<p class="story-body-text" data-para-word-count="51"><em>The Board of Directors of the African Development Bank (AfDB) has approved a new USD 3.9 million, two-year technical assistance project to support African countries in the implementation of their National Energy Compacts into action under Mission 300, the AfDB-World Bank initiative to connect 300 million Africans to electricity by 2030.</em></p>
<p class="story-body-text" data-para-word-count="45">Energy Compacts are national plans in which governments set out how they will expand electricity access, strengthen their power sectors, and attract investment. Over the past year, dozens of African countries have launched these compacts, backed by strong political commitments and pledges from development partners.</p>
<p class="story-body-text" data-para-word-count="61">The new project, known as AESTAP Mission 300 Phase II, will provide direct technical support to 13 Mission 300 countries over the next 24 months, enabling them to move from documented energy plans to actual electricity connections for homes, schools, hospitals, and businesses. The benefiting countries are Chad, Gabon, Tanzania, Mauritania, DRC, Kenya, Nigeria, Madagascar, Ethiopia, Malawi, Lesotho, Namibia, and Uganda.</p>
<p class="story-body-text" data-para-word-count="9">In practical terms, AESTAP Mission 300 Phase II will:</p>
<ul>
<li>Help governments improve electricity regulations, planning, and tariffs so investments can move forward.</li>
<li>Strengthen utilities so they can deliver more reliable power and reduce losses.</li>
<li>Support better data, research, and learning across countries through tools like the Electricity Regulatory Index and regional energy forums.</li>
<li>Place expert advisers inside national Compact Delivery and Monitoring Units to help governments coordinate reforms and track progress.</li>
</ul>
<p class="story-body-text" data-para-word-count="47">Wale Shonibare, Director of Energy Financial Solutions, Policy and Regulation at the AfDB, said, &#8220;Countries have made bold commitments through their energy compacts. Now, through AESTAP Mission 300 Phase II, we are helping them implement those commitments so that more households, entrepreneurs, and communities actually get electricity.&#8221;</p>
<p class="story-body-text" data-para-word-count="52">The new project follows the approval of AESTAP Mission 300 Phase I in December 2025, which provided about USD 1 million to help countries set up and run their Compact Delivery and Monitoring Units (CDMUs). These units sit inside governments and are responsible for coordinating energy reforms across ministries and tracking progress.</p>
<p class="story-body-text" data-para-word-count="65">Phase I focused on creating and strengthening these delivery teams &#8211; training staff, setting up monitoring tools, and helping countries plan their next steps. Phase II will build on this by providing the technical support needed to implement planned reforms. The project will be implemented in coordination with other Mission 300 partners, including the World Bank, governments, and development organizations, to ensure a coordinated effort.</p>

<p class="story-body-text" data-para-word-count="73">I had long nursed the idea of visiting Kigali, Rwanda&#8217;s capital, given the exciting stories of infrastructure development, well-paved network of roads and other beautiful things I had heard about that country. When, therefore, I needed to travel to the United Kingdom in late last year, I decided to route my trip through Kigali aboard RwandAir. So November 28, 2025 was my first trip to Kigali and my first on RwandAir, as well.</p>
<p class="story-body-text" data-para-word-count="76">The wonderful experience I had on <strong><a href="https://www.rwandair.com/">RwandAir</a></strong> more or less offered a pleasant hint of the trip itself. Indeed, everything about the trip was flawless. The aircraft we flew in was new and clean. The check-in formality was faultless; the cabin crew were excellent. It was a five-and-a-half hour or so flight, but it didn&#8217;t feel like I spent up to five hours on the plane. Everything went smoothly that it seemed time simply rolled by.</p>

<p class="story-body-text" data-para-word-count="45">Within minutes of arrival at Kigali International Airport, I had recovered my luggage and passed through immigration with the help of Oluwaseun Akande, a senior official from the Nigerian Embassy in Kigali, who was on hand to receive me and accompany me to the hotel.</p>

<p class="story-body-text" data-para-word-count="56">Kigali International Airport is quite small, but what it lacks in size it offsets with an appealing design. A first-time visitor like me cannot help but notice the sheer beauty and cosiness of this airport. It&#8217;s also very functional and efficient. The services available at the airport were excellent. The internet wifi was smooth and fast.</p>

