much to all who voted for me and supported my campaign for a better Region!

I appreciate you standing up for Pelham and for wanting to improve Niagara together.
Congratulations and best wishes to the new Regional Councillor-elect. Congratulations, as well, to the new Mayor-elect and Town-Councillors-elect.

When my family and I decided this summer that I would not run again as Mayor, we knew that the time would come for me to pass the gavel to a new Mayor. I am happy to offer any assistance I can provide between now and the start of the new term (on December 1) to help with a smooth transition to the new Town Council term and the new Regional Council term.

It has been my honour and pleasure to work together with the Councillors, Town staff, and the community and to serve as your Mayor over the last 12 years. Together we have achieved great things and helped our community grow and become stronger.

Working together we revitalized our Downtowns, rebuilt our playgrounds, expanded our library, rebuilt our pool, built two new Fire Halls, fixed up our roads, added +20 kms sidewalks and trails, and invested in infrastructure that helps residents and businesses prosper. This Fall officially opened Pelham’s new Community Centre – on time and under budget. The Centre is the place for people of all ages to gather, celebrate, and make “memories that matter.”

I’ve also served on Regional Council – standing up for Pelham to renew Regional roads and bridges, fix our long term care home, construct a new dog park, and to keep taxes low by chairing the Region’s $1 billion budget, and to promote incentives for industrial and business growth.
I stood up at the Region against the wasting of tax dollars with cost overruns and Councillor expenses, against the rigged hiring of the CAO, and I’ve worked for reform of the NPCA.

I ran to bring back integrity to the Region and the NPCA, to move Niagara’s economy forward, and to create a more compassionate society. I continue to believe in the promise of Niagara and I hope to continue to play a role in achieving this future together.

Thanks, again, for your support and encouragement!

Proven Leadership & Experience for A Better Region

Now more than ever, our Region needs proven leaders.

We are at a critical turning point in Niagara. We have the opportunity to reset our Regional Council and restore the reputation of the Niagara Peninsula that has been tarnished by scandals and controversies at the Region and NPCA. In order to do this, we require proven leaders, with a plan and clear vision for bringing about positive change.

As both Mayor and Regional Councillor for the last 12 years, I have demonstrated how I have stood up for Pelham and helped lead positive change in our community and across the Region. I chaired the Region’s $1 billion budget for four years (2011-2014) – approving increases 20% less than inflation and 4% lower than this current term of Council. I worked to improve Regional infrastructure and parks in Pelham – including servicing and reconstruction of Rice Road, the Regional Road 20 expansion, the replacement of O’Reilly’s Bridge, and the construction of the Centre Street Dog Park. I championed protection of the Fonthill Kame and led the Town's and Region's efforts for the removal of the contaminated “Fenwick Berm.” I also worked against the efforts by the NPCA to destroy age-old wetlands and I voted against all urban boundary expansion proposals.

Serving on all four “standing committees” and many other subcommittees, I also developed a complete understanding of our Regional government system and structure – knowledge and experience that will be crucial, particularly with a new Mayor and new Regional Councillors.
To lay the foundation for an effective and stable regional government moving forward, representatives with demonstrated leadership and Council experience will be a huge asset. I will help provide guidance, share knowledge and ultimately, allow our Regional Government to help make Niagara as successful as possible.

Pelham is positioned to lead by example at the Region. We are a growing community that has succeeded in attracting investment, developing plans for smart growth within our urban boundaries, protecting our environmental features, supporting our senior populations and investing in quality-of-life benefits in a sustainable way.

Working together, we have brought about positive change that is responsible, sustainable and reflective of our population.

If elected to serve Pelham as Regional Councillor, I will bring my proven experience leading positive change in Pelham to the Region. I would be honoured to offer leadership and knowledge to a new Regional Council so that we may truly bring integrity back to the Region and build a more prosperous and compassionate Niagara.

I see an exciting future for Pelham and I believe in the promise of Niagara! With your support today, we can continue to build that exciting future and fulfill that promise for the entire Niagara Peninsula.

<link rel='alternate' type='text/html' href='https://pelhammayordave.blogspot.com/2018/10/proven-leadership-experience-for-better.html' title='Proven Leadership & target="_blank">Association of Municipalities of Ontario (AMO) Conference in Ottawa. The annual three-day conference offered a range of learning sessions and networking opportunities for the more than 1,500 delegates.

While at AMO, your Pelham representatives also met with various Ministries to directly advanced your interests with the Provincial Government.

We met with Hon. Jeff Yurek, MPP, Minister of Natural Resources & Forestry (MNRF), and Toby Barrett, MPP, Parliamentary Assistant, about maintaining and increasing the protection of the Fonthill Kame. Over the last 10 years, we effectively used AMO and “Niagara Week” meetings to urge the Province to enhance the Area of Natural & Scientific Interest (ANSI) protections of the Kame. For the last few years we thanked the Provincial Government for finalizing those protections in late-2013. Now, we asked to work together with MRN Staff to add more of the Fonthill Kame to the protections offered by the Niagara Escarpment Plan.

We are delighted that Minister Yurek indicated that the Government would not be changing the ANSI protections! We look forward to working together on further safeguards.

We also met with Hon. Steve Clark, MPP, Minister of Municipal Affairs & Housing, about Provincial funding. We encouraged the government to fund municipal projects that help create wealth and prosperity for a community; we spoke not only about projects like downtown revitalizations but also community and cultural facilities like community centres and libraries. We also discouraged the government from investing in projects that create more sprawl – like urban boundary expansions or “smart centers” disconnected from community. Ministry Staff indicated that they could work with the Town on these issues.

The Minister also informed us about his planned review of Regional governments following this Fall’s municipal elections; we indicated that Niagara would definitely want to participate. This was consistent with his message earlier in the conference when he shared his focus in working with local governments: cut red tape, increase the housing supply, reduce unnecessary reporting, strengthen regional governments, and find efficiencies.

We also listened to the three party leaders. Premier Ford acknowledged that Cities and Towns are “closest to the people” and stated that the Government had no plans for Toronto-type election reform on other cities “in the near future.” The Premier ended his speech talking about his Government by stating: “A new day has dawned in Ontario.”

Obviously AMO also many includes educational sessions and panel discussions.

Because of Pelham Council’s ongoing work, I especially appreciated the panel about “campus-style” approaches for Long-Term Care and retirement homes. We can use some of these suggestions to further enhance Pelham’s plans for a new medical centre, new seniors affordable housing, new senior’s apartments, a retirement residence, and a long-term care facility in Fonthill. Scheduled to start over the next year, these new housing and service developments are planned around the new Community Centre, Wellspring Niagara’s new Regional Cancer Support Centre, and the new stores and restaurants.

I also attended an information session about “Cannabis and Communities” – where the Provincial representatives shared that one of the “first orders of business” for a Council will be to decide whether to “opt-out” of allowing recreational cannabis retail outlets in their City or Town.

Finally, I was pleased to attend a session by representatives of Petrolia, Sioux Lookout, and East Gwillimbury about ways in which they worked with neighbouring communities to combine services to residents and businesses or find efficiencies in those services. I am committed to helping these types of discussions among the cities and towns across the Niagara Peninsula.

Not only did the AMO Conference encourage your Pelham delegates to use “best practices” and reach higher goals, we also used it as a tremendous opportunity to advance your interests with Provincial Ministries and build relationships with other municipal leaders.

You may contact Mayor Dave at mayordave@pelham.ca and find documents and past columns at www.pelhammayordave.blogspot.ca.

Broad-Based Consultation for B&Bs and Vacation Properties

An overflow crowd assembled at last week’s Town Council meeting, because of concern raised in the community over “short-term rental properties.”

You see, some home-owners in the Lookout Point neighbourhood – between Haist and Lookout Streets and north of Regional Road 20 – have complained to their Ward Councillors and Town Staff about a couple of other property owners who rent-out their homes or rooms via AirBnB. These residents are concerned with increased traffic, more street parking, their own property values, noise, and of not knowing who might be renting their neighbour’s home. These residents feel like their enjoyment of their homes and properties have been impacted by the decisions of others. And, while these issues are being felt in communities across the country and around the world, these residents turned to the Town for help.

The Ward Councillors raised the matter at a June Committee meeting and Council directed Staff to work with residents to find out more and to propose a possible course of action. Staff held four meetings with residents to find out more about their concerns and to consider possible solutions.

While the Town’s Official Plan allows Bed & Breakfast facilities, the Zoning Bylaw makes no reference to B&Bs or vacation properties. Since this type of designation does not currently exist under zoning, the group suggested that the Town work toward defining these type of short-term rentals.

