Police in Buriram are investigating a possible underwear theft after a woman found a black plastic bag containing more than 100 wet underwear dumped in her garden.

The bag was discovered on the afternoon of October 13 in a pandan garden in Ban Kruat subdistrict, Ban Kruat district, after 54 year old Ueai Phromprakhon went outside.

Ueai initially thought someone had dumped rubbish in the garden. When she opened the bag, she found a large amount of underwear belonging to both men and women, including bras and underpants.

She estimated there were at least 100 items inside. Some were still attached to clothes hangers, while all of them were damp and had not dried.

Ueai said she believed the underwear may have been stolen from homes where it had been left hanging out to dry.

She contacted a younger acquaintance, Puii, to come and look at the bag. Puii recorded a video before police at Ban Kruat Police Station were called to inspect the items.

Puii later posted the footage on Facebook, asking anyone who had lost underwear to come forward and claim it.

Some commenters said large amounts of underwear had disappeared from their homes, while others joked that the thief appeared to have taken underwear from across the whole village.

Ueai said she had never noticed anything unusual in the garden before and had no idea why the bag was dumped there.

She suspected the underwear had been stolen from homes in the area, noting that residents in Ban Kruat had previously reported similar thefts.

She added that she did not know whether the person responsible had a sexual motive or intended to resell the underwear, and urged police to track them down.

Police took the black bag and its contents to Ban Kruat Police Station. They suspect it was dumped by the same person behind earlier underwear thefts in the area, after some victims had already reported underwear being stolen from outside their homes.

As of the latest report, nobody had come forward to claim any of the underwear, and investigators are gathering evidence to identify the suspect and pursue legal action.

Thailand and Switzerland are moving to fast-track implementation of their EFTA free trade agreement while advancing plans for about US$120 million in carbon-credit purchases.

Prime Minister Anutin Charnvirakul and Swiss President Guy Parmelin discussed the plans in Bangkok today, October 15, during Parmelin’s official visit to Thailand on the sidelines of the IMF-World Bank Annual Meetings 2026.

The visit comes as Thailand and Switzerland prepare to mark 95 years of diplomatic relations and is the first official visit by a Swiss president to Thailand in 22 years.

Trade and investment were among the main topics. Switzerland was Thailand’s largest trading partner in Europe in 2025 and remained so during the first nine months of this year.

The two governments agreed to push ahead with implementation of the Thailand-European Free Trade Association, or EFTA, agreement as quickly as possible to expand trade and investment opportunities and improve business competitiveness.

Thailand also wants more Swiss investment in high-value industries and advanced technology, along with closer cooperation on technology transfer and supply chains.

Climate cooperation formed another major part of the talks.

Thailand and Switzerland have already worked together under Article 6 of the Paris Agreement, including through the Bangkok e-bus programme.

More than 2,000 electric buses have been introduced under the programme, helping reduce greenhouse gas emissions and air pollution while improving quality of life.

Swiss-based KliK Foundation is expected to purchase around US$120 million worth of carbon credits generated through the cooperation, subject to approval from both governments.

The funding could support further climate projects and help Thailand move towards a lower-carbon economy.

The two sides also discussed closer cooperation in science, technology and innovation, including joint research between universities, research institutions and businesses.

Areas under consideration include technology transfer and turning research and new technology into commercial or industrial applications.

Vocational education was another focus, with Thailand looking to Switzerland’s experience in linking education more closely with industry.

The two countries discussed expanding skills development, knowledge exchange and vocational training to prepare workers for future industries.

Regional and global security issues also came up during the talks, including online scams and illicit financial flows.

Parmelin thanked Thailand for its efforts to combat transnational crime, noting that Swiss citizens are among those at risk of being targeted by online criminal networks.

He also invited Anutin to Switzerland for a future meeting in Davos, where the two sides could continue discussions on shared concerns.

A former Chinese flight attendant studying in Thailand has been arrested in Songkhla after police accused her of acting as a broker for Chinese nationals travelling illegally between Thailand and Malaysia.

The 34 year old woman, identified by the pseudonym Pan Yudong, was among five people arrested today, October 15, as immigration officers investigated a smuggling route through southern Thailand.