<p class="story-body-text" data-para-word-count="23">Having effectively settled in 2000 Hotel in the heart of Kigali, described as a 4-star hotel, I now began to plan my itinerary.</p>
<p class="story-body-text" data-para-word-count="47">I decided to pick a hotel in Downtown Kigali because I really wanted to explore the city, catch a full glimpse of Kigali, meet and interact with the locals. As I indicated, I was en route to London and planned to spend only three nights in Kigali.</p>
<p class="story-body-text" data-para-word-count="30">The three nights must be well utilised, consistent with the trip&#8217;s objectives to know virtually everything about Kigali: the culture and tradition, the people, their history, and the tourist spots.</p>
<p class="story-body-text" data-para-word-count="77">Oluwaseun proved very useful in that respect. Along with a few tourists I encountered at the hotel, I visited several places including the Fazenda Sengha, Mount Kigali, Kimironko Market and, of course, the Genocide Memorial. Chauffered by my Rwandan cabbie, who simply gave his name as Godwin, I also went round the city centre to see some of the important places like Kigali Government House, President Paul Kagame&#8217;s residence, some embassies, big conference centres and major hotels.</p>

<p class="story-body-text" data-para-word-count="76">Fazenda Sengha is an impressive recreational park. Its features include zip lines, archery, horse/donkey ride, train ride, paintball, and of course a restaurant and a bar. From this park erected on a mountain, one could get a bird&#8217;s eye view of Kigali. A river that snakes its way through the whole of Kigali can also be viewed. It was at this place that I saw donkeys again after a long time, and even rode on one.</p>
<p class="story-body-text" data-para-word-count="42">At Mount Kigali, a prominent hill in the city, which is 1,853 metres high, one can also have a panoramic view of the entire Kigali. Standing at the summit of Mount Kigali, this awesome hill is easily the main attraction in Kigali.</p>
<p class="story-body-text" data-para-word-count="43">Rwanda is a one-city country. Everything about the country revolves around the capital &#8211; Kigali. I was told there was no point visiting any of the other towns and villages, which are predominantly rural and far-flung places, because they featured virtually nothing remarkable.</p>
<p class="story-body-text" data-para-word-count="38">Notwithstanding this, President Kagame has made tremendous impact on Rwanda&#8217;s development. According to official documents in Kigali, the hallmarks of Kagame administration are peace and reconciliation, women empowerment, promotion of investment and entrepreneurship and access to information technology.</p>
<p class="story-body-text" data-para-word-count="48">On the streets of Kigali, President Kagame is good news. The people visibly adore him and commend his impact on the country. His residence is a sprawling structure next to the Government House. The sheer majesty of his residence is understandably so, given his status as the president.</p>
<p class="story-body-text" data-para-word-count="62">Reminded that Kagame has been in office since April 2000 and was recently sworn in for a new five-year term in August 2024, my cabman Godwin simply retorted: &#8220;That is not important to us. He is doing well and we love him. He treats all of us equally. Our country is okay. We don&#8217;t count how long he has been in power.&#8221;</p>
<p class="story-body-text" data-para-word-count="72">The impressive sights nonetheless, this is an unsolicited advice to President Kagame: after 26 years in power and still counting, it&#8217;s time he started thinking seriously of grooming a suitable successor to continue with his progressive policies, and quitting the stage when his present term expires. Otherwise, he would be putting at risk the good legacies he has built in the country and the huge impact he has made on Rwandan people.</p>
<p class="story-body-text" data-para-word-count="67">Like I said, that was unsolicited. The three-day trip to Kigali was generally eventful. It was exciting. There is so much to write about. Yet, there were also depressing and humbling moments during the trip. This was at the Kigali Genocide Memorial, built to commemorate the 1994 Rwandan genocide as a place of remembrance for the more than one million victims of the genocide against the Tutsi.</p>
<p class="story-body-text" data-para-word-count="83">Inside this memorial, the remains of over 250,000 people, the bones of those massacred &#8211; mostly Tutsis &#8211; are interred. In this place, one is confronted with grim stories and pictures of how the Hutu turned against the Tutsi; how brothers turned against brothers, friends against friends, families who had all along related well and inter-married turned against one another. The graves were well arranged in this large and sombre ground, evoking the tears and blood that flowed from the Rwandan civil war.</p>
<p class="story-body-text" data-para-word-count="18">Some accounts of those who survived the genocide were also pasted on the walls of the memorial centre.</p>
<p class="story-body-text" data-para-word-count="82">In his book &#8220;Conspiracy To Murder: The Rwandan Genocide,&#8221; Linda Melvern gave a chilling account of the killing in Rwanda during the war, quoting a part of the report of the International Committee of the Red Cross (ICRC) issued on April 29, 1994: &#8220;Whole families are exterminated, babies, children, old people, women are massacred in the most atrocious conditions, often cut with a machete or a knife, or blown apart by grenades, or burned or buried alive. The cruelty knows no limit.&#8221;</p>

