<p>During her visit, Harris made grand promises about how America would help Africa, such as promising to increase trade, investment, and security cooperation. However, her promises were quickly met with skepticism and eye-rolling from the locals.</p>

Unfortunately, such calls have gone unanswered and fundamentally been contained in political commitments year after year. It has become tastelessly showy and attractive on the surface but has no value or substance.</p>

<p style="font-weight: 400;">The current constitution doesn&#8217;t rod dual citizenship. However, as we will see below, it doesn&#8217;t exclusively defend it either. It leaves the matter to the 1995 Citizenship Act, where things get egregious. All over a sudden, the birthright or dual citizenship becomes an indomitable spirit. Cleverly, politicians wait until they need &#8220;support&#8221; from members of the Tanzania Diaspora to air adoration of the idea while intensely watching for signs of a wallet or brand-new envelope with banks&#8217; insignia.</p>
<p style="font-weight: 400;">
<p style="font-weight: 400;">It&#8217;s no wonder, from time to time, political leaders have tossed up the idea with the custom-made promise that &#8220;we are working on it.&#8221; Regrettably, those promises have remained in the cupboards and stages during the unending circles of campaigns. The law or policy has remained active; no dual citizenship. But how?</p>
<p style="font-weight: 400;">
<p style="font-weight: 400;">
<p style="font-weight: 400;">Recently, however, the calls or demands for dual citizenship from Tanzania&#8217;s diaspora have intensified. After years of awkward overused promises and a lack of explicit, actionable intents, the time had come to change the tactics or rules of engagement. Time to walk on a tight but solid rope, hoping the winds won&#8217;t derail the mission to cross Niagara.</p>
<p style="font-weight: 400;">
<p style="font-weight: 400;">
<p style="font-weight: 400;">With that promise and unprecedented move, a significant number of Tanzania&#8217;s diaspora have joined forces and are now matching to the High Court of Tanzania through a judicial or constitutional petition. They want answers to critical issues highlighted in the 1995 Citizenship Act vis-à-vis the republic&#8217;s constitution. The organizational muscles have formed what is known as &#8220;<em>Tanzanians for Birthright and Dual Citizenship</em>.&#8221;</p>
<p style="font-weight: 400;">
<p style="font-weight: 400;">
<p style="font-weight: 400;">As indicated above, the legal challenge filed at the High Court of Tanzania is rooted in the ambiguity of the current constitution and the 1995 Citizenship Act. At best or least, the law is vague (which will be argued at High Court). It isn&#8217;t up to the interpretation but is unbalanced towards denying certain rights that should be guaranteed and protected by all pillars of governance.</p>
<p style="font-weight: 400;">
<p style="font-weight: 400;">
<p style="font-weight: 400;">What makes this process wearying is that the machinery has done an excellent job of making all of us accept a simplified and myopic justification that once anyone obtains another country&#8217;s citizenship, they lose Tanzanian citizenship, even if it was acquired by birth. It doesn&#8217;t matter if your parents or grandparents are all Tanzanians from birth and are alive or dead. In simple terms, your birthright is or can be taken away even without due process as required by laws (enshrined in the current constitution) and common sense. Talk about hidden things in plain sight.</p>

<p style="font-weight: 400;">
<p style="font-weight: 400;">Many reasons have been given for creating this atmosphere. National Security is frequently cited as the main reason making Tanzania among seven African countries with no dual citizenship. Cameroon, Congo, Equatorial Guinea, Eritrea and Ethiopia. Apparently, in 2022 we still believe someone holding a foreign travelling document is a threat. We pretend that we don&#8217;t know that in today&#8217;s cyber security sensitive and prone world, danger can be a thousand miles away with or without any foreign papers.</p>
<p style="font-weight: 400;">
<p style="font-weight: 400;">
<p style="font-weight: 400;">We also ignore living examples of security threats through thousands of refugees we accept into citizenship and from countries that allow Dual Citizenship, which means, no matter what, they remain citizens of their countries of birth. For example, someone born in Burundi can never lose their Burundi citizenship. Their laws don’t allow denunciation. Once born a Burundian, always a Burundian.  But we have issues with someone born and raised in the land who would have no reason to &#8220;threaten&#8221; the country of their birth where thousands of family members still live.</p>
<p style="font-weight: 400;">
<p style="font-weight: 400;">While the above examples of misplaced or misdirected policies bear whole street loads of weirdness, it is important to note that not all Tanzania living abroad or who have taken citizenship of the countries they reside in want to be granted the right to have Dual Citizenship. A number of them agree with the promise recently echoed by President Samia Suluhu Hassan when she was speaking to Tanzania&#8217;s Diaspora in the USA. President Samia said her government is working towards a Special Status policy that will resemble what India and Ethiopia have for their citizens abroad.</p>