The key is that once the Town defines the type of use, it can regulate the use – for location, parking requirements, safety, noise, and other elements. The group also suggested that the Town learn from other communities facing these same issues.

Town Staff informed the resident group that Staff would present a report recommending a community consultation toward this approach to Council at our August 13 meeting.

A week before that report become public, a resident in that neighbourhood started an on-line petition. Someone also wrote an anonymous opinion piece that threatened that Council “intends to permit this use in every home within the town—every home, on every street, in every neighbourhood” and that Council saw this as a “new revenue stream.” These inaccurate missives suggested that people flood the Council Chamber and demand a total ban of short-term vacations rentals across the Town (which would not be legal) and also that the matter be deferred until after the election this Fall.

This anonymous “call to arms” caused panic across the Town and helped fill the Council Chamber last Monday.

Obviously, nothing could be further from the truth on what the Town had planned. In fact, Staff recommended a more broad-based community consultation begin so that the use might be defined to match the desires of our community.

During the meeting, the Town’s director of planning corrected the record and addressed the many inaccuracies and false statements that were published in an August 8, 2018, opinion column in a local newspaper and on the Change.org website. This correct information helped quell the panic of residents.

Councillors discussed the Staff report and the statement and directed that the Town undertake fulsome, broad based discussions with the community regarding this issue. Please look forward to these discussions this Fall. We will want to know where bed and breakfast establishments and vacation rentals should or should not be permitted; and if they are to be permitted, what should be the conditions? Only following that community discussion will there be a further report to Council with options on whether or not to amend the zoning bylaw and/or to introduce licensing of these uses; that will take a few months to do, depending on the feedback.

Council and I look forward to rational and constructive discussions of this issue and to a community-based solution. We also recognize the importance of the issue, since it is currently affecting folks across the Town.

Please check out the planning director’s statement, the Staff report, other documents and a video of our Council meeting at the Town’s website: www.pelham.ca.

We look forward to working together with you and your neighbours to address short-term rental properties.

You may contact Mayor Dave at mayordave@pelham.ca or read past columns at www.pelhammayordave.blogspot.ca.

Answering Pool, Haist Arena, and Double-Pad Questions

Since some people asked me recently about certain elements of the Meridian Community Centre, and the former Haist Street Arena, I thought I would also answer their questions here.

Business Case:
As you know, recreational and cultural services in Pelham was at a log-jam for decades. Numerous consultant reports outlined great desires and drew nice designs of community centres. However, none evaluated the operating costs nor tested the business case. It was like those former reports offered a shiny new sports car but failed to account for operating costs and whether the community could afford to drive it.

To help break the impasse, the Town hired Leisureplan International to develop a market analysis and business case study.

Indoor Pool:
Despite the desire – which still continues today – LeisurePlan recommended against including an indoor pool. They stated that demand for an indoor pool was only at 50% of that required to financially support it. This lack of sustaining demand makes sense because there are three indoor pools 5, 10 and 15 minutes from the Meridian Community Centre – at the Niagara Centre YMCA, Welland Wellness Centre, and Brock University.

LeisurePlan reported “To be financially viable, a significant annual operating subsidy would be required from the Municipality in the order of $1,000,000 per year.” This is in line with other municipal pools; the Kiwanis Aquatic Centre in in St. Catharines, for example, costs $1.6 million net per year (expenses $2.36 million; revenues $734K).

An extra $1 million for an indoor pool would mean about a 9% increase in property taxes for the average residential property, plus another 3% for financing the construction costs. Obviously, Council did not include a pool in the Centre.

Double Arena:
There are still some questioning the need for a double arena.

While LeisurePlan initially estimated that a second arena wouldn’t be financially sustainable until 2023, arena users questioned the completeness of that data and the Architectural Design Advisory Committee struggled with the feasibility of a phased design. LeisurePlan considered the missing information and concluded in June 2015 that “a second ice pad would be utilized 69%-77% during prime time” and recommended providing a second ice pad by 2018. In July 2015, Council agreed with that recommendation and directed that the design include two arenas.

It’s a good thing we did because we will exceed those demand projections for the second ice pad. The Town signed binding five-year usage agreements with local minor hockey and figure skating associations to use 100% of the Accipiter Arena and more than 90% of the Duliban Insurance Arena during prime time. (And the ice is currently being used in the Duliban; Staff plan to get the ice in the Accipiter once Lacrosse season ends this month.)

Twinning Haist Arena:
As the Town is currently decommissioning it, some folks have asked by whether the former Arena on Haist Street was ever built to be twinned.

We know that this Arena did not meet the Building Code when it was constructed; that’s why the brick cracked and the Town had to spend $120,000 to reinforce the arena walls a few years ago. And, we know that the Town scrimped on the construction in the 1970s – shrinking both the ice surface and changeroom size. Yet, this rumour prevails…

So, about four years ago, I asked a building official to examine the original plans for the Haist Street Arena to see if they gave any hints on the potential for twinning. The plans showed no indication of twinning – like you might do with hatching or marking an area “for future expansion.” Further, and more telling, had the structure been twinned, the fire / emergency exits on the East or West sides of the building would have exited right into a second rink.

Reflecting on these questions, I find solace in a quote from Winston Churchill: “The truth is incontrovertible. Malice may attack it, ignorance may deride it, but in the end, there it is.”

I am pleased that we have constructed Pelham’s new Meridian Community Centre based on a solid business case analysis and that it will serve as our community’s gathering place and recreational space for people of all ages and abilities for decades to come.

You may contact Mayor Dave at mayordave@pelham.ca or read past columns at www.pelhammayordave.blogspot.ca.

Cancelling the Chair Election

Ken Seiling was re-elected in Waterloo Region, 2014.
Waterloo Region has elected the Regional Chair-at-large since 1997.

In light of the Ontario Government’s unexpected and anti-democratic announcement a week-and-a-half ago to cancel the Niagara Chair election this Fall, I filed my nomination in Pelham to become a Regional Councillor. I hope to win a seat on Council and to work together with other Councillors, residents and businesses across the peninsula to fix the Region’s integrity crisis and to create a better Niagara.

2016 Legislation:
In the Fall of 2016, the Province introduced legislation that included mandating the election of all Ontario’s Regional Chairs by the public-at-large, starting in 2018. While this push toward a more accountable and democratic election alarmed a few folks in Niagara, those watching the Municipal sector weren’t surprised.

At the time, Niagara stood as the only hold-out Region that still wanted to appoint the Chair from among members of Council. All other areas either already elected their Chair of Regional Council at large, or were working toward doing so.

Waterloo Region began electing their Chair 21 years ago. Halton Region has elected a Regional Chair since 2000. Durham Region first elected their Regional Chair in 2014.

A bill to elect the York Regional Chair-at-large was before the Ontario Legislature in 2016. And, in 2013, Peel Regional Council directed staff to report after the 2014 election on options to directly elect their Chair for the 2018 municipal election.

History:
When they first created Regional Governments in the 1970s, the Province also appointed the first Regional Chairs. After our first Chair (John Campbell) retired in 1985, Council appointed one of its own as Chair from Council (Wilber Dick).

This appointment process meant that the new Chair had to give up his or her seat and was appointed for the entire four-year term of Council.

In 1991 and again in 2013, Council reaffirmed this process of appointing from Council. And, since the Municipal Act states that if a Mayor were appointed as Chair he or she would have to give up his or her position on the City or Town Council, for practical purposes only elected Regional Councillors (not Mayors) put their names forward for Chair.

An Opportunity for Niagara:
With the direct election of Chair-at-large, candidates for the Chair’s position were putting together a vision that would appeal to all of Niagara. These visions were similar to the visions that Mayoral candidates present to the public – but they were for all in the peninsula.

Directly electing the Regional Chair would have helped pull the views and hopes of our Region’s citizen’s together and could have become an important and unifying force for moving Niagara forward.

I believed that it would have also helped us to work together to become more open, transparent, accountable, and democratic in Niagara.

Recent Announcement:
Sadly, the new Provincial government recently announced that they would be stripping that democratic right away from millions of voters in Niagara, Muskoka, Peel and York.

It doesn’t make sense that a Government that claims to be “for the People” removes your and other people’s right to vote and decide on our future together. And to erroneously claim that directly electing the Niagara Chair added an “additional level of government [that] competes with local municipalities” is misleading and insulting.

I had put my name forward to run for Regional Chair because hundreds of people across Niagara asked me to bring integrity back to the Region and lead the peninsula forward. To those who see the major problems our Region’s facing and the opportunities we are missing, the Government’s cancellation changes nothing. My commitment to restoring integrity to our Regional Government and bringing prosperity and compassion to people is unwavering and I will continue to work for a better Region.