<p class="story-body-text" data-para-word-count="48">As I criss-crossed the memorial, moving from one room to another, from one point to another, reading the narratives and viewing the haunting and saddening pictures, tears welled in my eyes. I prayed silently that this should never happen anywhere again to any set of people or nation.</p>
<p class="story-body-text" data-para-word-count="79">Those alleging genocide in Nigeria and spreading the narrative of genocide do not know what they are talking about. Yes, Nigeria is battling security issues. Yes, there are killings, very unfortunate and disturbing, but the government is confronting them headlong. However, there is no genocide in Nigeria, whether of Christians or Muslims, and we should not pray for one. Anyone who has seen the magnitude of the Rwandan massacre as documented in Kigali Memorial will perfectly understand this fact.</p>
<p class="story-body-text" data-para-word-count="85">We must commend President Kagame for his post-war efforts on peace and reconciliation, and the people of Rwanda for how they have all embraced peace after the ruinous genocide. Speaking on his own personal efforts in maintaining peace after the war, Lydie Mutesi, a guide officer at the Kigali Genocide Memorial, wrote on the wall of the centre: &#8220;The memorial is a very important place. I feel responsible and humbled because I&#8217;m contributing to teaching the world and my community about building peace after genocide.&#8221;</p>

<p class="story-body-text" data-para-word-count="44">Speaking in a widely watched interview with a globally renowned South African comedian, writer, producer, and television host, Trevor Noah, Mottley said Africa&#8217;s most urgent development crisis remains access to electricity, an issue often ignored amid global debates about artificial intelligence and advanced technology.</p>

<p class="story-body-text" data-para-word-count="19">&#8220;You have to see it to believe it. I have never seen water move at that speed,&#8221; she said.</p>
<p class="story-body-text" data-para-word-count="26">Underscoring the political and symbolic weight of the project, she added: &#8220;They did it when the world said no. It took 14 years&#8211;but they did it.&#8221;</p>
<p class="story-body-text" data-para-word-count="38">Mottley warned that the same global systems that denied Ethiopia financing continue to reflect colonial-era power structures, cautioning that without urgent reform, today&#8217;s international economic and political order threatens the long-term stability of nations across the Global South.</p>

<p class="story-body-text" data-para-word-count="22">The meeting focused on enhancing collaboration between the two countries, particularly in preparing for emergencies such as droughts, floods, and other crises.</p>
<p class="story-body-text" data-para-word-count="19">Ambassador Hassan reaffirmed Egypt&#8217;s commitment to supporting Somalia during such emergencies and emphasized Egypt&#8217;s role in assisting Somali institutions.</p>
<p class="story-body-text" data-para-word-count="24">Both sides also discussed programs to strengthen SODMA staff capacity, including training provided by Egyptian experts in weather forecasting, risk assessment, and disaster management.</p>

