The problem with appointing a Daddy (sorry, czar) to tell Wall Street what it can pay execs isn&amp;#039;t just whether it&amp;#039;s appropriate, or fair, or targets the right execs. No, as I see it, the real issue is whether it&amp;#039;s going to make a durned bit of difference. Sure, it might for the short term, but for the long term, collaboration and dialog on what to accomplish work much better than picking a few metrics and imposing a few rules.&lt;/li&gt;