You may contact Mayor Dave at mayordave@pelham.ca or read past columns at www.pelhammayordave.blogspot.ca.

Public Money Paying for Self-Promotion?

Do you think that your property taxes should pay for self-promotion by elected Councillors?

This was the issue at our last Regional Council meeting when I brought forward a motion to end the practice of some Councillors using public funds to send self-promotional flyers to residents.

You see, this year Councillors Annunziata (Fort Erie), Barrick (Port Colborne), and Quirk (Grimsby) used Regional staff resources to prepare self-promoting flyers and public tax dollars to mail them to residents in their Towns/City. Councillor Quirk mailed something in January and again in May, when the others followed his lead.

These flyers told a story they wanted to tell about their work on the Regional Council. The flyers included their pictures and spoke to only their efforts. To many, the flyers read like re-election material.

In the case of Councillor Barrick’s flyer, it drew the ire of Port Colborne City Council because he tried to contrast the tax increases and water rates between the Region and that City. Many pointed that out as a false comparison because both have different roles and responsibilities. For instance, since the Region sells wholesale water to Niagara’s cities and towns, the City’s water rates also include the increases from the Region. Further, the Region makes up approximately 50% of the blended property tax bill and takes advantage of tens-of-millions of dollars of “uploading” by the Province for their programs and services; Cities and Towns represent 30% of the final tax bill, cannot use that uploading advantage, and provide totally different local services and programs.

The tax rate comparisons they touted weren’t even correct. They quoted “1.4%” or “1.48%” as the four-year average tax rate increase; it is actually a cumulative total of 6.02% for the four years and therefore an average of 1.50%.

(Ironically, despite their self-congratulations, the flyers fail to mention that this term’s cumulative tax increase is actually 4% higher than last term’s 5.77%, when I chaired the Region’s budget.)

Each of the flyers also mention infrastructure work or other initiatives by the Region in the specific city or town represented by the Councillor. And, while there’s the photo of the Councillor, the flyers contain no mention of the other Regional representative for that City or Town – the Mayor. It’s as if the Councillor were acting alone and that the projects and initiatives were their work alone.

Responding to my motion, the Councillors stated that they need to be able to communicate directly with residents about improvements by the Region. They state that local media does not always carry the information that they shared and not all households follow them on social media.

The three Councillors complained about my motion to disallow future self-promotional initiatives; they also stated about me that “His arrogance is astounding, that he would assume how best we should communicate with the residents of Fort Erie, Grimsby and Port Colborne…”

Most people who have spoken to me about this issue see their flyers as an improper use of public resources and funds for self-promotion. Some have even called it electioneering.

Others wondered why they didn’t include their respective Mayors on the flyers as the other representative for the community; aren’t the Mayors also responsible for the great things that they highlight in those Towns and City?

A few others wondered what it would cost if all 31 Regional Councillors did this same type of mailing – and if it were done every quarter as Councillor Quirk has done this year. I estimate that it would be over $100,000 per year if you included Staff time, printing, and distribution.

Since the matter was deferred to a future finance committee meeting, I would like to share your feedback during the debate. It this practice wrong, a misuse of public funds, and something that should be stopped? Or, is this an important way of communicating with you and other members of the public and should be funded by your property tax dollars?
________________________

Should public funds be used to pay for these types of self-promotional flyers?

<div style="font-size: 12.8px; As a response, the Cities of St. Catharines, Niagara Falls and Welland made a counter-proposal that the Region fund a system that the three services would operate. Regional Council approved this Niagara Region Transit for three years with the intent that if successful, the group could take further steps.

That’s why the first Niagara Regional Transit buses started rolling-along in September 2011 and began making connections between municipalities. The next steps discussion took some effort, and since it was growing and working, the Region extended the pilot for another year.

Then, in May 2015, Regional Council “endorsed in principal creating an inter-municipal transit system in Niagara,” extended the pilot to December 2016, and requested that the three Cities work together to provide options on how best to provide Inter-Municipal Transit. After Niagara Falls, St. Catharines, and Welland approved similar motions, the group began meeting in earnest in January 2016. They hired Dillon Consulting to develop a high-level plan and receive public input and the Region again extended the pilot. Since January 2017, Dillon presented their report – “Niagara Transit Service Delivery & Governance Strategy” – and each of the three City Councils approved it unanimously.

In March 2017, Regional Council approved the report’s recommendations: endorse (again) the principal of a consolidated transit system; direct staff to develop a Memorandum of Understanding (MOU) between the three major transit providers by the end of 2017; form a Transit Working Group with representation from all 12 Niagara Cities and Towns. Finally, since the Region funded the pilot for five-and-a-half years beyond its “sphere of jurisdiction” in the Ontario Municipal Act, the report recommended a “triple-majority” process to sanction the funding.

Shortly afterward, by June of last year, the majority of local Councils approved this direction, allowing the Region to legally operate conventional transit.

While work continues towards a truly integrated system, the partners have made changes like: aligning customer service polices, using the same digital mobile platform – a transit app, using the same after-hours customer service call center.

Then, in March, because of their renewed commitment to transit, the Federal and Provincial government announced nearly $22 billion over the next 10-years for transit and related projects in Ontario. Niagara’s share of that funding – $148 million over 10 years – was also announced in March. St. Catharines will receive $86 million, Niagara Falls $38 million, and Welland $13 million. The remaining funding goes to Thorold ($5.4 million), Niagara Region ($3.4 million), Fort Erie ($956K), Port Colborne ($426K) and Niagara-on-the-Lake ($270K). (Pelham received a commitment of $500K over 5 years from the Province under another program.)

So, what happened recently? As the Region’s 29 May 2018 news release stated, “Regional Council approved a three-year extension of Niagara Regional Transit, after achieving unanimous approval of the agreement by the service operators. This action keeps the current inter-municipal system running while the Region and local area municipalities continue to work on a new integrated transit service for Niagara.”

Some people tell me that they are delighted with the progress and especially that the various transit providers are working together; they see this work as a huge victory and that only good can come from that. They recognize that transit changes take time but remain convinced that an integrated system can develop over the next three years.

Others express regret that not much is different for riders since the pilot was first launched in 2011; they lament the last four years as not moving an integrated system forward and renewing the pilot just shows the Federal and Province governments that Niagara still doesn’t have its act together. They recognize that there’s much work to do, but those that need and want transit have been waiting too long for a functional and integrated system.

How do you see it? What do you think about the recent changes? What do you think are next steps toward integrated transit in the Niagara Peninsula?

You may contact Mayor Dave at mayordave@pelham.ca and see past columns at www.pelhammayordave.blogspot.ca.

New Medical & Seniors Developments Coming to Pelham

Last Tuesday night, Council heard publicly from two groups working to build a medical centre and a retirement and long-term-care development in Fonthill.

First, the Town signed an agreement to sell nearly two acres of land in East Fonthill to a team led by Christina Dobsi, of Dobsi Medical, and David Kompson, a long-time developer in the Niagara Region, and supported by Greg Chew of Collier’s International.

The group anticipates 20,000 to 35,000 square feet of space to accommodate medical and health and wellness professionals, along with some retail. This will include eight-to-10 physicians with various specialties. Inquiries for services such as dental, aesthetics, and therapy are being accepted by the group.

We understand that this project will become a professional health and medical hub that will draw family physicians, medical specialists, and other health-related services to the community.

The location will be immediately East of the new Meridian Community Centre, at the South-West corner of Meridian Way and Rice Road. Plans call a “legacy building” to be completed by the summer of 2019!

Second, Council heard publicly about a multi-phase project consisting of seniors apartments, a retirement residence, and a long-term care facility coming to Pelham.

Led by Samer El-Fashny, owner and operator of various retirement and long-term care facilities in Ontario, the project’s first phase – seniors apartments and retirement residence – will be completed by 2019. It is anticipated that phase two’s long-term care facility will begin development in 2021.

The seniors apartments will be three-to-four stories and along the Eastern-side of the proposed public square at Wellspring Way and Meridian Way. They plan for apartments with fully equipped kitchens, an emergency response call system, and optional housekeeping.

The 140-suite retirement residence – further along the North-side of Meridian Way and toward Rice Road – will be four-to-five stories and include independent, assisted, and memory care living units. Twenty-four-hour nursing, personal support worker services, and a variety of building amenities such as private dining rooms and a chapel, for example, will also be available.

