    <summary type="html"><![CDATA[<div dir="ltr" trbidi="on"><blockquote><span>NEET PG 2018 became a nightmare for around 12 medicos, who missed their exam due to mismanagement at exam center.</span></blockquote><blockquote><span>Another blow after that is when, Dr. Anand Rai exposed mass level cheating scam again this year in NEET PG.</span></blockquote><div><br></div><div>Medicos, who reached on time for the exam but due to mismanagement at exam centre at Mundka Delhi, they were denied entry. Nearly, 12 students have lost one year due to mismanagement of officials conducting the exams at the Mundka centre on Sunday.&nbsp;</div><div><br></div><div>Students alleged that they were shocked when they were denied entry into the exam hall despite having reached on time. Two exams were held at the Mundka centre on that day. The reporting time was from 7:30 to 9:30 am. The students said that they had reached at 8:30 am. One exam was of MBA (XLRI) while the other one was for NEET-PG.&nbsp;</div><div><br></div><div><b><i>There was no signboard indicating the entrance of gates.</i></b> In addition to this, the students said that they had reached before the reporting time but were not allowed to enter the hall and were rather misguided. Meanwhile, medical students had also alleged that they were asked to enter the centre from a different gate, which was at quite a distance. When they reached that gate, they were told that it was the entry gate for the students appearing for MBA exam. When they ran back to the gate from where they were asked to, they were denied entry as the reporting time had passed. The students made several requests to those deployed there but all went in vain. The staff deployed informed that since the biometric admission had closed, so they could not let anyone to enter the exam room. The staff also allegedly misbehaved with the students.&nbsp;</div><div><br></div><div><div><br></div></div><div><br><br></div><div>Police have registered the students' complaint against the centre. All the students seemed clueless about whom they should approach for entry. They have also requested the council to allow them to continue their second year in another Russsian university.</div><div>MY Dyakov, Dean, faculty for foreign students at SSMU told DNA, "We plan to not admit Indian students in the Russian medium. The education consultancy has cheated Indian students and this incident has given a bad name to the university. We have to take a firm stand on the issue so that no other Indian student is cheated again."</div><div>DNA had reported how 133 Indian students who had gained admission at SSMU for an MBBS course were left in the lurch after they were told that they were enrolled for the course in the Russian medium, not English, by a Delhi-based agency, Rus Education.</div><div>While lessons were imparted in English for the initial year, the problems for the students began when the university started instructing them in the Russian medium from the second year onwards.</div><h3><strong>Left stranded</strong></h3><div>133 Indian students were left in the lurch after they were told that they were enrolled for the course in the Russian medium and not English.</div></div>]]></summary>

    <summary type="html"><![CDATA[<div dir="ltr" trbidi="on">Patna: A Delhi Police crime branch team on Tuesday arrested a junior resident doctor at Patna Medical College and Hospital (PMCH) for his alleged involvement in the National Eligibility cum Entrance Test (NEET) question paper leak this year.<br><br>The doctor, identified as Jan Mehta (34), belongs to Tulsiya under the Bihariganj police station area in Madhepura district. He is a postgraduate student in radiology department of PMCH. "His original name is Rajeev Ranjan and the CBI was also searching him," sources said adding that he fraudulently cleared the examination this year and got admission in PMCH. Sources also said the crime branch team had raided the PMCH department on October 14 as well but could not find him. Police sources said he was arrested from his department.<br><br>Sources said he had also been enrolled in MBBS course at PMCH in 2008. Sources said Mehta was a 'scholar' (helping others through illegal means) for several candidates who had appeared in the NEET postgraduate competitive examination conducted across the country this year.     <summary type="html"><![CDATA[<div dir="ltr" trbidi="on">CHENNAI: In spite of the acute shortage of specialists like cardiac surgeons and oncologists, several super-specialty seats across the country , including nearly 100 in state-run colleges of Tamil Nadu, will remain vacant in 2017, with the Supreme Court declining to further extend the September 14 deadline for admission.