Snowball Increases Speed with 100%

Amendment of VoIP CALL RATES

Snowball is pleased to announce the annual amendments to VoIP call rates that include significant reductions of the rates of calls to almost all South African and international destinations, both land-line and mobile. The call tariff structure has also been greatly simplified, with a single NATIONAL call rate now applicable to Telkom land-lines as well as all "VoIP" operators. Rates to most destinations have decreased, however, please be aware that rates to some international destinations may have increased slightly.

CALLS TO SOUTH AFRICA

Calls from the Snowball/Switch Telecom network to South Africa now fall into four categories:

ON NETWORK
Calls to any other subscriber on the Snowball/Switch Telecom network.
NATIONAL
Calls to Telkom land-lines as well as to all other non-mobile operators (e.g. Neotel, ECN, Vox, IS, etc.).
MOBILE
Calls to cellular phones.
TOLL FREE
Free calls.

Please note that Snowball/Switch Telecom does not differentiate between destinations based on the distance between the caller and callee, however, our NATIONAL rate is significantly lower than both Telkom's local (0-50km) and their national (>50km) rates.

Calls can be identified by the following number prefixes:

01, 02, 03, 04, 05 - NATIONAL
except if to a Snowball/Switch Telecom subscriber, in which case the discounted ON NETWORK rate applies.
086, 087, 088, 089 - NATIONAL
except if to a Snowball/Switch Telecom subscriber, in which case the discounted ON NETWORK rate applies.
07x, 081, 082, 083, 084 MOBILE
including Cell C, MTN, Vodacom and 8.ta subscribers.
080 - TOLL FREE
irrespective of which operator the number is served by.
085 - primarily "under-serviced" MOBILE
destinations but includes some "under-serviced" NATIONAL destinations.

OPERATOR SERVICES

Calls to Telkom operator services (short numbers starting with 10, including 1023 directory enquires) will be charged at the NATIONAL rate.

The exception to this is Emergency operator services which are free of charge.

INTERNATIONAL CALLS

International call rates vary from time to time based on the country being called, network type and foreign exchange rates.

The easiest way to look up the international call rates for a specific country is to go to http://www.snowball.co.za/voip/rates/ and download our international call rats schedule.

Snowball has launched new ADSL Lite accounts. These 'Lite' accounts cost R29 per GB and top-ups will be R39 per GB.

ADSL Lite was designed as a bare-bone service aimed at people using the Internet mainly for web browsing and emails.

The difference between the ADSL Standard account and the ADSL Lite accounts are network priority. Certain protocols like downloading and peer to peer will receive lower priority on the network. This will mainly be applied during peak network times (8am - 12 pm)

Snowball Uncapped ADSL Re-launched

This is why we are very glad to announce that our Basic Uncapped service has been repackaged and will be available from the 1st of August 2010. These will replace our current range of Basic Uncapped services to be more relevant to the current market.

Key changes

The implementation of a fair usage policy(FUP);
Billing proration will be discontinued on all our Basic Uncapped services;

The changes that will be implemented are in line with global standards where service providers are aiming at providing good quality services to moderate users, while ensuring that the network is not abused at their expense. Rate changes for VoIP via Snowball's preferred provider Switchtel

Snowball's preferred VoIP provider, SWITCH Telecoms h assome major announcements!

1. MOBILE (CELL) RATE DECREASES

Switch Telecom is pleased to announce that peak-time call charges to South African mobile (cell) phones will be DECREASING by approximately 25% on 1 March 2010!

Please find attached our new call rate schedule which is applicable from 1 March 2010 ("Call Rates.pdf").

2. TELKOM TO SWITCH TELECOM RATE DECREASE

Prior to January 2010, the rate that a Telkom subscriber w ascharged (by Telkom) to call to a Switch Telecom subscriber w asR1.07 (R0.94+VAT) per minute.

In early January 2010, following re-negotiation of the interconnection agreement between Switch Telecom and Telkom, Telkom DECREASED this rate to R0.88 (R0.77+VAT) per minute.