The proposed 192-bed long-term care facility will provide a mix of private and semi-private units and include additional services or space for day care and day programming. To be located along Rice Road and near the storm-water pond, the facility would employ upwards of 150 staff, including nurses, personal support workers, chefs, therapists, and administrative professionals.

In total, it is expected this retirement / long-term-care development would add approximately $60 million in economic development to the Town and could employ 200-250 healthcare and administrative professionals. The Town will sell just over six acres of land in East Fonthill for this project.

Dustin Gibson, Project Manager, informed Council that this development will allow for the seniors of Pelham to “age in place” by ensuring that as seniors care levels may change, different levels of supports will be readily available.

This medical centre and the retirement home / long-term-care development will help enhance the quality of life for residents. (For a copy of the retirement home / long-term-care development presentation click here.)

Pelham’s demographics indicate, and residents tell us, that we need these types of facilities in Town. Council is proud to partner with these groups because they will be building such important services for the community.

Both projects help complete another part of the vision for East Fonthill, which also includes the Meridian Community Centre, Wellspring Niagara Cancer Support Centre, Parkhill’s affordable seniors housing, and new commercial developments.

You may contact Mayor Dave at mayordave@pelham.ca or read past columns at www.pelhammayordave.blogspot.ca.

Pelham Cleared – Yet Again

Town Council was relieved and pleased last week after Pelham had again been cleared of allegations of wrongdoing regarding our finances.

First, a letter from Municipal Affairs Minister Bill Mauro indicated that the Province will not conduct a provincial municipal audit. You will recall that in February, a majority of Niagara Regional Councillors supported a petition from last Fall which called on the province to undertake another financial audit of the Town. The Region’s Council “endorsed” the petition even though it was prepared and signed before the results of KPMG’s Forensic Investigation in November/December.

Minister Mauro wrote: “The provincial government recognizes municipalities as responsible and accountable governments, with the authority to make decisions on matters within their own jurisdictions, including management of their finances. As such, the Ministry will not be proceeding with a provincial municipal audit.”

Second, you will recall that this controversy and the call for a forensic investigation arose from allegations made by former member of Council about discussions during an in camera (closed session) meeting on September 5, 2017. While Mr. Junkin alleged “unethical and dishonest” behavior, he also provided no proof when he urged the Region to investigate his allegations (see “Ex-councillor cannot prove claims against Pelham,” St. Catharines Standard, 29 November 2017). Despite this lack of evidence, a majority of Regional Councillors echoed that call for an investigation and cautioned the Town’s lender in mid-November.

Pelham was cleared of those financial allegations when KPMG presented during a public meeting on November 29 and when they provided reports of their forensic investigation and answers to community questions on December 18.

Third, Pelham was cleared again following a review by Infrastructure Ontario (IO) in February and March 2018. IO undertook that review because of the Region’s unfounded allegations from mid-November. After IO reconfirmed the Town’s finances, Regional Chair Caslin was compelled to provide an acknowledgement to IO that the Region would live up to the obligations in the Community Centre’s debenture agreement; he did so prior to the Regional Council meeting on March 22, 2018.

Yet, one allegation remained. That was about whether it was legal for Town Council to discuss HR matters behind closed doors during our September 5 meeting.

We are pleased, therefore, that Ontario Ombudsman Paul Dubé recently cleared the Town of allegations about that meeting. The Ombudsman’s report states: “Council for the Town of Pelham did not contravene the Municipal Act, 2001 on September 5, 2017, when it discussed a consultant’s report, received legal advice, and received a presentation from staff in camera”.

I am sad that Pelham’s residents and businesses have been dragged through an emotional roller coaster with these unfounded allegations.

It's disheartening that some Niagara politicians and partisans relied on mistruths and misrepresentations as they sowed the seeds of doubt in our community since last spring. It’s sad how they have used confusion, fear and doubt to try to persuade people that something had gone awry or been improper.

That’s why others have suggested that the Town ask the Region to foot the bill for legal fees and KPMG’s Forensic Investigation – which cost more than $165,000 to defend our community against these allegations. That works out to a 1.5% on the Pelham portion of your tax bill! Or, put another way, we could have reduced your Town taxes by 1.5% this year had we not had those expenses…

What do you think? Now that we have been cleared of all allegations, should we ask the Region to pay for these out-of-pocket expenses? Please let me and/or your Town Councillor know this week – because this will be discussed during our May 22 Town Council meeting.

Now that the Town has been cleared yet again, Council and I look forward to completing the Community Centre on time and on budget, to our upcoming award-winning festivals and events season, and to focusing on other measures to enhance the quality of life for residents.

You may contact Mayor Dave at mayordave@pelham.ca or read past columns at www.pelhammayordave.blogspot.ca.

Tenth Annual Mayor’s Gala will be Magical!

Nick Wallace will perform at the Tenth Annual
Pelham Mayor's Gala on May 26

It’s gratifying when people support local charities that improve our community; it’s fun when people get dressed up for a great time. The Annual Mayor’s Gala combines both opportunities!

On Saturday, May 26, 2018, community volunteers will host the Tenth Annual Pelham Mayor’s Gala. This year’s magic-themed gala will appear “right before your eyes” at Lookout Point Golf & Country Club at 6:00 PM.

In addition to showcasing great music, exquisite food, and an amazing live auction, the event will feature Nicholas Wallace, Practitioner of the Art of Astonishment and Canadian Champion of Magic! Nick will perform a masterful show full of illusion, mindreading, and magic that will be entertaining, thought provoking, and leave you wondering “How did he do that?”

Yet, these festivities have a purpose.

Since 2009 and thanks to the generosity of sponsors, donors, and attendees, the Mayor’s Gala has raised more than $250,000! Proceeds have supported more than 35 not-for-profit community organizations and service clubs that play a vital role in shaping and improving the Town of Pelham. With these funds, the Gala has helped youth and seniors, helped provide special education, supported children and women’s centres, and funded arts, cultural, and sporting initiatives.

The Gala also founded the Pelham Community Fund through the Niagara Community Foundation. Donations toward the fund’s principle may be given from not only the Mayor’s Gala, but also from anyone in the community. (As you update your estate plan, for instance, you may want to donate to the Pelham fund – and your gift will assist the community in perpetuity!)

The Mayor's Gala Committee sought applications from local organizations serving residents of the Town for the proceeds from this year’s Gala. Based on the eligibility criteria, four organizations were selected as recipients this year: Pelham Cares (toward the Konnecting Kids program); Pelham Raiders Minor Lacrosse (for extra training and equipment); Big Brothers Big Sisters of South Niagara (for Pelham-peer program in local schools); and Wellington Heights Public School (toward new playground equipment for Grades 4-8).

The community generously supports the Pelham Mayor’s Gala. In fact, we are grateful for the many businesses and individuals that continue to support the charities and the event year-after-year. If you are interested in sponsorship, we do have a few opportunities available via the website links below.

Finally, tickets and tables are “disappearing” quickly! Please call 905-892-2607 ext. 337 to purchase your tickets or see the website for more information.

The sponsorship opportunities, and tickets may be found at www.pelhammayorsgala.ca or via www.pelham.ca (search: Mayor’s Gala).

The magic begins at Lookout Point Country Club at 6:00pm. The committee includes two community members (Gibson and Bill Sheldon), one Council rep (Councillor Accursi), and the Chief Administrative Officer (Darren Ottaway). This committee works to ensure that the Town receives value-for-money in every aspect of the project and that the project gets delivered on time and on budget, and to provide the community with consistent and timely updates.

You will also recall that Ball Construction serves as the project’s construction manager and works with the committee, the architect, Town staff, and the various contractors to manage the project’s timing and construction.

Mr. Gibson provided updates on the project’s milestones, and finances. He showed pictures of the significant progress on the Meridian Community Centre. He outlined that the rink boards, glass, and netting were already installed in the Duliban Insurance Arena. He showed the painting and finishing work in the activity centres (named the Lucchetta Homes Courts). He spoke about the great work of local contractors – like Star Tile, which has tiled each of the washrooms and change rooms. He showed photos of the glass along the Walker Industries Upper Viewing Galleria and around the Mountainview Homes Upper Arena Lobby. He outlined improvement in the Dr. Gary & Mal Accursi multi-purpose room. His pictures showed progress along the Lookout Ridge Walking / Running Track and final preparations for the 1,000 seats in the Accipiter Arena.

He also outlined some imminent construction milestones like installing the basketball nets and divider curtains in the activity centre and installing the centre scoreboard in the Accipiter Arena. He said that most of the porcelain tile floors on the second floor would be completed by the end of April and, depending on the moisture levels, Ball Construction would also oversee the start of the wood floor installation in the activity centre. Later in May, workers would commence installation of the rubber “skaters” flooring and the poured rubber walking / running track floor.