<p style="font-weight: 400;">Those who support Special Status cite things like double taxation among the reasons. They also note that some Tanzania live in countries where Dual Citizenship isn&#8217;t allowed; therefore, if given such an opportunity from the motherland (Tanzania), it wouldn&#8217;t benefit them. Countries such as Oman are mentioned. Unfortunately, or unfortunately, such cases are few.</p>

<p style="font-weight: 400;">One key aspect that is missing is the content of the Special Status policy. We have heard about it. We have never seen it. The few claiming they were consulted cannot clearly understand the content. It makes it hard even to consider it.</p>

<p style="font-weight: 400;">Special Status is a buzzword thrown around whenever Diaspora issues are mentioned. The word is used to calm down any voices that say the time is now. Unfortunately for our country, the diaspora issue is a political issue. It is rarely looked at from an economic perspective as it should. According to the World Bank, Tanzania received $569.5 million in remittances from its diaspora in 2021, up from $400 million in 2020.</p>
<p style="font-weight: 400;">
<p style="font-weight: 400;">But birthright is not about economic dynamics. Birthright is a birthright. No one should be forced to &#8220;purchase&#8221; their rights through remittances. The above statistic is just a quick reminder of how Tanzania can prosper more if we look into things using economic lenses. It&#8217;s not and should never be a requirement for birthright or dual citizenship.</p>
<p style="font-weight: 400;">
<p style="font-weight: 400;">
<p style="font-weight: 400;">But even before you see it, here is a scenario; currently, a Kenyan American living in Manhattan has more rights in Tanzania than a Tanzanian-born national who acquired citizenship of another country for whatever reason. If Special Status is realized, the Kenyan-American will still have more rights and privileges because the Special Status will only be applied in Tanzania. In contrast, the Kenyan has a back door open through East African cooperation. Tanzania is at a loss again.</p>

<p style="font-weight: 400;">Unfortunately, there are unfounded rumours that the group is politically motivated and wants to sue the government. Here is the direct clarification; the group is non-partisan and political views are left at the door. Such sentiments have existed throughout the years. Some politicians have gone as far as misinforming the public that Tanzanians who acquired another country&#8217;s citizenship are labelled traitors of some sort. It is all WRONG.</p>

<p style="font-weight: 400;">Throughout conversations and dialogues available in public spaces such as Clubhouse, Twitter Spaces etc., it is apparent that the organization Tanzania&#8217;s for Birthright and Dual Citizenship is doing is to seek clarification through the court systems on the interpretation and applicability of the 1995 Citizenship Act. As mentioned above, the 1995 Citizenship Act seems ambiguous in several issues, including how someone can lose their birthright citizenship or how they can lose their former citizenship by acquiring Tanzanian citizenship through naturalization.</p>

<p style="font-weight: 400;">
<p style="font-weight: 400;">Seeking clarification through the judicial system is the most patriotic action anyone can take. It is the only way for anyone who respects the rule of law in a democratic country. Who is Tanzanian? How does one become Tanzanian? If born in Tanzania, do you &#8220;automatically&#8221; lose citizenship because you carry a passport from another country? Where does citizenship begin, and where does it end?</p>

<p style="font-weight: 400;">The Act also seems to be biased or unequally treating men and women. For example, 1995 allows women to acquire dual citizenship if their partners are from another country. That is not similar to Tanzanian men who marry foreigners. The Act also stipulates that no one can acquire or lose citizenship without due process. The reality shouldn&#8217;t be different.</p>

