The federal government through the outgoing head of the Civil Service of the Federation (HCSF), Mrs Didi Esther Walson-Jack, has commissioned 100 Renewed Hope Mass Transit Electric Buses acquired for federal civil servants, describing the initiative as a practical demonstration of the government’s commitment to workers’ welfare and productivity.

Walson-Jack, who spoke yesterday at the ceremony at Eagle Square, Abuja, said the 37 buses presented at the event constituted the first batch of the 100 electric buses procured under the Renewed Hope Infrastructure Development Fund.

She described the event as particularly significant to her, saying it was her “parting gift” to federal civil servants as her tenure as head of the Civil Service of the Federation would end within 24 hours.

“It is with so much joy in my heart that I welcome you to this epoch-making commissioning of 100 Renewed Hope Mass Transit Electric Buses for federal civil servants.

“What we have here is 37 buses, being the first instalment of the 100 Electric Buses,” she said.

According to her, she could not have asked for a more fitting way to end her tenure than receiving and handing over an intervention that would continue to serve civil servants after her departure from office.
“I could not have asked for a more fitting note on which to close this chapter of service than receiving and handing over the keys to something that will keep moving, keep working, long after I have gone home,” she said.

The HoCSF said transportation was more than simply moving people from one location to another, stressing that the daily commute had significant implications for the finances, safety, punctuality and productivity of civil servants.

She said the initiative would ease the financial burden of transportation, reduce commuting risks and enable workers to arrive at their places of work in better physical and emotional condition.

“An intervention that makes transportation safer, more reliable, and more affordable is, therefore, not a peripheral welfare gesture; it is an investment in a more productive Civil Service,” she said.

Walson-Jack said the buses represented a visible assurance that the government understood the daily realities of its workforce and was prepared to respond to them.

She linked the initiative to other welfare measures of the President Bola Ahmed Tinubu administration, including the upward review of the national minimum wage, wage award following the removal of fuel subsidy, digitalisation and ease-of-service reforms, as well as renewed attention to pensions, promotions, employee compensation and health insurance.

She said the measures demonstrated that government reforms should be felt by workers and not merely announced.

“The Renewed Hope Agenda lives not only in policy documents, but in interventions that Civil Servants can see, board, and feel the benefit of every day,” she said.

The HCSF expressed appreciation to President Tinubu for his support for the welfare of civil servants and the transformation of the Federal Civil Service.

She said a strong and efficient Civil Service depended on a workforce that was properly supported, motivated and equipped to deliver quality services to Nigerians.

Walson-Jack also commended the Minister of State for Industry, Trade and Investment, Senator John Owan Enoh, for his support and for personally undertaking the symbolic handover of the buses.

She acknowledged the contributions of the Permanent Secretary, Ministry of Petroleum Resources, Mrs Patience Oyekunle; Permanent Secretary, Service Welfare Office, Dr Garba Abdul Sule; Permanent Secretary, Federal Ministry of Industry, Trade and Investment, Dr Chris Isokpunwu; and their respective teams.

She also commended the Chairman of the Nigeria Revenue Service, Dr Zacch Adedeji, for his support towards the realisation of the project, as well as the Director-General of the National Automotive Design and Development Council, Otunba Oluwemimo Joseph Osanipin, and his team.

Walson-Jack emphasised the need for a sustainable operational framework to guide the deployment of the buses, saying routes and schedules must be transparent, equitable and responsive to areas of greatest need.

She further called for effective arrangements for maintenance, qualified drivers, passenger safety, cleanliness and monitoring.

According to her, operations would commence with a pilot phase on selected routes, while full deployment would follow after the necessary logistics had been concluded.

She added that the buses would also be deployed, where appropriate, to Federal Secretariats across the states.

“A Special Purpose Vehicle has been established to ensure their proper management, maintenance and long-term sustainability,” she said.

The HCSF urged civil servants to regard the buses as valuable public assets and protect them from abuse.

“They are yours to use, but also yours to protect,” she said.

Walson-Jack also urged beneficiaries to reciprocate the government’s investment by improving their punctuality, productivity and dedication to duty.

She said reducing the financial, physical and emotional burden of commuting would enable civil servants to arrive at work with greater capacity to perform their responsibilities.

“That is the entire logic of what we launch today: productivity, dignity and safety, delivered on four wheels,” she said.

The HCSF, who is due to leave office on Thursday, urged those responsible for managing the buses to ensure that they remained functional, sustainable and beneficial to civil servants for many years.

“I may leave office tomorrow, but these buses and the reform journey of the Federal Civil Service must keep moving. There should be no breakdown on either route!” she said.

She expressed appreciation to President Tinubu, the Ministry of Industry, Trade and Investment, the National Automotive Design and Development Council, the Service Welfare Office and all those who contributed to the delivery of the initiative.