Mr. Gibson said that the Oversight Committee was forecasting that this project will be within budget and will reach substantial completion on time – on June 1, 2018.

“Substantial completion” means that Ball Construction will “turn over the keys” to Town staff. Over the summer, staff will re-test systems, move in furniture and equipment and work with volunteer user groups so they can move furniture and equipment into their rooms and storage spaces. We are also planning for tours and open houses over the summer – but they have yet to be scheduled.

Obviously, all of this is great news for our community! Council and I look forward to opening the new Meridian Community Centre so that it can become the place for residents of all ages to gather and enjoy a wide-variety of recreational, social, health and community activities for many, many years.

To review the presentation by the Oversight Committee, please click here. While we plan to increase the fixed component slightly, this change will mean an increase of $8.76 per year or 1.4% for the average residential home (that uses 25 cubic meters of water every two months).

How do Pelham’s water and waste water charges compare with others Cities and Towns in Niagara? And, how are we able to keep rates so low?

Best in Niagara Yet Again:
I reviewed the most up-to-date rates and calculated the fixed charges and the rates for both water and waste water for Pelham and for the other local municipalities. At $106 for two months (for the average residential use of 25 cubic metres) Pelham leads the pack again with the lowest combined water and waste water charges!

Two of our neighbouring municipalities – St. Catharines and Lincoln – are between 13% and 17% more expensive than the combined water and waste water charges for Pelham. Five others – Niagara Falls, Thorold, West Lincoln, Niagara on the Lake, and Welland – are 25% to 55% more expensive. Two – Port Colborne and Fort Erie – are 93% and 189% more expensive than Pelham. (The average charge is $360 more (or 57% more) per year than Pelham’s charges!)

RF Meters Continue to Pay Dividends:
You will recall that prior to 2010 the Town measured water usage and calculated waste water charges with old gallon and cubic meter odometer-type wheel meters – many from the 1960s, 1970s, and 1980s. Many of the aged-meters counted slowly or were failing/broken. It took two weeks to collect readings. If your water had a leak, it could take months to detect.

In 2010, the Town worked with Neptune Technology to replace and upgrade all 4,200 our meters to electronic, RF (Radio Frequency) meters. In addition to leak, backflow, and tamper detection, it only takes 3-4 hours for staff to collect usage data every two months.

Not only does this cost less and give much more accurate billing, but we also automatically notify residents / businesses by phone if there is a leak or other issue with their water service. And, after replacing all the meters, we reduced our water loss from more than 20% to less than 10%!

Infrastructure Upgrades:
As you know, we have also upgraded significant Town infrastructure over the last number of years. As we reconstructed or improved roads like Haist Street, Pelham Street, Canboro Road, and Hurricane, we also replaced old water and sewer pipes. Over the last number of years, we replaced more than 15 kilometers of cast iron water mains, which helped stop costly leaks and reduces the number of breaks and repairs.

Council and I are delighted that the Town’s investments in innovation and infrastructure save you hundreds of dollars each year and allow us to provide the least expensive water and sewer charges in Niagara yet again!

You may contact Mayor Dave at mayordave@pelham.ca or see comparison charts at www.pelhammayordave.blogspot.ca.

Pelham’s 2018 Blended Residential Taxes Up 1.9% -- 12 Year Increase Less Than Inflation

If you pay your property taxes by installments, you will know that the second installment of your 2018 property tax bill comes due in two weeks (April 30). With this deadline approaching, I wanted to tell you about Pelham’s 2018 blended residential property tax increase – at 1.9% – and also to compare with other Cities and Towns.

You will recall that the amount of property tax you pay to the Town of Pelham, to the Niagara Region, and to the Province (for Education) is not solely based on the Market Value Assessment of your property by the Municipal Property Assessment Corporation (MPAC); one must multiply your assessment by each of these three tax rates and add them up for your total bill.

With both the Region and the Province making some policy changes and adjustments for rates and tax ratios, we now know that the combined property tax increase for an average residential property (which is valued at $328,138) in Pelham will be 1.9% for 2018. That means an average residential tax bill of approximately $4,187 or an increase of about $79 over last year. (Because of some rates changes, that’s actually a bit lower than the 2% to 2.3% range that I reported to you in February.)

You can consider this $79 or 1.9% a “pocket-book” increase – an increase in the amount it cost an average residential property owner because it’s adjusted for the average MPAC increase in Pelham.

Since Pelham’s portion of your property taxes represents roughly 39% of the total bill, the Town will make use of about $1,618 of the $4,187 for the average residential property.

Who gets the most? The Niagara Region will get about $2,012 or 48% of the total amount. Meanwhile, the Province will receive the remaining approximately $558 (or 13%) to help fund education.

How do we measure whether the increase is “affordable” or not?

One independent way to judge whether Pelham’s taxes are “affordable” is to compare with inflation. For example, the Bank of Canada calculated that, over the last 12 years (February to February), inflation increased the value of goods and services by 22.7%.

Over the same period, Pelham’s combined taxes for the average residential property increased by 22.0% – a bit lower than inflation. Essentially, that means that the average home is paying the same level of taxes in 2018 that they did in 2006!

And, this 22.0% over 12 years includes so many improvements in our community – from renewed Downtowns in Fonthill and Fenwick, to new Fire Halls in Fenwick and North Pelham, from nine renewed playgrounds, to a new skatepark and a new dog park, from a renewed Maple Acre Library to a renovated Old Pelham Town Hall, from 15 km of new sidewalks and 5 km of new trails to the new Meridian Community Centre. And, the list of other infrastructure and services goes on and on.

Another way to judge would be to compare with other Niagara Cities, Towns, and Townships.

Last Fall, the Region published a corrected table of non-blended property tax increases from 2010 to 2017 for local municipalities. If you start at zero in 2010 and add up the cumulative increases, Niagara Municipalities increased their property taxes an average of 35% over those eight years.

Pelham stands as the forth lowest because ours increased 30% – including an increase in funding for the Community Centre in 2016. That’s 14% below the average increase of other Cities and Towns for the same period. Three other growing Towns – Grimsby, Niagara-on-the-Lake, and West Lincoln were lower than Pelham since 2010.

Pelham Council and I continue to work together with staff to ensure that changes in property taxes only minimally impact you and your neighbour while improving the level and quality of services in the Town.

Please check out historic charts or read past columns at www.pelhammayordave.blogspot.ca. They asked Pelham to participate because of our walkable and cycling designations – a Walk Friendly Ontario Bronze and a Silver Bicycle Friendly Community – and because our size is similar to many communities in Nova Scotia.

The first day – “Creating Active Communities Together” – involved “physical activity practitioners” who work for communities across the Province to develop and implement physical activity strategies. Town Staff presented detailed information on how we work to encourage physical activity – especially walking and cycling.

The second day – “Vibrant, Active Nova Scotia Symposium” – included Mayors and Councillors and other leaders from non-profit organizations, universities and businesses to focus on broad outcomes and overall success strategies. I presented on this day about Pelham’s successes in increasing walkability, cycling activities. I focused on our dedicated staff and volunteers – like members of Pelham’s Active Transportation Committee – that have tirelessly worked with the community and Council to encourage significant infrastructure improvements and overall active-lifestyle focus.

But, it was not only a time to share Pelham’s successes and to encourage communities across Nova Scotia. The conference was also a time to learn about strategies from other communities in North America and about the latest research on the importance of participation and an active lifestyle.

For example, there are huge physical and mental-health benefits of simply walking in a few 15-minute spurts throughout the day. Research shows that the “built environment” of a community – being built for the “human scale” and not just the automobile – impacts the participation and health of residents.

Or, that new health standards will not only focus on the number and intensity of the steps we take, but also on our overall movement or sedentary lifestyle over a 24-hour period. And, some doctors in Nova Scotia are writing actual “prescriptions for walking” and even walking with patients in community facilities or on trails each week. Additional financing consisted of a construction bridge loan from Infrastructure Ontario (I/O) in order to help with the transition of selling the Town’s surplus land (valued at $12 million) and receiving $3 million in community donations.

As the Provincially-legislated process required, Pelham applied for this funding in the Spring of 2016. Since the Town met the qualifying criteria for the loan, the Region did its part as a facilitator by forwarding the paperwork to I/O in June 2016. As also required by the process, a binding Financing Agreement was formally signed that September for $36.2 million for the new Community Centre.

Again, as required by Provincial legislation and as contractually obligated, the Region assisted the Town’s debentures of $9.1 million in 2016 (the part of the financing directly funded through municipal taxes) and $12.1 million in 2017 (the part funded by future growth).