The case began after Songkhla immigration officers learned that two Chinese men had crossed illegally from Malaysia and were staying at a hotel in central Hat Yai while waiting for someone from Bangkok to collect them.

Officers watched the hotel and saw the two men, identified by the pseudonyms Huang Guanggang and Huang Fu Yi, leave their room and wait in the car park.

During the checks, both men admitted entering Thailand through an unofficial border crossing in Narathiwat province.

Police later intercepted the vehicle carrying Mila near Padang Besar, finding her hidden on the back seat beneath clothing alongside a 39 year old Thai driver identified by the pseudonym Isara.

Pan and Isara were charged with helping and sheltering foreigners who had entered Thailand illegally to help them avoid arrest.

The two Chinese men and Mila were charged with entering and remaining in Thailand without permission. All five were transferred to investigators for further proceedings.

Police initially recorded the group as three Chinese nationals, one Thai national and one Vanuatu national.

Further questioning revealed more about Pan’s role in arranging cross-border travel.

Police said she had previously worked as a flight attendant for an airline in China before leaving the job to study in Thailand. While living in the country, she allegedly began coordinating travel for Chinese nationals entering and leaving Thailand through both legal and illegal routes.

Investigators are now examining whether the network was also linked to the buying and selling of citizenship after finding several foreign passports connected to Chinese nationals.

Huang Fu Yi was found with an additional Mexican passport, while further checks showed that Mila, who had been identified as a Vanuatu national, was actually Chinese.

Police also found images on Pan’s phone showing several Vanuatu passports held by Chinese nationals.

Those discoveries have widened the investigation, with police now trying to identify others involved in the network and examine the suspected citizenship-trading link.

Hua Hin beach demolition work is set to begin tomorrow, October 16, with contractors preparing to remove parts of 15 waterfront buildings following a final court ruling ordering the return of public beachfront land.

The operation covers structures between Hua Hin Fishing Pier and the Chao Mae Thap Thim Shrine in Prachuap Khiri Khan province, beginning with vacant properties and sections that can be dismantled without disturbing residents.

The arrangements were agreed during a meeting on October 14, attended by Hua Hin Mayor Nopporn Wutthikul and representatives from the police, Marine Department, land agencies and utility providers.

The first phase will focus on extensions projecting into the sea, signs and non-residential structures. Officials will return on October 22 for a final inspection before proceeding with the remaining buildings.

Electricity and water supplies to affected properties are scheduled to be disconnected on October 29, following inspections and advance notification to property owners.

The municipality has appointed a private contractor under a 120-day agreement running from September 25 until January 22, 2027.

Municipal officers have been visiting affected properties since late September to explain the demolition requirements and encourage cooperation. Two owners have indicated they intend to remove their buildings themselves.

The dispute dates back to a final Supreme Court ruling in 2014 ordering the removal of structures occupying public land in cases involving 40 property owners.

Fourteen owners subsequently complied, while the remaining 26 challenged municipal orders prohibiting the use of their buildings. The Supreme Administrative Court later dismissed those challenges and rejected applications for temporary protection.

Of the 26 remaining buildings, 15 fall under Hua Hin Municipality’s current demolition programme, while another 11 are the responsibility of the Marine Department.

Mayor Nopporn said enforcement would proceed gradually to minimise disruption and avoid confrontations with residents. However, police could take legal action against anyone directly obstructing the demolition.

Discussions are continuing between the municipality and the Marine Department over funding and coordination for removing the remaining 11 structures.

A rejected health insurance claim, a delayed payment and a partially approved claim are also three different situations, although they can feel much the same when you’re left paying the hospital yourself.

Here are six reasons why this happens and what you can do to avoid an unexpected bill.

1. The treatment isn’t included in your plan

Having health insurance doesn’t mean every medical service is included. Most policies distinguish between different types of treatment, with benefits and exclusions that depend on the plan you’ve purchased.

For example, an expat might have comprehensive inpatient cover for hospitalisation and surgery but assume that routine outpatient consultations and prescribed medication are included too. When they visit a specialist at a private hospital, they discover that these expenses fall outside their chosen benefits.

If your health insurance rejected that outpatient bill, it may be because your policy only includes inpatient benefits.