<br><br>This would mean the country may find it challenging to tackle the increasing demand for such specialists amid the increasing incidence of heart diseases, cancers and strokes. The crores of rupees spent by governments and private colleges on each super specialty course may also go waste.<br><br>In TN, only eight of the 22 state-run colleges have super specialty courses.<br><br>Now, there are 99 seats vacant -53 in Madras Medical College, 14 in Kilpauk Medical College, 11in Stanley Medical College, nine in Madurai Medical College, five in Thanjavur Medical College, six in Tirune<br><br>lveli Medical College and one in Chengalpet Medical College.<br><br><br>"We have lost 15 seats each in cardiothoracic surgery and plastic surgery seats, a dozen seats each in paediatric surgery and neurology besides other seats," said state selection committee secretary Dr G Selvarajan.<br><br>On Friday , a three-judge bench headed by Chief Justice of India Deepak Misra rejected the petitions seeking a further extension of the deadline for admission.The deadline had already been extended for 10 days from September 4.<br><br>Another extension at this juncture would not be appropriate, it said. "Weighing both the concepts in a balanced manner, we unhesitatingly come to the conclusion that the prayers made in the interlocutory applications do not deserve any acceptance and, accordingly , they stand rejected," the bench concluded. In 2017, as per instructions from the Medical Council from the Medical Council of India, admission to all super specialty courses - done after post-graduation across the country was conducted by the Directorate General of Health Services (DGHS) in New Delhi.<br><br>There are 1,011 superspecialty seats in the country . As per the original plan, the counselling process which began on August 9 was scheduled to be completed by August 29.<br><br>However, DGHS officials say the schedule was thrown out of gear as the process was stayed at least by two high courts. Since the seats could not be filled even after the second extension, several colleges moved the court once again. While the court appreciated the concern, perception, and argument of senior counsel seeking an extension of time, it rejected the applications as it felt that sense of concern was one thing "but sustenance of discipline and order is another aspect."<br><br>Senior academicians say that superspeciality courses are too precious to be left vacant. "Not all medical colleges have these courses. It is permitted only if colleges have an adequate number of patients, teaching faculty and the required infrastructure such as diagnostic equipment and theatres. Nadda requesting extension of the counselling deadline for Neet-super-speciality courses up to October 17, as more than 500 seats are vacant after the second round of the counselling.  He said only 1,141 students had reported to colleges for 1,969 seats for DM/M.Ch. courses.  Some petitioners have moved the Supreme Court seeking more time to fill the vacant seats. Dr T. Senthil Nathan, a petitioner and aspirant from Chennai, said, &ldquo;Advocate Kapil Sibal argued for mop-up counselling for private colleges. In the mop-up counselling, only students who did not get seats in the first two rounds can participate.&rdquo; He said the vacancies arose as many candidates blocked seats but did not join.<br><br>Aspirants from Telangana state had approached the directorate general of health services to conduct counselling or to task the Kaloji Narayana Rao University of Health Sciences and Dr NTR University of Health Sciences with the job. Dr G. Srinivas a superspeciality aspirant, said he had missed the second counselling as he had opted for DM clinical pharmacology which had four seats.  &ldquo;Four students opted for the course, but only one joined. The other three seats are vacant.&rdquo;<br><br>An aspirant said, &ldquo;It&rsquo;s time to reform medical education. More than half the seats are lying vacant in Tamil Nadu medical colleges as students feared signing the service bond. We should end the bond system or lose doctors to the US and the UK.&rdquo; Kaloji Narayana Rao University of Health Sciences Vice-Chancellor Dr Karunakar Reddy0 also supported the idea of a third round of counselling. &ldquo;It is very painful if so many seats are lying vacant when there is high demand for super-specialists, &rdquo; Dr Karunakar Reddy said. As a result, 99 seats in MBBS and 61 in the super specialities will not be filled, the CMC&rsquo;s Council decided on Saturday.