<p class="story-body-text" data-para-word-count="47">Senator Mohammed Ali Ndume (Borno South) has commiserated with the troops of Theatre Command North East Joint Task Force &#8216;Operation Hadin Kai&#8217; (OPHK), members of the Civilian Joint Task Force (CJTF), and families of those killed during an encounter with Boko Haram/ISWAP terrorists in Sabon Gari village.</p>
<p class="story-body-text" data-para-word-count="36">He also extended his sympathies to the people of Harang and other surrounding communities in the Hawul local government area, where some terrorists invaded and killed one person, with destruction of houses and other property recently.</p>
<p class="story-body-text" data-para-word-count="64">Recalled that the Media Information Officer Headquarters Joint Task Force OPHK, Lt. Col. Sani Uba on Thursday in a statement revealed that dozens of ISWAP terrorists were nuetralized by troops with recovery of arms and ammunition during confrontation, unfortunately, some soldiers of Sector 2 at Sabon Gari, Damboa local government area of Borno state, alongside some CJTF and innocent Civilians paid the supreme price.</p>

<p class="story-body-text" data-para-word-count="50">Ndume, a former Chairman Senate Committee on Army, in a condolence message he issued to Journalists in Maiduguri on Friday, urged the military, especially troops of OPHK, not to be deterred by pockets of terrorists&#8217; attacks, but to remain committed and steadfast in order to end the over 16-year war.</p>

<p class="story-body-text" data-para-word-count="27">Ndume prayed Allah to grant eternal rest to the souls of departed soldiers, CJTF and innocent civilians killed and also wished the injured ones a quick recovery.</p>

DIRCO specifically cited the use of official Israeli social media channels to launch what it called &#8220;insulting attacks&#8221; against President Cyril Ramaphosa, along with a failure to properly notify South African officials of visits by senior Israeli representatives.</p>

<p class="story-body-text" data-para-word-count="30">Such funds originate from various activities, including narcotics cultivation, jewelry trafficking, terrorism, fraud, prostitution, antiquities trafficking, corruption, embezzlement of public funds, and crimes threatening state security, both domestically and abroad.</p>
<p class="story-body-text" data-para-word-count="40">The researcher concluded that new technologies contribute significantly to the spread of money laundering-related crimes. Technological innovations have created new forms of financial crime via emails, social media and digital platforms, enabling criminals to defraud victims regardless of geographical location.</p>
<p class="story-body-text" data-para-word-count="30">Money laundering has devastating economic, social, and political consequences. It weakens the economy by fueling inflation, distorts investment through corruption, and erodes the social fabric by encouraging crime and corruption.</p>

<p class="story-body-text" data-para-word-count="24">It also threatens political stability by financing terrorism and undermining the rule of law, damaging a country&#8217;s reputation, reducing investment, and widening social inequality.</p>
<p class="story-body-text" data-para-word-count="32">The study revealed that digital money laundering occurs through various channels, notably cryptocurrencies, which are difficult to trace and convert. Cryptocurrencies are considered an ideal tool for laundering funds via decentralized platforms.</p>
<p class="story-body-text" data-para-word-count="25">Social media is also exploited, using influencers&#8217; popularity to create virtual stores that channel illegal funds into the formal economy through fictitious sales and purchases.</p>
<p class="story-body-text" data-para-word-count="36">Other methods include e-commerce and digital banking through invoice manipulation, instant transfer platforms that allow funds to be moved without direct oversight and online gaming, where virtual currencies and in-game assets are used to launder money.</p>