She&#8217;s a jealous Aunt who missed the inheritance and never enjoyed the national cake because her husband died after a week-long drunken stupor.</p>
<p style="font-weight: 400;">
<p style="font-weight: 400;">At the time, I thought aids were not only essential but something closer to the right. After all, I read Walter Rodney&#8217;s <em>How Europe Underdeveloped Africa</em> in college and made it my moral compass. They had stolen from us, and the so-called aids are their way of apologizing and making it suitable—an equalizer.</p>
<p style="font-weight: 400;">
<p style="font-weight: 400;">Since then, I have had clashing ideas about aids. Are they helping? Who are they helping? How? The questions are many. Answers are few. I now live in the western world. A portion of our taxes goes to &#8216;help the world, including my home country. As you can imagine, I am meditating on the questions; are these aids helping? Do they reach the targets? After all, I know both worlds now. I have seen first-hand how aids are changing courses like the Nile River.</p>
<p style="font-weight: 400;">
<p style="font-weight: 400;">&#8220;Tozo&#8221; has become a new wailing theme for the past couple of weeks. Even the President is not safe. She has a nickname. Bi.Tozo. People are complaining because the government now seems out there to get them. There are calls for double taxation, which is a standard illegal practice. It&#8217;s double jeopardy of simple economics and taxation laws.</p>
<p style="font-weight: 400;">
<p style="font-weight: 400;">The national tie-wearing minister is now under fire. He has had to issue justifications after explaining what the government is trying to do with the heavy taxation or levy pacing economy that barely survives after the pandemic and the Russia-Ukraine conflict.</p>
<p style="font-weight: 400;">
<p style="font-weight: 400;">The minister is now the black sheep of the family of cake eaters. Not that he cares. He doesn&#8217;t. He is only trying to convince us that the one-eyed man is king in the country of the blind. He desperately wants to be the king. Maybe it&#8217;s true that a new broom sweeps clean. However, he isn&#8217;t new, and the enthusiastic reform programme is inconsiderate and inhumane.</p>
<p style="font-weight: 400;">
<p style="font-weight: 400;">Is it the right time? Don&#8217;t you have other sources? How about reducing your luxury expenditures for the time being? That&#8217;s when V8 Toyota Land Cruisers come into the equation. Are they necessary and only means of transportation? Do you deserve that comfort and luxury when mothers give birth in what could be deemed public view? They are now a villain. People will start looking at V8s as tools of economic oppression and symbols of inequality.</p>
<p style="font-weight: 400;">
<p style="font-weight: 400;">I have had laughable arguments from leaders who claim they need luxury cars like land cruisers because there are bad roads across the country and their constituents. They require vehicles that can handle the roads with potholes and bumps. They want to travel &#8220;luxury&#8221; without thinking of a pregnant woman who has to use the same road travelling to a clinic 50 kilometres away on the back of a bicycle. What should come first? Better roads that everyone can enjoy or luxury vehicles for the selected few?</p>
<p style="font-weight: 400;">
<p style="font-weight: 400;">See, in my opinion, the majority of African countries don&#8217;t have an income crisis. They have expenditure issues. They also like the idea of drawing blood from rocks. Before you run out of creativity to bag the national coffers, the environment must be conducive. You need to water the garden before you can enjoy the spinach. After all, what do they do with the money they collect from their tax-paying citizens? Do they also pay taxes?</p>
<p style="font-weight: 400;">
<p style="font-weight: 400;">Unfortunately, the complaints I hear online and over WhatsApp chats and voicemails are nothing if people don&#8217;t know how to attack the law. These Tozo are now the law of the land. But, of course, the regulations aren&#8217;t Biblical. They can be reviewed and removed. They are the law because, at some point, they were &#8220;argued&#8221; before members of parliament. If they were asleep or banging tables like kindergarten kids about to go home, that&#8217;s another story.</p>
<p style="font-weight: 400;">
<p style="font-weight: 400;">Instead of gathering in digital spaces to complain the whole day, actionable approaches must be implemented. It starts with civic engagement that goes beyond online talking points. For example, politicians are likely to hear if everyone could flood their constituency representatives&#8217; means of communication (WhatsApp, Telegram, Phone, Emails, etc.) with a #NoTozo message.</p>
<p style="font-weight: 400;">
<p style="font-weight: 400;">Politicians pay close attention to numbers. No politician can ignore the power of the people. That&#8217;s the only action that can take them back to the drawing table to repeal the new regulations that are making everyone (except the few) poorer. There&#8217;s also a need for continued civic education. That&#8217;s where digital platforms can be helpful. But we must discourage ruminating on complaints. Those who get microphones should focus on solutions. You can&#8217;t fight a law by complaining only.</p>