The standard process for the remaining portion of the loan was for the Town to notify I/O that the funds were required and they would release the funds directly to the Town without the Niagara Region approval; this was because it had already been approved in the Financing Agreement between the Town, I/O and the Niagara Region.

The standard process was interrupted by the Niagara Region on November 16, 2017. That’s when Regional Council sent I/O a motion that stated that the Region would defer future Pelham financing until they received additional information from the Town. This additional information was subsequently included in the KPMG Forensic Investigation report that is posted on the Town’s website and reviewed at the Region’s Audit Committee in January, 2018.

After I/O received this motion, they reconfirmed that the Town complies with all their qualifying criteria as under the Agreement. Then I/O asked the Regional Treasurer and Chair to sign an Acknowledgement Letter that confirms that the Niagara Region will still meet the obligations in the Financing Agreement. This Thursday, the Niagara Region is going one step further by requesting Council approval before signing this Acknowledgement.

Since the Town meets Infrastructure Ontario’s criteria, one would hope that Regional Council would live up to the obligations in the Agreement by signing the Acknowledgement Letter so that we can complete the Meridian Community Centre on-time and on-budget for the benefit of our entire community.

You may contact Mayor Dave at
Thanks to a $1 million contribution from Meridian Credit Union, Pelham’s new and beautiful Community Centre will be named the “Meridian Community Centre.”

Last Thursday, significant donors and Council gathered to make this announcement and to celebrate Meridian’s commitment to our community.

Even though they have grown to the largest credit union in the Province and the fourth largest in Canada, Meridian remains committed to its founding vision of helping the communities in which they operate.

They are a generous partner in so many community initiatives in Pelham and across the Niagara Peninsula. From supporting the Pelham Summerfest, to the Rankin Run, to naming other facilities, Meridian embodies their vision of supporting communities. They “walk the talk” by investing 4% of their pre-tax profits into donations and sponsorships to make our communities even stronger and more vibrant.

With the strong foundation of the Fonthill District Credit Union, then the Pelham Credit Union, then Niagara Credit Union, the Meridian Credit Union name represents a very long history in Pelham. That foundation includes community members coming together and working together for others and for the common good.

Wade Stayzer, Meridian Senior Vice-President and former Fonthill Branch Manager, explained the rational for their gift: “As a organization, we’re committed to building strong communities and this is a great example of that.” Further, he said that the new facility satisfied all three criteria Meridian uses in selecting recipients – a benefit to its members, to its employees and to its community. Referencing the range of activities that will occur in the facility, he added that “the Meridian Community Centre will be a place filled with moments that matter.”

This contribution stands unparalleled in our Town’s history. We are so grateful to Meridian Credit Union and all its members for demonstrating this incredible support.

As part of the acknowledgement of this generous contribution, Pelham Town Council will designate the street immediately north of the community centre as “Meridian Way.”

This contribution and those of other major donors – including Lucchetta Homes, Erwin Taylor Charitable Foundation and Contour Foot Care (also announced last week) – helps the Town of Pelham reach 90% of our $3 million fundraising goal for the new centre.

On behalf of Council, I deeply appreciate the generosity of these amazing donors! Their gifts demonstrate significant support for the new facility and show that by working together we can invest in and improve our community and achieve great things.

On behalf of all our residents and businesses, we thank Meridian for your amazing investment in Pelham and in Niagara!

For more information about the Meridian Community Centre and fundraising options, please check-out the special website at www.ourmcc.ca.

You may contact Mayor Dave at mayordave@pelham.ca or read past columns at www.pelhammayordave.blogspot.ca.

____________________________________

Thanks to Your TV Niagara for this great video of the announcements!

____________________________________
Thanks to other media for covering the announcement:

"‘Unparalleled’ donation sees community centre named after Meridian"
NEWS Mar 08, 2018 by Laura Barton St. Catharines Standard

"Meridian lands Pelham community centre naming rights: Donation of $1 million pushes fundraising campaign to 90 per cent of goal"
NEWS Mar 08, 2018 by Steve Henschel Niagara This Week - Welland

Meridian Credit Union Scoops Up Naming Rights for Pelham Community Centre

Shelby Knox. Pelham’s Supper Market is organized by the Town’s Recreation, Culture & Wellness Department along with community volunteers and is located in Peace Park in downtown Fonthill.

Staff estimate that more than 43,000 people enjoyed the Supper Market over the entire summer!

That’s why it’s amazing that the weekly event generated no garbage! The Green Zone is a recycling/ compost station which is set up near the food vendors on market evenings. The Green Zone aims to recycle/ compost all items which would instead be delivered to the landfills. Last year, the event diverted 395 kgs of recyclable material, and diverted 1419kgs of organic material! What a huge improvement from previous years where tons of waste was landfilled after each Thursday night.

Part of the event’s success comes from the incentive program to vendors who participated in the Greening part. Staff encouraged the use of compostable serving materials and recyclable containers with a “GO Green Rebate” program; 12 vendors took part and the results – zero garbage – are outstanding!

The Supper Market also encouraged 141 people to ride their bike with a special Bike Valet program. The Bike Valet aims to help encourage active transport among residents who plan on attending the Supper Market. Residents who arrive to the Supper Market via their bicycle have the opportunity to leave their bike with the Bike Valet for safe-keeping during the event. Bikes are stored in an orderly fashion and marked with an identification number to ensure they are returned to their owner. Our community is a bike friendly award recipient so its no wonder over the last four years the bike valet has watched more than 600 bikes!

Riding a bike not yet your speed? We also offered a Shuttle Service for the last four years. This initiative was created to decrease the amount of cars in the downtown and help decrease the carbon footprint. More and more residents use this service every year. Over the last four years we’ve had just over 500 riders.

We also partnered with the Region’s Public Works department for the Water Wagon initiative. In 2016, we were able to secure the wagon on a weekly basis, and were able to encourage residents to bring their refillable water bottles. In 2017 we were only able to secure the wagon once per month, but it was still a great promotion for residents to use their refillable bottles! It’s estimated that the Water Wagon filled reusable bottles with 1,200 litres of safe, fresh drinking water in 2017.

It’s gratifying and much appreciated to be honoured by Festivals & Events Ontario. Congratulations and thanks to all staff and volunteers who work so hard to make these events such a huge success!

You may contact Mayor Dave at mayordave@pelham.ca or read past columns and link to documents at www.pelhammayordave.blogspot.ca.

Pelham Portion of Residential Property Tax Increasing 3.5%

If you pay your property taxes by installments, you will know that your first installment of your 2018 property tax bill comes due on Wednesday. With this deadline, I thought I would provide an update about Council’s recent budget approval.

Council recently approved the Town’s 2018 Capital and Operating Budgets. The new budget translates into an increase of approximately 3.5% (or about $55) on the Pelham portion of your property tax bill for the average residential property (assessed at $328,138).

Since Pelham’s portion of your property taxes represents roughly 38% of your overall residential tax, we approximate that the Town will receive $1,610 of the $4,200 for the average residential property tax bill; the Niagara Region will receive 48% of the total amount (approximately $2,015) and the Province (to fund education) the remaining 14% (approximately $575).

We expect the blended property tax increase to range from 2.0% to 2.3% -- depending on Regional tax policy considerations later this spring. With this type of blended increase, it will mean that Pelham’s blended tax increases continue to keep pace with inflation over the last 12 years. And, the Town continues to compare very favorably to other Niagara Cities and Towns by increasing less than the average of others.

In preparing the budgets, Council directed Staff to review all expenditures against customer service needs and the Town’s strategic plan.

Obviously the big project for this year will be completing and opening the new Pelham Community Centre. We received a great update from the Oversight Committee on February 5 – that the new Centre is on-time and on-budget. On-time means “substantially complete” in June; on-budget means within the $36.2 million budget after 97% of the project has been tendered.

It made sense, therefore, that Council spent a lot of time discussing the plans for staffing, running, and opening the new Centre. During our deliberations, Staff outlined the flexible staffing model – having a number of part-time employees available to meet the community’s demand as required – for the successful operation of the Centre. This approach will not only allow for a “scalable response” to meet the community’s demand, it will also allow the Town to gauge and re-evaluate the staffing requirements after the Centre’s first six months of operation.

Other Council discussions included maintaining the excellent level of service for sidewalk snow clearing, working to improve Pelham Transit by trying to link to West Lincoln and Wainfleet and attain additional Provincial funding, and slightly increasing the grant to the Pelham Public Library. Council also ensured that we set aside funds to fight the expected Gypsy Moth infestation. And, just like small business, the Town was impacted by the increase in the minimum wage; we expect to pay $21,850 more in 2018 for these wage costs.