<p class="story-body-text" data-para-word-count="26">The tools and techniques used include cryptocurrencies (Bitcoin, Ethereum, etc.), encrypted communication applications (WhatsApp, Telegram), instant money transfer platforms (Venmo, Zelle), shell companies, and cross-border transfers.</p>
<p class="story-body-text" data-para-word-count="45">The study stressed that combating this phenomenon faces several challenges, including traceability due to the decentralised and confidential nature of many platforms, the speed and ease of cross-border fund transfers, and the constant evolution of criminal methods alongside technology, requiring advanced legislative and regulatory responses.</p>
<p class="story-body-text" data-para-word-count="37">According to the study, effective countermeasures include developing legislation governing the digital economy, establishing modern and integrated financial monitoring systems, strengthening international cooperation against organised crime and using artificial intelligence and data analysis to detect suspicious activities.</p>
<p class="story-body-text" data-para-word-count="34">It emphasised that any law regulating crypto-assets must be precise and proactive, keeping pace with technological innovation, strengthening legal systems, penalising money laundering and related crimes and setting standards and guidelines for anti-crypto-money-laundering legislation.</p>
<p class="story-body-text" data-para-word-count="36">In a statement to TAP, judge and researcher Jabeur Ghenimi noted that Tunisia has made significant efforts to strengthen its legal and institutional framework to combat money laundering, particularly following challenges linked to its international classification.</p>
<p class="story-body-text" data-para-word-count="22">Tunisia&#8217;s current system is based on harmonising domestic legislation with international standards, notably the recommendations of the Financial Action Task Force (FATF).</p>
<p class="story-body-text" data-para-word-count="38">Key laws include Organic Law No. 26 of 2015 (the counterterrorism and anti-money laundering framework law), Organic Law No. 9 of 2019, and Government Decree No. 419 of 2019 on implementing UN decisions related to preventing terrorist financing.</p>
<p class="story-body-text" data-para-word-count="30">This also includes Central Bank of Tunisia (BCT) circulars, the most recent being Circular No. 2 of 2026, which sets out due diligence and anti-money laundering obligations for exchange offices.</p>
<p class="story-body-text" data-para-word-count="35">Tunisia also has oversight institutions such as the Tunisian Financial Analysis Commission (CTAF) and sectoral supervisory authorities, including the BCT, the Financial Market Council (CMF), the General Insurance Authority (CGA) and the Microfinance Control Authority.</p>

<p class="story-body-text" data-para-word-count="29">Thanks to these reforms, Tunisia managed to exit the FATF blacklist and the EU list of high-risk countries, a process launched in 2019 and consolidated by the current stability.</p>
<p class="story-body-text" data-para-word-count="25">The latest Basel AML Index (2025), published by the Basel Institute on Governance, ranked Tunisia among the African countries least exposed to money laundering risks.</p>
<p class="story-body-text" data-para-word-count="39">Moreover, the Fifth Central Brigade specialised in combating information and communication technology-related crimes, under the National Guard&#8217;s intelligence and investigations directorate, investigated dozens of judicial cases last year involving users of social media platforms such as TikTok and Instagram.</p>

<p class="story-body-text" data-para-word-count="33">Nairobi — Education continues to receive the largest share of government spending among ministries, but critical funding gaps remain, particularly in school capitation and scholarships, Treasury Principal Secretary Chris Kiptoo has told Members of Parliament.</p>
<p class="story-body-text" data-para-word-count="44">Speaking during the National Assembly leadership retreat Thursday, Kiptoo said the education sector will take up about 27 per cent of total ministerial allocations in the 2026/27 financial year, making it the single biggest beneficiary of funds available to ministries under the national budget.</p>
<p class="story-body-text" data-para-word-count="36">However, he cautioned that despite the large share, the sector is still not fully funded due to mounting pressures from rising enrolment, expanding basic education programmes and limited fiscal space caused by high debt servicing costs.</p>

<p class="story-body-text" data-para-word-count="36">According to the Treasury, while total government expenditure is projected at about Sh4.6 trillion, only about Sh2.8 trillion will be available for distribution to ministries after debt repayments, pensions and other Consolidated Fund Services are deducted.</p>
<p class="story-body-text" data-para-word-count="30">The remaining Sh1.8 trillion, Kiptoo said, will be used to service external and domestic debt and meet pension obligations, significantly limiting resources available for service delivery across sectors, including education.</p>

<p class="story-body-text" data-para-word-count="52">This has forced the government to prioritise recurrent obligations such as salaries and statutory transfers, while development spending continues to shrink. Treasury data shows that the share of the budget allocated to development projects has fallen to about 11.2 per cent, down from nearly 28 per cent in the 2016/17 financial year.</p>
<p class="story-body-text" data-para-word-count="38">The pressure on education financing comes amid persistent complaints from schools over delayed and inadequate capitation, as well as rising costs linked to the implementation of the competency-based curriculum and increased enrolment at both primary and secondary levels.</p>
<p class="story-body-text" data-para-word-count="36">Universities and technical institutions have also been grappling with funding shortfalls, leading to growing reliance on student fees and loans to cover operational costs, even as access to scholarships remains limited for students from low-income households.</p>
<p class="story-body-text" data-para-word-count="43">Kiptoo told MPs that the government is increasingly turning to alternative financing models, including public-private partnerships and the planned National Infrastructure Fund, to move commercially viable projects off the budget and free up more resources for social sectors such as education and health.</p>