<p style="font-weight: 400;">Mrema amefikwa na mauti akiwa katika Hospitali ya Taifa ya Muhimbili (MNH) alipokuwa amelazwa akipatiwa matibabu tangu tarehe 16 August 2022.Taarifa za kufariki kwa Augustino Mrema zimethibitishwa na Msemaji wa Hospitali ya Muhimbili, Aminieli Eligaisha.</p>

<p style="font-weight: 400;">Mrema ambaye mapema mwaka huu alifunga ndoa na Doreen <em>Mrema </em>katika harusi iliyokuwa gumzo kubwa kwenye vyombo vya habari na mitandao ya kijamii,aliwahi kuwa Waziri wa Mambo Ya Ndani wakati wa uongozi wa Rais Ally Hassan Mwinyi akiwa mwanachama wa CCM kabla ya kujiunga na siasa za upinzani kupitia chama cha NCCR-Mageuzi.</p>

Benjamin Mkapa alimshinda Mrema kwenye uchaguzi huo. Baadae Mrema aliwahi pia kugombea Urais bila mafanikio kupitia chama chake cha TLP.</p>

<p style="font-weight: 400;">As the old saying goes, time never stands still. Once again, it was that customary day of the year. The time workers had missed for over six years. You might have forgotten when they kept us in the dark. Well…maybe time can stand still sometimes. Talking about it was forbidden. The President didn&#8217;t like it. He needed praises than raises. When he came in power, he had promised us (or reminded us) that we were rich even when we couldn&#8217;t manufacture a switch. He said we needed a reminder.</p>
<p style="font-weight: 400;">Of course, when it came to salary increments, he quickly pointed out that we are a poor nation. The better days were ahead. He promised and left us in the darkness. Things only went well for him and his close allies. Hopeless, right?</p>
<p style="font-weight: 400;">Then the unthinkable happened. He returned to his ancestors. Back to ground zero. He had wished the angels he always wanted to meet at heaven&#8217;s gate. I hope his entrance at the gate was in the morning when everyone was sharp and fresh. They may have needed extra energy: a slap or a hug. I don&#8217;t know which one did he get. But death, once again, became an equalizer—hashtag RIP.</p>
<p style="font-weight: 400;">Then came his predecessor. As she went through the ledgers, she discovered we were flatly broke. Being rich was a fantasy like Robinson Cruso&#8217;s. Our money (or should we call it our wealth) is in our minds. We believe we are prosperous even though the green brigade has sold everything. They are now selling pastoralists&#8217; lands too. Who cares?</p>
<p style="font-weight: 400;">Looking at the sub-zero temperature of our finances, she coughed like someone who had engulfed dusty corridors. She felt embarrassed. She was part of the dancing group. Several times, she cheered and danced to the music she knew didn&#8217;t exist and had never heard its rhythm. But the master demanded loyalty. She had to dance to the music that was on mute. Improvise something. Dance.</p>
<p style="font-weight: 400;">Now she wasn&#8217;t going to dance. She&#8217;s the master. Sadly, no one wants to dance on her behalf. They want her to fail. They are watching like vultures alongside hyenas. She enjoys romantic comedies but knows the people she leads find them sentimental and shallow. Dance or no dance, romance or shallow, it&#8217;s hard to show. Fortunately, she is not vitriolic. At times, though, she is known to spew bitter insults when angry.</p>
<p style="font-weight: 400;">Her cabinet members let her down. They are excessively showy and glitzy. It irritates her, but there&#8217;s nothing she can do. They know where the bodies are buried. She has seen how they focus on the flashy decorations and focus on praises that she despises. Now, here is something she can no longer postpone or defer. She promised during that famous day when workers were reminded to be garbage that their soon-to-be salary slips would have new figures.</p>
<p style="font-weight: 400;">Promises are funny. We also wish it&#8217;s just a promise that day will never come when we make them. Unfortunately, just like kids, promises come home faster after dark. The coffers are empty. She feels like cursing her predecessor, but he is long gone. He is maybe resting in peace, depending on how he took his last breath. Now she is sure as death and taxes that what she thought to be profound insights were just platitudes. Unfortunately, there&#8217;s no room to transgress. That would be heavy on morality and human decency.</p>
<p style="font-weight: 400;">The salary slips promise must be kept. She regrets having made it, but that is politics. She consoles herself. The question is how given that fulfilling or not fulfilling this promise means a lot in either losing or winning the political derby. Should she truncate her next day&#8217;s planned speech, only thank her uncle and aunt in the Middle East, and walk off the stage? It&#8217;s not many times that she finds herself perplexed and in an unresolvable state. But here she was.</p>
