Manchester City has consistently denied wrongdoing and is expected to appeal the commission's findings before the October 2 deadline.

The FA's latest statement does not announce any sanction against Manchester City, but it indicated that the governing body is assessing the implications of the commission's decision while the Premier League process continues.