The capital budget will continue to improve and fund infrastructure and other important capital items in 2018.

For instance, not only are we continuing to replace fire fighter bunker gear, we are also funding new radio equipment to help expedite the transition to a new and improved regional communications system. We also look forward to partnering with the Fabulous Fenwick Lions to help fund their new concession canopy. We funded the repairing of some of playground turf and equipment. And, after designating the former Quaker Meeting House / Model Railroad building in Fenwick as an historic structure, we also earmarked some funds to help repair the heritage windows.

We also included funds to design and build two new parks in the Lookout / Haist Street North area. We look forward to working together with local residents on the design of these new neighbourhood parks this year.

The roads budget includes a number of important initiatives like road rehabilitation of Pancake from Effingham to Blackwood, and of Welland Road from Pelham Street to Milburn; maintaining a strong road-side ditching program; repairing / maintaining some storm-ponds (like on Station Street and for the Timber Creek neighbourhood); and funding the study and design of a solution for the erosion on Sulphur Springs Drive.

On the water and wastewater side, we approved funding for upgrading the existing sewer capacity along Foss Road (near Church Street), extending water and sewers to Rice Road (north of Regional Road 20), and planning for a water backflow prevention program.

Finally, other increases include utility costs, staffing and benefit costs, and contracted services so we can maintain expected service levels.

As a result of these and other initiatives, Council approved a net budget increase of $412,737 on a $12,530,619 net budget.

I plan to write more about your total property tax impact and compare with previous years after Regional Council approves the 2018 rates and ratios later this spring.

You may contact Mayor Dave at mayordave@pelham.ca or read past columns and link to documents at www.pelhammayordave.blogspot.ca.

Next Steps Toward Arena Property Renewal

Last week Council approved taking the next steps toward the plans to redevelop the existing Arena property on Haist Street.

You will recall that the Town’s 2017 budget included funds to hire a planning and design firm to work together with the community to discuss and design redevelopment options of the existing Arena property on Haist Street.

Since 2017-18 will be the last ice season in the existing arena, Council prudently began planning for the future of the property. This included not only this work, but also funding a renovation of the Town’s Tice Road Operations Centre to accommodate parks and cemeteries staff (who currently work from the Haist property).

The Planning Partnership won the bid for the redesign work and started with two “community co-design” sessions at the Arena this past June. Representatives from user groups, neighbours, and interested residents worked in three design groups to develop 12 concept plans. Based on the discussions and work, each plan looked at ways to keep as much greenspace as possible, provide trail connections, minimize impacts on existing residential uses, and improve existing parkland features.

The firm then reviewed the concepts and gleaned them into five “explorations”: single detached houses; central park; rear-laneway townhouses and singles; front driveway townhouses; and apartments. Each of these options were posted online for public feedback. 120 survey respondents preferred some features in the explorations over others – including no change in the park and to only consider residential development in the area around the existing Town buildings and parking lot.

The Planning Partnership tested an “emerging preferred concept” at a community workshop in September. While suggesting some improvements – like ensuring that any new lighting doesn’t shine on existing properties – the majority of participants liked the plan. Why? The plan suggested no change in the location of the open spaces (soccer fields), the playground, or the platform tennis. The plan also maintained the wooded area along the western edge of the property and constructs a walking trail. Further, the concept blended townhouses and single-family homes – similar to housing in the surrounding neighbourhood.

During this process, a few folks strongly expressed a desire “that nothing be done with respect to this property until after the new east Fonthill community center be opened and that it's 1st year of operation is proven.” Realistically, the status quo option is neither judicious nor responsible. Obviously, there’s no going back from building and operating the new Community Centre. And, since we know that no one will be using the Town buildings (aside from paddle tennis) after August 2018, it’s Council’s responsibility to plan and prepare for the future.

So, this “emerging preferred concept” was presented to and discussed by Council on October 10, 2017. The concept responds to community desires by maintaining green areas and park amenities, creating a connected trail system, and calls for similar type of housing. The concepts also provides two points of entrance, increases safety through “eyes on the park” from the housing, and offers lane-based and attractive townhouses.

So, last Monday, Staff officially presented a report with the recommendation to have Staff develop design guidelines, and official plan amendment and zoning bylaw amendment. Why? Beause by codifying it in this way we can help make the community’s preferred concept a reality.

For a copy of the preferred concept and the presentation to Council, please go to my online journal at www.pelhammayordave.blogspot.ca or the Town’s website www.pelham.ca.

You may contact Mayor Dave at mayordave@pelham.ca to suggest future column or read past columns at www.pelhammayordave.blogspot.ca.

Pre-Budget Consultation with Province

It was cool for Fonzie to live above the Cunningham's garage!

Last Monday, I had the honour of welcoming Yvan Baker, MPP (Etobicoke Centre), and Parliamentary Assistant to the Minister of Finance as I presented first at the Province’s “Pre-Budget Consultation” in the Niagara Peninsula. Mr. Baker was joined by Jim Bradley, MPP (St. Catharines) in this public engagement.

Partner on Downtown CIPs:
I started by thanking the Government for their recent announcement of a $40 million over three years in Main Street Enhancement Funding, to help strengthen small businesses in downtown and enhance their digital presence. While Council has not yet seen detail on spending criteria for Pelham’s $50,000 share, we recognize the importance of Downtowns in our community. So, I also recommended that the Province partner with Cities and Towns in our “Community Improvement Plan” (CIP) incentives – to further enhance mixed-use buildings and businesses and help strengthen our sense of community. With more than one-third of Downtown Fonthill properties using our CIP incentives, you can really see the transformation and improvement!

Fund Recreation “Social Infrastructure”:
I also encouraged the Province to ask the Federal Government about their promise from a couple of years ago to partner with Provinces and Municipalities on “Social Infrastructure” – in particular for recreational and cultural facilities. I underscored that these facilities are the heart of communities and should be supported.

Transit Pilot:
I thanked the Government for funding Pelham in 2016 with the maximum grant to establish a Transit Pilot. You will recall that we established the system, tendered it to the private sector to operate, and increased our ridership. Pelham also partnered with Brock and Niagara College students. And, as a result of the Province continuing the grant another year, the ridership continues to increase. Staff are now reaching out to Wainfleet and West Lincoln to provide service. Since we are to apply again for a grant, I asked the Government to maintain funding for community transit pilot and operating expansions.

Accelerating GO Rail:
I also encouraged the Province to accelerate their timetable for the expansion of GO Rail into the Niagara Peninsula. You will recall that the Province announced in 2016 their proposal for GO Rail expansion – to Grimsby in 2021 and to Niagara Falls and St. Catharines by 2023. I reminded the Province about Niagara winning the bid for Canada Summer Games in 2021. I suggested that the Province and Niagara work together with CN Rail and Metrolinx to advance the roll-out of GO Rail to Niagara in time for Canada Summer Games.

Housing that’s Affordable:
As many folks call for more housing that’s affordable, I suggested that the Province could help financially encourage “Fonzie” units. What’s a “Fonzie” unit? You will recall that Fonzie on Happy Days lived above the Cunningham’s garage because it was affordable for him; the rent also helped that family with their mortgage, thereby making their housing costs more affordable. I pointed out that since the Province encourages Cities to allow secondary units and accessory building units in Zoning Bylaws, there could be an opportunity to also encourage more housing that’s affordable. I suggested that the Province look at ways to incentivize conversions or new construction to these units – through rebates or partial funding. They could use a similar mechanism to other conversion programs – like the Green Ontario Fund rebates to reduce energy costs with home improvements.

Promote Storm Water Separation:
Finally, I suggested that the Province should help reduce the impacts of climate change by helping to stop diluted sewage overflows. You see, in many historic communities, aged sewer systems also collect rain water; storm water and sewer systems are not separated like in newer areas (like in Pelham). As it rains more often and with greater intensity because of climate change, rain storms flood waste water plants, and operators must dump diluted sewage into natural lakes and streams. Sadly, Niagara dumped more than 1.1 billion litres of diluted sewage in 2017 because of storm overflows. Therefore, instead of funding increased sewer plant capacity, I encouraged the Province to prioritize storm water separation in their “Clean Water & Waste Water Fund.”

I appreciate the opportunity to present workable solutions to some of the issues in Pelham and across the Niagara Peninsula to Mr. Baker and Mr. Bradley.

You may contact Mayor Dave at mayordave@pelham.ca or review documents and read past columns at www.pelhammayordave.blogspot.ca.