Imagine a specialist recommending an overnight hospital stay for observation and diagnostic tests. The insurer might question whether admission is necessary or whether the same investigations could safely be performed on an outpatient basis.

The insurer may also review whether the charges are reasonable compared with similar treatments at other medical facilities in the area. As a result, it could request further justification or agree to pay only part of the proposed cost.

This is particularly relevant to planned hospital admissions and day-patient procedures. Even when the treatment itself is covered, proceeding without the required approval can affect how much the insurer agrees to pay.

For example, someone arranging knee surgery at a private hospital in Thailand might assume that presenting their insurance card is sufficient. However, if the policy requires prior authorisation, the hospital or patient will need to contact the insurer and provide details of the proposed procedure and estimated costs.

The important distinction is that missing approval doesn’t automatically mean a claim will be rejected entirely. Depending on the policy, it may instead result in a reduced payout.

Before proceeding with planned treatment, confirm whether authorisation is required, who is responsible for requesting it and which costs have been approved. Even an authorised procedure may still be subject to deductibles, exclusions and benefit limits.

4. Your claim doesn’t have enough documentation

Sometimes a claim hasn’t been rejected at all. The insurer simply needs more information before deciding whether to pay.

For example, a hospital receipt might show that you paid 25,000 baht for treatment, but it may not explain your diagnosis or why certain tests were necessary.

Insurers may request itemised invoices, medical reports or proof of payment before processing a claim. Without these documents, reimbursement can be delayed, even when the treatment itself is covered.

Keep copies of your medical records and ask your insurer exactly what’s missing. Where possible, the hospital may be able to provide the documents directly.

An Israeli doctor faces legal proceedings after customs officers discovered approximately 300 plants from Thailand packed into five suitcases at Ben Gurion Airport, with the passenger claiming they were intended for his private garden.

The seizure was announced on Tuesday, October 13, by Israel’s Tax Authority and Ministry of Agriculture and Food Security, following the doctor’s return from Thailand.

According to The Jerusalem Post, inspectors discovered banana saplings and staghorn ferns inside the luggage of the passenger, who lives in central Israel.

During questioning, the doctor reportedly explained that collecting unusual ornamental plants was his personal hobby and that his garden had gradually developed into what he described as a jungle.

However, he had brought the plants into Israel without the necessary import permits.

The plants were confiscated by inspectors from the ministry’s Plant Protection and Inspection Services, while airport customs investigators questioned the doctor and initiated legal proceedings.

Israeli officials warned that importing plants without authorisation, even for personal use, violates the country’s Plant Protection Law.

The ministry said plants from Thailand presented particular concerns because they could carry pests and pathogens not currently found in Israel.

Banana plants were considered especially risky because the introduction of foreign diseases could severely damage Israel’s banana-growing industry.

Shlomit Zioni, director of the ministry’s Plant Protection and Inspection Services, warned that even seemingly healthy plants could carry pests and diseases capable of damaging agriculture and the natural environment.

She urged travellers not to bring plants, fruit or vegetables into Israel without the necessary approvals, stressing that personal use or good intentions did not remove the potential risks.

The group said the protest was intended to give a voice to people and communities affected by development policies and economic approaches promoted by the World Bank and International Monetary Fund.

When the march reached the Rama IV area at around 9am, police moved in to stop the group from continuing towards the convention centre.

Officers displayed warning signs and read out conditions governing the public gathering, while protesters maintained that they wanted to continue to the destination stated in their protest plans.

The two sides entered negotiations, and the demonstrators eventually remained at the intersection while representatives continued talks with police.

At around 9.20am, another brief standoff developed when some protesters tried to climb a pedestrian bridge to hang a banner.

Police initially prevented them from going onto the bridge, citing security concerns over the elevated position. After about 15 minutes of discussions, the protesters were allowed to hang the banner, while officers remained stationed along the bridge.

The group then continued speeches and other activities at the intersection, insisting that the demonstration was peaceful and aimed at raising concerns over land, debt and the impact of capital-driven economic policies on people’s lives.

Organisers also planned discussions, performances, music, and other symbolic activities as part of the protest.

A Malaysian couple on honeymoon in Bangkok were questioned yesterday, October 14, after officials found seven fuel cans in their parked car near an area under heightened security for the IMF-World Bank meetings.