<br><br>The move is seen as a consequence of the post-NEET scenario where the government decreed that all admissions to medical courses would be filled up through single window counselling on the basis of NEET marks.<br><br><br><br>The MBBS course will be run for a single student, a Central Government nominee who happens to be the son of a martyr this year, and a single candidate will be admitted to the DM Cardiology, as mandated by a Supreme Court order earlier this year, explained Sunil Chandy, Director, CMC.<br><br>PG admissions to 182 courses were filled up as per usual admission process as the prescription of single window counselling came at the eleventh hour by which time the College had completed its admissions, and as per the Notification issued by the National Board of Examinations. The Supreme Court ratified this in favour of the college, Solomon Sathishkumar, principal-in-charge, CMC, said.<br><br>&ldquo;The Council was perturbed by the position taken by the MCI and the Government of India to whittle down or obliterate the benefit of Article 30 (1) to a proven institution,&rdquo; says Krishna Srinivasan, senior lawyer who has appeared for the college over several decades.<br><br>Article 30(1) guarantees minorities, both religious and linguistic, the right &ldquo;to establish and administer educational institutions&rdquo; of their choice. This right, incidentally, has been recognised from the year 1957 by a series of judgments of the Supreme Court, including the landmark decision rendered by the eleven-judge bench of the Supreme Court in the Pai case.<br><br>Mr Srinivasan said, &ldquo;We have challenged the Regulations prescribing common counselling for both UG and PG courses in the Supreme Court, in which we have also filed two interlocutory petitions, one for under graduate admissions, and another for admission to super specialities. In October, the Court will decide the validity of our plea to make our own admissions.&rdquo;<br><br>&ldquo;We are not happy to do this. It will also translate to a deficit in our frontline patient management systems. It is a sacrifice we are making. But we have to judge a student by our objective of the role we envision for our candidates,&rdquo; Dr. Chandy said.<br><br>&ldquo;The government defines merit as marks alone. For the kind of doctors we need, we have to assess suitability criteria, including commitment to serving the public, leadership skills, and ability to work as part of our team, enshrined in our three-day selection process. This does not come through in the current admission system.&rdquo;<br><br>Thomas Samuel Ram, CMC Council secretary, said, &ldquo;We want to run the course, but our hands are tied. Ours is a system that has been recognised and even commended by several judgements as fair and non-exploitative. The fees (&#8377;3000 per annum) is heavily subsidised by patient care.&rdquo; He added that the assessment of a candidate is against a particular role the college expects him or her to perform.<br><br>Out of the 100 seats available for the MBBS course, 85 seats are reserved for the minority community, in this case, Christians and 15 seats are in the open category. Students admitted under the minority category are required to serve in one of the mission hospitals run by the society for two years after completing the course.<br><br>&ldquo;Even the other students are inspired, and are glad for opportunities to serve in remote locations. Ninety per cent of our students continue to stay and serve,&rdquo; said Dr. Chandy. He explained that students come from all over the country, and the heavily-subsidised education allows them students from different backgrounds to take up a course. In some instances, mission hospitals support under privileged children with aptitude from their areas to study at CMC. The history of the college is replete with stories of students returning home to establish medical facilities, in some instances, for the first ever time, he adds, quoting some examples.<br><br>Mr. Srinivasan pointed out that the CMC&rsquo;s admission system has been in place since 1946 and has been enriched through inputs from experts in different fields.     <summary type="html"><![CDATA[<div dir="ltr" trbidi="on">Five engineers, including the supervisor of an examination centre in Chandigarh, where the National Eligibility and Entrance Test was held in December last year, have been arrested for allegedly hacking the examination server after installing a software called Ammyy Admin.<br><br>The examination is held to admit students into postgraduate medical courses. As first reported by The Indian Express in April, Delhi Police had discovered that servers were hacked to help some students cheat in the exam, following which three persons were arrested.