Info Session for “East Fenwick” Saturday

Town Staff recently issued a notice about an upcoming information session regarding the East Fenwick Secondary Plan this coming Saturday, January 27, from 10:00 AM to noon at Pelham Fire Station #2. During these workshops residents had an opportunity to have their say in the plan. Town Council also received a progress report in late-November. (Please check out that presentation by clicking here.)

The project goals are to develop more detailed planning – called a Secondary Plan – for the East
Fenwick urban area that will provide the framework for permitting new development compatible with the character of Fenwick and consistent with Provincial, Regional and Local planning policies and legislation. This planning will also establish design guidelines for buildings, parks and streets and create a system of public space areas and linkages with natural heritage areas. Finally, the plan should also consider existing transportation and water /waste water infrastructure and suggest any improvements or upgrades.

Following this session, the Consultants will finalize the policies and mapping that will guide the implementation of the Fenwick Secondary Plan. They hope to complete this work in the Spring.

A number of folks keep asking me why we have to formulate these plans and why we have to let the property owners develop their lands.

The East Fenwick area – between Cream and Balfour Streets and Memorial and Welland Roads – was added to the area for urban development in 1987. That means that the property owners have had the right to develop the lands in an urban setting for more than 30 years!

We initiated this Secondary Plan" process so that the inevitable development might occur in a coordinated way and with public input.

Yet, the development must follow increased density targets from the Province. Why? So that communities make "more efficient use of land" in the urban areas – so that we can protect our rich agricultural land outside of the urban areas.

But, the consultants and the community are doing their best to "buffer" existing homes from some of the medium / higher density developments that might have to occur to meet the Provincial targets. That's why, for instance, Council approved the large-lot development on Balfour (between Canboro and Welland) – to mirror the type of larger lot home on the West-side of the street.

So, while it's not really a question of whether this area will develop at some point in the future, it's a question of what type of development that might occur. That’s where we can have an impact and work to best design the community. And, the way to have impact on the Plan is through this process.

Councillors and I will look forward to working together with the community as the Town develops the East Fenwick Secondary Plan.

You may contact Mayor Dave at mayordave@pelham.ca or review documents and read past columns at www.pelhammayordave.blogspot.ca.

Looking Forward in 2018

Happy New Year Pelham! Council, Staff and I look forward to 2018 as a year of social, cultural, recreational, and economic growth in the Town – moving us closer to being the most vibrant, innovative and caring community in Niagara.

Last year saw growth, prosperity, and many milestones to improving our community.

Because the community has been underserviced commercially for so long, many were pleased with the opening of the commercial developments along Regional Road 20 in Fonthill in 2017. This included new restaurants, a grocery store, a financial institution, retail outlets, and health services. Interestingly, these developments also account for approximately 175 new part- and full-time jobs in the Town. We look forward to a few more businesses opening in this area and in Uptown Fonthill later this year.

Our Downtowns improved and were key community gathering places last year too. After opening the renewed facility and increasing the hours and service, the number of patrons using the renewed Maple Acre Library in Fenwick tripled! Hundreds also celebrated in Downtown Fenwick with the “Green Street Challenge” in August – a multi-generational event on donated, fresh sod. “Fonthill Flats” and a few other exceptional renewals showcased our building façade and residential intensification incentives at work in Downtown Fonthill. And, because of our dedicated volunteers, staff, and sponsors, Summerfest and other cultural events – like the Bandshell concerts and Suppermarket – continued as huge community successes last summer. We are committed to these community-defining events and look forward to additional developments in our Downtowns in 2018.

After the groundbreaking in late-2016, work continued in earnest on the Pelham Community Centre last year. Ball Construction oversaw the framing, construction, and “closing-in” of the new facility. They also poured both arena pads – ahead of schedule – and made great progress inside. The Oversight Committee continues their work and has assurances that Ball and Staff will complete the Centre on time – in the summer – and on budget.

As will be highlighted next month, our generous community pledged more than 50% of the Centre’s $3 million fundraising goal. We remain confident that other significant donations will be announced this spring and that a community campaign will follow shortly thereafter. (For more information, please go to www.ourpcc.ca.)

Last spring, we signed 5-year “memorandums of understanding” with six major community groups for their use of the new Pelham Community Centre. These binding agreements exceeded the Town’s revenue goals for the Centre and confirmed the demand for a second arena.

With this solid foundation, we will work with the community for a grand opening for the Community Centre this summer. We also look forward to basketball, figure skating, hockey, and so many other activities – from pickleball, yoga, tai chi, volleyball, walking clubs, community dinners, events and meetings – starting in our new gathering place this year! And, we will welcome back the Pelham Raiders Lacrosse Teams returning to play in the Town.

And, while she has served our community well over the last 40 years, it will be time to say goodbye to our existing Arena on Haist Street in 2018. We intend to activate the plan that the community developed for that site – by maintaining the existing parkland portion, linking the trails, and redeveloping the arena and outdoor storage area for new housing options.

Thanks to our ongoing investments and dedicated volunteers, the Town’s Silver “Bike Friendly” designation was reaffirmed in 2017 – the highest honour for Niagara communities. And, after 53-years, we linked EL Crossley to Uptown Fonthill via a safe walking / cycling path. Many such paths were also completed in the East Fonthill area as part of our community vision. And, following the dedication of key volunteers, Council approved an “Active Transportation Master Plan,” which lays the groundwork to make Pelham even more walkable and cyclable in the future.

We also look forward to the groundbreaking of a new affordable senior’s housing development behind the Food Basics in 2018. I understand that that since we announced this development in November, Parkhill received huge interest from the community for their +80-unit facility.

After the Town donated the use of 1.8 acres of land and the groundbreaking last September, we look forward to the opening of the new Wellspring Niagara Cancer Support Centre in 2018. This much-needed, regional support centre will allow Wellspring to serve cancer patients, their families and caregivers well into the future.

With this foundation of so many milestones last year, 2018 promises to be a great year of social, cultural, recreational, and economic growth in the Town. Best wishes to you for a healthy, happy, and prosperous new year!

_______________
You may contact Mayor Dave at mayordave@pelham.ca or read past columns at www.pelhammayordave.blogspot.ca.

“Big Pour” Milestone

Last Thursday, the construction of the new Pelham Community Centre (PCC) passed another milestone – the “Big Pour.”

You see, the Big Pour was when Ball Construction oversaw workers using a concrete pump truck and special laser leveling and polishing machines to continuously pour, level and smooth the floor of the Accipiter Arena in the PCC.

The set-up began weeks ago when workers smoothed sand across the leveled and prepared ground. Then, they weaved black heating pipe on top of the sand, and covered that with more sand. That heating pipe will circulate excess heat from the Ecco-Chiller ice machine along the ground to stop the build-up of permafrost.

I understand that permafrost isn’t too much of a problem in rinks that don’t have ice for one-third of the year – like the current Pelham arena. However, arenas that maintain ice into the spring and late summer or year-round, permafrost can build up and heave the concrete floor! A build-up of permafrost heaved the concrete ice-pads in the St. Catharines four-pad arena, for example, following a malfunction of the heating pipe / coil.

Then crews secured two layers of dense, “Ultra extruded” Styrofoam insulation across the sand. On top of the Styrofoam they weaved a lattice of pipes, rebar, and a metal frame that formed the core for the pad’s concrete floor.

Impressively, they checked and double-checked every square inch of the lattice and held the piping under high-pressure for three weeks so they could check the pipes, seals, and other materials. Since this passed the tests with flying colours, Ball Construction organized the Big Pour.

To ensure a constant supply of concrete for this continuous and seamless pour, Ball Construction not only secured an exclusive concrete supply from one plant, they also had another concrete factory on “stand-by” in case anything went wrong.

After the polishing and during the curing of the concrete, Ball Construction will cover the floor with water. When they slowly drain that water, they will note any high or irregular spots in need of further polishing – so that the floor will be as level as possible.

It was my honour to witness the Big Pour along with the Oversight Committee and some of the major fundraising donors to the Community Centre. And, I was delighted that two local, retired NHL players – Doug Freeland and John Stringer – also watched part of that Big Pour last week.

After this milestone and with 98% of the Centre tendered and because of the hard work of Ball Construction, all the trades and Town Staff and the Oversight Committee, the new Community Centre is on-budget and on-time to open next summer.

For more information about the multi-use facility that includes two arenas, a walking/running track, two large divisible gymnasiums, multipurpose community rooms and a spacious atrium, please go to www.ourpcc.ca or to www.pelham.ca/PCC.

You may contact Mayor Dave at mayordave@pelham.ca or read past columns at www.pelhammayordave.blogspot.ca.