There is a Yoruba saying that captures the moment Ogun State finds itself in: "Bí a bá n wo ẹnu ọ̀nà ilé ẹnìkan, a máa mọ ohun tó wà nínú ilé náà" , by looking at a man's doorstep, you already know what lies within his house. For decades, the Adebutu name has built doorsteps across Ogun State that anyone can walk up to and inspect: tank farms in Ibefun, farmland in Odogbolu, hotels rising in Abeokuta, foundations quietly funding orphans and widows long before election season made philanthropy fashionable. Compare that to the doorstep of Adeola Olamilekan Yayi, a name that, until recently, meant almost nothing to the ordinary Ogun indigene, and now suddenly means cash palliatives, branded rice bags and empowerment schemes dressed up as generosity but paid for from the public till he happens to sit atop.

This is not a contest between two philanthropists. It is a contest between two philosophies of power. The Adebutu investment story in Ogun is old enough to have grandchildren. Sir Kessington Adebutu did not wait for political office to plant Petrolex's storage tanks and gantries in Ibefun, did not require the machinery of state to commit billions across Sagamu, Ikenne, Remo North and Iperu Remo for community development. Segun Adebutu's foundation reached more than three hundred orphans and vulnerable children not because a election was near, but because that is what four decades of private capital rooted in a home state looks like when it decides to give back. Ladi Adebutu's agricultural footprint in Odogbolu, spanning thousands of hectares of oil palm, livestock and agro-processing, was built brick by brick, harvest by harvest, long before any campaign poster carried his face.

Adeola Olamilekan Yayi's story reads differently, and Ogun people are not fools; they can tell the difference between a man who arrives with a legacy and a man who arrives with a budget line. Where is the factory he built before he found himself in government? Where is the scholarship scheme, the hospital wing, the farm settlement that bore his name when nobody was watching and no vote was at stake? The silence is the answer. What Ogun is witnessing instead is the oldest trick in the political book: an accidental occupant of relevance using the machinery and treasury of government to manufacture, overnight, the kind of goodwill that families like the Adebutus spent generations earning honestly. Sharing government palliatives and calling it empowerment is not investment. It is theatre, and it is theatre paid for by the very people being performed to.

There is a word for gifts that arrive suddenly, generously, and with strings the giver hopes you will not notice. The Greeks gave the world that word through the story of a wooden horse rolled into Troy's gates as a peace offering. Ogun's political horse today comes in branded envelopes and empowerment kits, and like the original, its real cargo is not goodwill but ambition, smuggled into the public's affection under cover of largesse. Ogun people should ask themselves: what happens after the loudspeakers go silent and the campaign convoy moves to the next ward? Does the road stay tarred? Does the factory stay open? Does the scholarship outlive the ballot? With the Adebutu legacy, the answer has been demonstrated over decades. With sudden, government-funded generosity, the answer usually arrives only after the votes are counted, and by then it is too late to ask for a refund.

Ogun State does not lack for people who talk about development. It lacks, painfully at times, for people whose development talk is backed by a paper trail that predates their political ambition. The Adebutu family's imprint on Remo, on Abeokuta's skyline, on Odogbolu's farmlands, is not campaign material invented for this season; it is the accumulated evidence of people who built inside Ogun before they ever asked Ogun for anything in return. That is the standard by which every pretender to Ogun's political affection should be measured, and by that standard, sudden largesse funded by public money is not leadership. It is borrowed light, and borrowed light, as every Yoruba elder knows, goes out the moment the borrower is asked to return the lamp.

LAGOS, Aug 26 (Reuters) - Nigerian kidnappers have collected nearly $5.8 million in ransom payments in the last year from civilian abductions, crime that is crippling education and ‌eroding public trust in the government, a security consultancy said on Wednesday.

Nigeria's SBM Intelligence said 7,825 people were kidnapped between July 2025 and June 2026, up 66% from the year before. At least 1,142 people were killed, and total confirmed ransom payments more than tripled to 7.78 billion naira ($5.79 million), it said.

The figures were compiled from media reports, interviews and publicly available information, and SBM said they were conservative because ⁠many ransom payments were never disclosed.

A faction of the Islamist group Boko Haram collected 90% of the recorded ransom payments from kidnappings in the northeast, but there were more incidents and victims in the northwest, according to SBM.

The findings were released as Nigeria's president ordered security forces to rescue as many as 600 civilians kidnapped last week in north-central Niger State.

The presidency and military did not immediately respond to requests for comment on the report’s findings.

The kidnap-for-ransom industry is at the center of Nigeria's expanding security crisis as gunmen target schools, villages and main roads. Kidnappers, who include heavily armed bandits and Islamist militants, hold their victims for weeks or months until payments are ‌made.

SBM ⁠estimated that Boko Haram, which is known as Jama'atu Ahlis Sunna Lidda'awati Wal-Jihad, received about 7 billion naira, mainly from two mass incidents where over 300 people were seized in each event.

Nigeria's security crisis is likely to be a central issue in the next ⁠elections in January.
When he came to power three years ago, President Bola Tinubu pledged - like his predecessors - to tackle insecurity but analysts say the recent wave of kidnappings shows the policy has failed to deliver tangible progress.
"Without ⁠a coordinated strategy that targets both the profitability of the crime and its roots, Nigeria risks entrenching kidnapping not merely as a criminal industry but as a funding mechanism for the very groups that most threaten its stability," SBM said.