<br><br>Sources said one of the accused, Ankur Mishra, a mechanical engineer and a site supervisor of Indo Global College of Engineering in Chandigarh, surrendered before a Delhi court a few days ago. &ldquo;He had been absconding for over a month after being called in for questioning. After the arrest of three arrested persons &mdash; Abhishek Singh, Atul Vats and Hansu &mdash; police had called him for questioning. But after appearing twice, he started avoiding police. The court also issued non-bailable warrants against Mishra. Several teams of the Crime Branch had been conducting raids to nab him, but in vain,&rdquo; sources said.<br><br>After questioning him, police arrested four persons &mdash; Suraj, Rajan, Vishal and Lakhdeep &mdash; all engineering diploma holders. &ldquo;Mishra told police that he gave Rs 2 lakh to each of them to allegedly hack the system and install the Ammyy Admin software on his directions,&rdquo; police sources said.<br>In their chargesheet, police mentioned that US-based M/S Prometric Testings Pvt Ltd failed to identify the software which had been used by the accused.<br><br>&ldquo;The alleged persons, including site-supervisors, engineers and senior officials, managed to break open the security system of Prometric. Unlike other students, their selected candidates got internet access on their exam computers, which helped them connect remotely with computers outside the examination hall,&rdquo; police said, adding that Mishra used the software to put students in touch with agents outside, who would then solve the papers.<br>After his arrest, Mishra was sent to five-day police custody. &ldquo;Mishra told police he was a site supervisor of a Noida college where NEET was held in 2015. But he did not help anyone at the time. He later discovered that supervisors from another college had allegedly earned money after helping some students. He then met a lab technician at a Noida college, and hatched the plan. Several teams of the Crime Branch had been conducting raids to nab him, but in vain,&rdquo; sources said.<br><br>After questioning him, police arrested four persons &mdash; Suraj, Rajan, Vishal and Lakhdeep &mdash; all engineering diploma holders. &ldquo;Mishra told police that he gave Rs 2 lakh to each of them to allegedly hack the system and install the Ammyy Admin software on his directions,&rdquo; police sources said.<br>In their chargesheet, police mentioned that US-based M/S Prometric Testings Pvt Ltd failed to identify the software which had been used by the accused.<br><br>&ldquo;The alleged persons, including site-supervisors, engineers and senior officials, managed to break open the security system of Prometric. Unlike other students, their selected candidates got internet access on their exam computers, which helped them connect remotely with computers outside the examination hall,&rdquo; police said, adding that Mishra used the software to put students in touch with agents outside, who would then solve the papers.<br>After his arrest, Mishra was sent to five-day police custody. &ldquo;Mishra told police he was a site supervisor of a Noida college where NEET was held in 2015. But he did not help anyone at the time. He later discovered that supervisors from another college had allegedly earned money after helping some students. He then met a lab technician at a Noida college, and hatched the plan. However, in July the testing company admitted to Delhi Police that their software &ldquo;can be breached&rdquo;.<br><br>The November-December exam would have been the last administration in its partnership. The chargesheet also states that supervisors of two examination centres in Chandigarh and Greater Noida, where the exam was held, helped some students cheat.<br><br>In the course of their investigations, police found that the exam-controlling body, the National Board of Examination (NBE), had given the contract to conduct NEET PG (2017) to M/S Prometric Testings Pvt Ltd. &ldquo;They had sub-contracted with CMS IT Services Pvt Ltd to hire engineers, site supervisors and other staff to prepare exam labs and for actually conducting the NEET (PG) examinations at various exam centres from December 5 to December 13. Later, CMS IT Services Pvt Ltd had further tied up with M/S Apex Services to provide manpower and technical staff at the examination centres,&rdquo; police stated in their chargesheet.<br><br>Police said the &ldquo;agents and sub-agents&rdquo; were active through the year in search of candidates ready to give money for a good rank. &ldquo;After finding such candidates, the sub-agents informed senior agents, who had direct links either with the candidates or their parents.     <summary type="html"><![CDATA[<div dir="ltr" trbidi="on">SIX new AIIMS are struggling to fill vacancies, with the Union Health Ministry not too hopeful about getting the right candidates for the 1,285 posts this year. One proposal being considered now is to hire retired professors up to the age of 70 years on contract as faculty. Last year, a total of 1,300 posts were advertised for the AIIMS at Bhopal, Bhubaneswar, Jodhpur, Patna, Raipur and Rishikesh. Only 300 were selected and just 200 finally joined. At his annual press conference last month, Health Minister J P Nadda admitted, &ldquo;We are not getting good people. Hum chalis-chalis logon ko reject kar rahen hain (We are rejecting up to 40 people at a time).&rdquo;<br><br>Each AIIMS received 600-800 applications on an average last year, which means only one in 14 applicants was found to be deserving and only two of three who were selected joined. The number of vacancies this year is only a little lesser. Bhopal has advertised 251 posts, Bhubaneswar 178, Jodhpur 204, Patna 253, Raipur 204 and Rishikesh 205.     <content type="html"><![CDATA[<div dir="ltr" trbidi="on">SIX new AIIMS are struggling to fill vacancies, with the Union Health Ministry not too hopeful about getting the right candidates for the 1,285 posts this year. One proposal being considered now is to hire retired professors up to the age of 70 years on contract as faculty. Last year, a total of 1,300 posts were advertised for the AIIMS at Bhopal, Bhubaneswar, Jodhpur, Patna, Raipur and Rishikesh. Only 300 were selected and just 200 finally joined. At his annual press conference last month, Health Minister J P Nadda admitted, &ldquo;We are not getting good people. Hum chalis-chalis logon ko reject kar rahen hain (We are rejecting up to 40 people at a time).&rdquo;<br><br>Each AIIMS received 600-800 applications on an average last year, which means only one in 14 applicants was found to be deserving and only two of three who were selected joined. The number of vacancies this year is only a little lesser. Bhopal has advertised 251 posts, Bhubaneswar 178, Jodhpur 204, Patna 253, Raipur 204 and Rishikesh 205. Called the National Licentiate Examination, it will be compulsory for medical graduates to clear for the purpose of grant of licence to practice and enrolment in Medical Register(s). The idea is to test the quality of the medical graduate.<br><br>This exam will also be used as NEET for postgraduate admissions, once the law takes force. As of today, CBSE conducts NEET UG and NEET PG for the purpose of medical admissions.<br><br>The new Bill contains an important diversion (from the original draft a NITI Aayog expert panel prepared earlier this year) the GoM is learnt to have allowed in respect of the manner of selection of NMC members.<br><br>The original NMC Bill which a NITI Aayog committee headed by its vice-chairman Arvind Panagariya drafted, argued against elections to pick members of the commission. This argument was in sync with the 92nd report of the Parliamentary Standing Committee on Health, which, while recommending the scrapping of MCI, castigated the MCI for electing its members. The committee said: &ldquo;MCI system where the regulated elect the regulators is flawed.&rdquo;<br><br>The new NMC Bill cleared by the GoM is learnt to have proposed an increase in the strength of commission members from 19 (originally suggested by NITI Aayog) to 29. The new Bill then says nine of the 29 NMC members can come through an election and the rest will be selected.<br><br>This change, sources said, followed overwhelming opinion in favour of some elected component in the NMC.<br><br>The Bill seeks to replace the Indian Medical Council Act, 1956, after the parliamentary committee on health concluded that the MCI had become a corrupt body and had failed to fulfil its mandate. It was originally drafted by a committee set up by PM Narendra Modi and comprising PK Mishra, Additional Principal Secretary to the PM; Amitabh Kant, NITI Aayog CEO; and BP Sharma, then Health Secretary.     <summary type="html"><![CDATA[<div dir="ltr" trbidi="on">The Supreme Court on Wednesday restored 50% institutional preference in admission to PG medical courses. <br><br>A Vacation Bench headed by Justice Ashok Bhushan, which had reserved its verdict on Tuesday, set aside the Allahabad High Court&rsquo;s May 29 order quashing the 50% institutional quota in admission to PG medical courses. <br><br><br>After this order, Banaras Hindu University (BHU), Aligarh Muslim University (AMU) and government-run medical colleges in Uttar Pradesh can go ahead with counselling for admission to PG medical courses and fill up seats by June 12, the top court said. <br><br>Acting on a PIL, the high court had on May 29 allowed filling up the 50 per cent institutional quota seats in PG medical courses at BHU and AMU for students from any medical college based on their NEET ranking. <br><br>The top court&rsquo;s order came on petitions filed by BHU and AMU, which had challenged the high court&rsquo;s order contending it went against an earlier verdict of the top court as also Medical Council of India regulations that permitted them to fill 50% seats from their own institution. MCI had supported BHU and AMU, saying the high court misinterpreted the regulations. <br><br>On behalf of BHU, Additional Solicitor-General Maninder Singh had sought immediate stay on the high court&rsquo;s order. <br><br>&ldquo;The entire apple cart cannot be reversed by re-opening those 50 per cent seats for students selected through the National Eligibility-cum-Entrance Test (NEET),&rdquo; Singh had said. <br><br>Singh had cited the top court&rsquo;s verdict in the Saurabh Chaudhary case that laid down guidelines for PG medical admission and emphasised that only half the seats were to be filled through all-India quota. If the institutional preference for 50 per cent seats were done away with, what would happen to other premier institutes like the AIIMS and the PGI, Chandigarh, he added. <br><br>Senior advocate Salman Khurshid, representing AMU, had demanded stay on the HC verdict, saying some students had already been admitted by the university under the 50% quota. She visited the office on the day of third counselling after receiving a number of complaints that self-financing institutions are continuing to reject demand drafts by candidates who went by the fee structure announced by the fee committee and the vacancy list has not been released on the Centac website for government quota seats.<br>She became furious identifying &lsquo;glaring flaws in processes of seat allocations&rsquo; shouted at officers present there and asked them to immediately present papers related to seat allocation.<br><br>Knowing that 71 seats are still vacant under government quota for students who qualified Neet examination, the Lt Governor shouted at the officers saying that they have &lsquo;betrayed&rsquo; the students of Puducherry by pre-updating the vacant number of seats before completing the counselling process.<br><br>Ms Bedi, who visited the office around 9.30 in the morning continued her inspection till 6.30 pm. Despite Centac officials&rsquo; plea that they have to consider secretary of health before making an order, the  Lt Governor issued an order directing the Centac to conduct counselling on Wednesday to fill vacant seats and strictly asked them to rescind the seats diverted from government quota  to management quota if any.<br><br>Much to the relief of students, Ms Bedi asked private medical colleges to admit students following the fee structure recommended. Ms Bedi threatened the officers to suspend them if they were not ready to present in the office of Centac on the day of counselling on Wednesday.<br><br>Following her visit, R. She visited the office on the day of third counselling after receiving a number of complaints that self-financing institutions are continuing to reject demand drafts by candidates who went by the fee structure announced by the fee committee and the vacancy list has not been released on the Centac website for government quota seats.<br>She became furious identifying &lsquo;glaring flaws in processes of seat allocations&rsquo; shouted at officers present there and asked them to immediately present papers related to seat allocation.<br><br>Knowing that 71 seats are still vacant under government quota for students who qualified Neet examination, the Lt Governor shouted at the officers saying that they have &lsquo;betrayed&rsquo; the students of Puducherry by pre-updating the vacant number of seats before completing the counselling process.<br><br>Ms Bedi, who visited the office around 9.30 in the morning continued her inspection till 6.30 pm. Despite Centac officials&rsquo; plea that they have to consider secretary of health before making an order, the  Lt Governor issued an order directing the Centac to conduct counselling on Wednesday to fill vacant seats and strictly asked them to rescind the seats diverted from government quota  to management quota if any.<br><br>Much to the relief of students, Ms Bedi asked private medical colleges to admit students following the fee structure recommended. Ms Bedi threatened the officers to suspend them if they were not ready to present in the office of Centac on the day of counselling on Wednesday.<br><br>Following her visit, R.