Note: There seems to be some misinformation relating to Telkom's call rate to 087 numbers. It is important to note that the cost to call an 087 number from a Telkom line depends on the network being called. E.g. To call to 087 550 xxxx (a Switch Telecom number), the rate is R0.88 per minute, however, to call to 087 150 xxxx (a Vox Telecom number), the rate is R1.93 per minute. If you have any doubts, please refer to Telkom's call tariffs aspublished on: http://www.telkom.co.za/common/pricelist/prices/local/custtomer_to_autom...

3. INTERNATIONAL RATE CHANGES

Kindly note that Switch Telecom h asreviewed all its international call tariffs in line with foreign operator charges and currency fluctuations. We have also simplified our international rates. Along with this, we have improved routing of international calls to ensure optimal international call quality to all destinations. You may find that some destinations have decreased in cost while others have increased.

Please find attached our new international call tariffs effective 1 March 2010.

Please note that the online tools on www.switchtel.co.za used to look up call rates by country or phone number will show the rate applicable on the day that you look it up. In other words, these will show the old rates up until 28 February 2010 and automatically start showing the new rates from 1 March 2010 onwards.

4. OTHER REDUCTIONS AND NEW DIAL CODES

On 17 February 2010, we reduced the rates for calls to the networks of M-Web and NGN Telecoms (formerly Safikatel). We also implemented various new dial codes associated with new operators.

Please note that the regulator h asnow started assigning 086 numbers to networks other than Telkom. When dialling an 086 number, you will be charged the rate applicable to the network which the call terminates on. This is similar to geographic numbers (e.g. 031, 021, 012, etc.), which are not all associated with the Telkom network (e.g. 021 300 xxxx is associated with Switch Telecom).

The regulator h asalso started assigning 0800 (toll-free) numbers to networks other than Telkom. Note that while these calls are not necessarily free when dialled from all networks (e.g. cell networks like Cell C, MTN and Vodacom charge for such calls), Switch Telecom currently does NOT charge for calls to any 0800 number, irrespective of the network the number terminates on.

If you are in any doubt whatsoever asto the applicable rate, please go to www.switchtel.co.za, click on "Call Rate Calculator" and enter the number in question. Our systems will check the number against our billing database and tell you both the network the number terminates on the applicable call rate.

5. GEOGRAPHIC NUMBER PORTABILITY

Plans are under way for the implementation of Geographic Number Portability (GNP) from the beginning of April. This will allow you to cancel your Telkom service and port your old Telkom phone number to your new Switch Telecom service. It will also give you the peace of mind that should you ever wish to cancel your Switch Telecom service, you can port your Switch Telecom phone number to Telkom.

More information will be communicated by ourselves and in the media once this becomes available. We will also publish the procedures and application forms for porting on www.switchtel.co.za assoon asthey are finalised.

6. UPGRADES AND OFFICES

Switch Telecom is pleased to announce that we have completed major infrastructure upgrades, allowing us to cater for up to five times the capacity of our previous infrastructure. The new infrastructure is at a different site to our existing infrastructure, providing additional redundancy and protection against catastrophic events (e.g. fire). No specific action is required on your part to make use of the new infrastructure.

In addition to infrastructure upgrades, we're upgrading premises and moving into the Woodlands office park (ground floor, building 16) in Woodmead (to make space for additional staff). This will happen once the interior finishes have been completed in approximately three to four weeks time.

7. FAX SERVICES

One of the things we get asked about almost on a daily basis are facsimile services. We are planning two fax-related services, a fax-to-email service and a Fax over IP service.

We have tested our fax-to-email solution and will be launching this asa free service to existing clients in the coming weeks.

We are still testing our Fax over IP service (for connecting a traditional fax machine to our network). This service is working under our test conditions with specific equipment, however, we are still ironing out a few specific issues and need to complete interoperability testing with equipment from other vendors before making this service available to you.

8. CALL FORWARDING AND VOICEMAIL

Please note that you can activate call forwarding and/or voicemail on your Switch Telecom line by logging into the Switch Telecom Client Zone (https://www.switchtel.co.za/clientzone/) and clicking on "Call Forwarding." If you wish to activate voicemail, simply set the forwarding to the number 100. You can dial the same number (100) to set up your voicemail greeting and check your messages.

Note that if you forward calls to an number other then voicemail (e.g. a cell phone), you will be charged for the forwarding of the call at the usual call tariffs.