<p style="font-weight: 400;">Then a thought came as she tried to repose herself. One of his cabinet members knows how to quash people&#8217;s interest in the most unashamed manners. He is a son of a peasant and grew up wearing poorly patched shorts for school but has since forgotten even the close people who made sure he got at least one meal a day. Burundi. Remember?</p>
<p style="font-weight: 400;">Since she picked him for a prestigious post that entitled him to all types of luxuries, including a fully loaded and latest Land Cruisers, one Senior Minister in Japan thinks we are insane for enriching his country at that magnitude. It turns out neo-colonialism is worse. It comes in the name of &#8220;development.&#8221; Luxury is development. Read that again, please.</p>
<p style="font-weight: 400;">The Minister is, essentially, the hitman. He is also lacking foresight and has a narrow view. Myopic, to say the least. But she needs him now. The thought of it surprised her. It betrayed everything she believed in. Do you wonder how she picked him for the position to begin with? Political pressure. He&#8217;s the son who was there. He tied everyone&#8217;s shoes and kissed every behind he could.</p>
<p style="font-weight: 400;">At the third ring, he answered in his usual pretentious calmness, &#8220;Good evening, Madam President.&#8221; She apologized for calling him that late. It was uncharacteristic of her because she also didn&#8217;t like her time with her grandkids to have interfered. After she explained what was making her nervous, he jumped up with an idea. &#8220;Here is what we are going to do, Madam President.&#8221; He cleared his throat and aired his views.</p>
<p style="font-weight: 400;">Madam President, we are going to play politics. They misquoted you. You didn&#8217;t say you would raise wages by that now famous percentage for everyone. No country on earth does that. What we said we were going to do was look after the little people.</p>
<p style="font-weight: 400;">After all, they need it more than anyone else. He assured Madam President that although people will protest and share all types of memes online, eventually, they will settle down. If they stayed for six years without an increment, they can surely as death manage. They are resilient folks who always find a way. Lucky huh?</p>
<p style="font-weight: 400;">The President didn&#8217;t know whether to approve or applaud his idea enthusiastically, but a part of her liked it. It will, if anything, buy her more time to figure out what happened to the central bank coffers. The committee she had once formed had come up with a political compromise that she now thinks she may live to regret. Something must be done, she thought.</p>
<p style="font-weight: 400;">Who will explain or utterly lie, although in politics nowadays, they call it &#8220;alternative facts&#8221;? She smiled in her oversized bed in a lavish room overlooking the Indian Ocean. She knew who she would task with the explanation. He&#8217;s the former teacher who jumped into politics when he tired of eating the chalk dust. He is now her Prime Minister.</p>
<p style="font-weight: 400;">Everyone needs someone like PM. A soldier who asks no question even when he knows the ugly truth. He will deliver the news that no one with common sense wants to hear, let alone believe. His best asset is being conscious. He knew deep down this was a shithole kind of news. But he also had his ambitions.</p>
<p style="font-weight: 400;">Ladies and gentlemen, we are not rich. That&#8217;s a politically concocted untruth that our neighbours use to make us fight. They want to come here and take our land because they are running out of land in their country. They also wish to take Kilimanjaro. Don&#8217;t forget that. They are working with the capitalists to ruin all of us and your kids&#8217; future. The truth is, you misquoted us and especially our President. She is for the little people, as you know.</p>
<p style="font-weight: 400;">The people were muted. They could shout on internet spaces, but that&#8217;s all they could do. Here we are, waiting for the subsequent proclamation of the second coming of Jesus and, of course, the pink slip with more zeroes at the end.</p>
<p style="font-weight: 400;">As of now, just disregard the idea. This whole thing was meant to remind us that we are still poor and the only people holding our collective and potential wealth are the people standing at the podiums to proclaim they are fighting for us. Amigos.</p>
