West African Postgraduate Medical and Surgical Colleges; the immediate payment of all salary arrears; the implementation of the Consolidated Medical Salary Structure; a new hazard allowance; and the domestication of the Medical Residency Training Act; among others.

Meanwhile, the FG had in a circular dated August 1, 2023, directed the Chief Medical Directors and Medical Directors in the Federal Tertiary Hospitals to implement the ‘no work, no pay’ policy on the striking members of NARD.

Pressure on the leaders of a coup in Niger mounted Saturday on the eve of a West African bloc’s deadline for the military to relinquish control or face possible armed intervention.

Former colonial power France, with which the junta broke military ties shortly after taking power, said it would “firmly” back whatever course of action the ECOWAS bloc took after the expiration of the Sunday deadline.

Military chiefs from the grouping said they had agreed on a plan for a possible intervention to respond to the crisis, the latest of several coups to hit Africa’s Sahel region since 2020.

“All the elements that will go into any eventual intervention have been worked out,” ECOWAS commissioner Abdel-Fatau Musah said after the talks finished.