This feature, however, is NOT intended for use with our Hosted Switchboard solution. Clients with a Hosted Switchboard solution should continue to use the voicemail facility provided with that service.

9. CONCLUSION

Switch Telecom will continue to push communications costs down and provide additional value through new service offerings.

Snowball VOIP services

Internet service provider Snowball Effect continues to round out its services portfolio with the introduction of voice over Internet communications on top of its connectivity solutions. Underpinned by the Asterisk open source PABX solution, Snowball Effect is competing aggressively on pricing with a single line available for just R49 while 10 lines and complete PABX functionality can be had by the growing business for a mere R250.

According to company CEO Eugene van der Merwe, VoIP is widely recognised asa solution which provides a cost-effective medium for voice. asa concept, VoIP is far from new; however, it is only now really maturing to a point where it is viable for small to medium businesses to take advantage of the benefits offered, he says.

Van der Merwe points out that early attempts at providing VoIP solutions to the SME market were met with some frustration from users and service providers unfamiliar with the realities of the carriage mode. It would be unfair to say VoIP w asa failure, by any account. However, limited bandwidth availability and its associated high cost aswell asearlier transport technologies [called â€˜codecsâ€™] made it difficult to provide a working VoIP solution at a decent cost saving.

The arrival of a level of competition in the telecommunications market, with operators including Telkom, Neotel, MTN, Vodacom and Cell C, and the imminent availability of more international connectivity through cables such asSeacom, EASsy and TEAMS which join the existing SAT3 connection, are key factors in driving improved connectivity at lower costs. It is this bandwidth availability and cost which is an absolutely key factor in allowing the provision of a low-cost, high quality VoIP solution at rates sustainable for the operator, van der Merwe notes.

He points to a recent article in newspaper Business Day, which references a recent survey by the Wireless Access Providers Association (WAPA). This survey estimates there are more than 700 wireless access providers in SA providing services to about 60 000 customers. The article read, On average they provide consumer services at 30% to 40% less than offered by incumbent operators and 60% to 70% less for business services.

Van der Merwe is enthusiastic about the Asterisk PABX solution. This free software provides a full range of features which were previously only available on high-end devices costing thousands or hundreds of thousands of Rands, van der Merwe says.

While cost is a major factor for potential clients, it is not the only benefit. Our service is provided over a wireless network; installation takes very little time and is typically done in under a week. Getting ten lines into a business in that much time is unheard of, van der Merwe points out.

In addition, the power of Asterisk delivers features such asvoice recording, voice mail, conference calling, interactive voice response and automatic call distribution. It even allows advanced features such asforeign numbers which route directly to the userâ€™s switchboard, providing an expanding business the potential to initiate international premises without the difficulty of engaging another telephone company.

Since the service is largely software driven, it is very easy for a customer to expand or change their telecoms needs, adds van der Merwe.

He sees substantial potential for the VoIP offering. Especially in the farm are asand for new businesses, the ability to get connected wirelessly to the Internet and also have a fully operational, professional phone system with a dash of speed can only be attractive, he asserts. Carried over wireless technology, itâ€™s not susceptible to the copper thefts which interrupt services. The reality of mature VoIP solutions that work means the plain old telephone system is on its way out; with reliable, low cost technology, customers can throw out their old equipment.

Snowball upgrades power infrastructure

Snowball h asupgraded the data centre in Techno Park to make provision for the next three year's growth. The old system w ascompletely replaced to make way for a new battery and generator. This setup gives us more than twice the capacity of the previous system. The new generator runs on diesel in contrast with the old one that ran on petrol. The system is monitored locally at our data centre and remotely using the cellular network at UPS technologies head office. Snowball h asrecently implemented new advanced techniques in the fight against SPAM. For the past few years we have been running a combination of real time block lists and SpamAssassin. Unfortunately spammers have adapted to these protective measures and these methods did not help any more.

A new method recently implemented decreases SPAM by approximately 98%. We have implemented this technology on our mail servers and those hosted by our customers in order to help them combat SPAM. Our early tests indicate success in this implementation and we are very optimistic that we have finally nailed the problem of SPAM.