The car was parked on Sukhumvit Soi 17 when Bangkok officials inspecting the area noticed it and asked relevant agencies to check the vehicle as a security precaution.

Thailand is hosting the IMF-World Bank Annual Meetings 2026 from October 12 to 18, bringing heightened security to parts of the capital.

An Explosive Ordnance Disposal team was called to inspect the vehicle, but no dangerous or illegal items were initially found.

The Malaysian couple told officers they had entered Thailand on October 11 for a holiday and honeymoon and planned to return home on October 17. They were travelling around several provinces in their own car.

They said they had parked on Sukhumvit Soi 17 because they wanted to visit a nearby shopping centre, and a taxi driver in the area told them they could leave the car there.

Police later fined them 2,000 baht for parking in a no-parking zone.

Officers found seven fuel cans in the boot containing about 40 litres in total. The couple said they bought the fuel in Malaysia as an emergency reserve for the long trip, adding that petrol was cheaper there than in Thailand.

They also said they were unaware of the IMF-World Bank meetings and had travelled to Thailand only for tourism.

Lumpini police recorded their details and carried out further checks on both the couple and the vehicle.

Police also found no information linking them to violent groups. A detailed inspection of the car found no mechanisms or equipment that could be used to assemble an explosive device.

The couple were released after the checks were completed, while police said security monitoring around the meeting areas would continue.

The Philippine House of Representatives passed its legislation on October 12 by 287 votes to three, proposing to ban children under 13 from social media while imposing restrictions on teenagers aged 13 to 17.

The Senate approved a tougher proposal on October 8 that would prevent under-18s from using online platforms classified as high-risk, including certain social media and gaming services.

According to TIME, the measures gained momentum following several violent incidents at Philippine schools this year, including shootings involving teenage students and cases linked by investigators to disturbing online content.

In June, two students opened fire at a school in Tacloban City, killing three students and injuring 20 others. Separate shootings in August and September resulted in further deaths, raising concerns about online communities that glorify school violence.

Under the House proposal, teenagers would face restrictions on livestreaming, short-form videos, targeted advertising and harmful content, while parents would be required to consent to their children’s social media use.

The Senate’s version would require high-risk platforms to verify users’ ages and suspend accounts belonging to minors.

However, the restrictions have not yet become law. Both chambers must reconcile their different approaches before submitting a final bill to President Ferdinand Marcos Jr.

Marcos has acknowledged the potential benefits but warned that the social media ban bill could encourage children to conceal their online activities, making harmful behaviour harder for parents to monitor.

The debate also has implications for Thailand, where policymakers have been considering similar age-based restrictions.

In June, the Thai Health Promotion Foundation (ThaiHealth) announced that it was studying the feasibility of banning social media use for children under 16, citing concerns about excessive screen time, cyberbullying and exposure to harmful content.

Thailand’s concerns intensified following the August 7 shooting at Debsirin Nonthaburi School, which left nine people dead, including the teenage gunman.

Investigators subsequently reported that the student had viewed violent online material and researched firearms through social media, although this did not establish that online content caused the attack.

Several other incidents have added to concerns about school safety.

In August, schools in Loei and Khon Kaen temporarily moved classes online following shooting threats circulated through messaging groups. A student in Chiang Mai also reportedly threatened classmates through Line, prompting increased police security.

On September 2, a student opened fire at a secondary school in Kamphaeng Phet before being restrained. No injuries were reported.

Thailand has responded with a seven-point school safety programme covering weapons screening, emergency procedures and mental health support.

The government has also pursued stronger digital safeguards, including age verification, child protection settings on devices and cooperation with technology companies.

Unlike the Philippines, Thailand has not passed legislation introducing a nationwide minimum age for social media use.

The effectiveness of outright bans remains contested. TIME reported that Philippine Senator Risa Hontiveros opposed the Senate bill, arguing that restrictions should reflect the educational and social benefits young people receive from online platforms.

The Philippine Mental Health Association similarly warned that preventing school violence requires broader measures, including mental health care, safer schools and earlier intervention.

For Thailand, the Philippine legislation offers a regional comparison as policymakers consider whether stronger online restrictions should form part of efforts to protect children, alongside measures addressing bullying, mental health and access to firearms.