<p class="story-body-text" data-para-word-count="37">&#8220;If we can take some infrastructure spending off the budget and finance it through the infrastructure fund and private capital, we can create more fiscal space for sectors like education that cannot be commercially financed,&#8221; he said.</p>
<p class="story-body-text" data-para-word-count="26">However, the Treasury PS warned that without improvements in revenue collection, even social sectors will continue to face funding constraints, regardless of how budgets are reprioritised.</p>
<p class="story-body-text" data-para-word-count="58">He noted that Kenya&#8217;s tax-to-GDP ratio has declined over the past decade, reducing the government&#8217;s capacity to fund growing social demands. Tax revenue as a share of GDP has fallen to about 14.4 per cent from nearly 18 per cent in 2013 and 2014, driven by compliance gaps, tax incentives and limited taxation of some major economic sectors.</p>
<p class="story-body-text" data-para-word-count="33">At the same time, nearly half of ordinary revenue is now consumed by debt servicing and pension payments, up from about 16 per cent ten years ago, further squeezing funds available for ministries.</p>
<p class="story-body-text" data-para-word-count="31">&#8220;This is why we are saying fiscal space is shrinking. Even when we allocate the biggest share to education, the resources are still not sufficient to meet all needs,&#8221; Kiptoo said.</p>

<p class="story-body-text" data-para-word-count="38">Kiptoo said the government is pursuing zero-based budgeting, procurement reforms and digitisation of payroll and pension systems to improve efficiency and reduce wastage, while also seeking to strengthen tax administration to boost collections without overburdening already compliant taxpayers.</p>

<p class="story-body-text" data-para-word-count="38">Speaking at the event, Mexico&#8217;s Ambassador to Rwanda, resident in Kenya, Gisele Fernández Ludlow, said that despite the geographical distance between Mexico and Rwanda, the two countries have built strong and lasting relations in areas of shared interest.</p>
<p class="story-body-text" data-para-word-count="30">&#8220;Mexico and Rwanda have cultivated a relationship in tax transparency, financial integrity, and broader diplomatic engagement through Africa-focused initiatives, reflecting a shared commitment to global governance and cooperation,&#8221; she said.</p>
<p class="story-body-text" data-para-word-count="27">The celebration, she added, invites both countries not only to honour the past and acknowledge the present, but also to renew the shared commitment to the future.</p>
<p class="story-body-text" data-para-word-count="29">&#8220;Rwanda&#8217;s growth in Meetings, Incentives, Conferences, and Exhibitions (MICE) tourism, combined with Mexico&#8217;s experience in this field, opens new avenues for exchange, investment, and cooperation in tourism,&#8221; she noted.</p>

<p class="story-body-text" data-para-word-count="30">Ernest Rwamucyo, High Commissioner of Rwanda to Kenya, pointed out that Rwanda highly values the cordial and principled cooperation it enjoys with Mexico, both bilaterally and on the international stage.</p>
<p class="story-body-text" data-para-word-count="38">&#8220;Over the past five decades, Rwanda and Mexico have maintained sustained and meaningful interactions, particularly within multilateral forums, where our countries have consistently upheld shared principles of multilateralism, dialogue, international solidarity, and respect for international law,&#8221; he said.</p>
<p class="story-body-text" data-para-word-count="17">These engagements, he added, have strengthened mutual understanding and contributed positively to global peace and sustainable development.</p>
<p class="story-body-text" data-para-word-count="35">Rwamucyo also underlined that Rwanda remains keen to further strengthen bilateral cooperation with Mexico across a broad range of areas, including political consultations, trade and investment, education, innovation, tourism, agriculture, climate action, and South-South cooperation.</p>