Telkom announced on Monday that it filed for a cut in ADSL rental of up to 32% and an overall price cut of 2.1% with the independent telecommunications authority Icasa.
Africa's biggest telecoms company said in a statement that the main beneficiaries of its proposed price changes will be ADSL users who will enjoy a reduction in rentals of up to 32%.

There are also reductions of up to 20% in the monthly rental for residential ISDN services, a decrease of up to 39% in the rates for IPLCs (International Private Leased Circuits) aswell assignificant cuts in long distance and international call charges.

The price changes will take effect on August 1 2006 if they are approved by the Independent Communication Authority of South Africa.

"Telkom is committed to its customer centricity drive and we are certain that the proposed price changes made to Icasa will result in significant savings for all our customers," said Steven Hayward, Telkom's Managing Executive for Retail Marketing.

"Although the net impact of the proposed prices will vary among customers, mainly due to the types of services they utilise, the overall effect will be a reduction in the cost of telecommunications in South Africa," he added.

No change in local calls

Despite inflationary pressures, local call charges remain unchanged. The minimum charge for local calls is 59.4 cents, with the per minute rates being 38c and 16c for Standard and Callmore Time respectively.

Callmore Time for national calls are from 19:00 to 07:00 (Monday to Friday) and from 19:00 on a Friday to 07:00 on Monday morning.

The price of long distance calls have been reduced by 10%. Long distance calls will now cost 72c per minute during Standard Time and 36c per minute during Callmore Time. The minimum charge for long distance calls have also dropped by 10% (8c) to 72c.

"Following two price reductions in long distance calls last year, our long distance call rates will now be even more competitive for both residential and business customers," stated Hayward.

Telkom customers with family or business ties to international destinations will benefit from a 9.9% reduction in the average price per minute of international calls.

Calls to the US will now cost at little as99c per minute during Global Off-peak Time and R1.20 during Global Peak Time, while calls to UK will cost R1.30 and R1.40 during Global Off-Peak and Global Peak Times respectively.

International Global Off-peak Time is from 20:00 to 08:00 (Monday to Friday) and from 20:00 on a Friday to 08:00 on Monday morning.

Affordable DSL

In addition to these proposed price reductions, Hayward said that Telkom's price filing would also make DSL rentals "much more affordable".

The proposed DSL 192 and 384 monthly rental is R245 from August 1 2006 - a price decrease of R25 (9.3%) on the former and R114 (31.8%) on the latter.

There are also reductions of 24.1% on the monthly rentals for DSL 512 and DSL 1024. The proposed new monthly rental for DSL 512 is R362 (down from the current R477 monthly rental) while DSL 1024 monthly rentals are set to drop by R164 to R516.

The indicated DSL prices exclude ISP costs, line rental and call charges.

Some prices hiked

Hayward said in certain instances business considerations have dictated marginal price hikes.

He explained that minimum charges for local PrepaidFone calls are proposed to go up by 3c, while per minute rates are scheduled to increase by 2c (Standard Time) and 1c (Callmore Time).

PrepaidFone monthly line rental will remain unchanged.

While residential rentals for ISDN 2 and ISDN 2a lines will drop by R29.38 and R44.10 respectively, the monthly rental on post paid analogue lines will increase by R7.64 (residential) and R10.15 (business).

This year, the mandatory regulatory formula would have allowed Telkom to file a change in the price of its basket of products of -0.2%.

"That we have kept our increases well within these limits and have filed for an overall price decrease of 2.1% on our basket services, clearly demonstrates our on-going commitment to our customers aswell asour determination to make telecommunications even more affordable and accessible," said Hayward.

Snowball h asinstalled an advanced UPS and generator from UPS Technologies in Cape Town. This UPS allows our data centre to run without interruption for up to 14 hours should there be a power failure. Once the petrol in the generator is depleted we can switch to battery for up to 100 minutes while we refill the generator. The switchover to UPS / generator is completely automatic and transparent. First the battery kicks in, and then after ten minutes the generator starts working automatically. Four engineers are notified via SMS when a failure occurs so that they can be on standby to assist with re-feuling during long outages. The system is tested on a weekly basis.

The UPS and generator w assupplied by and is serviced by UPS Technologies. "UPS technologies designed the UPS and generator combination specifically for our environment. There is a lot of extra capacity on the battery and should we wish to upgrade the whole system this can be done on short notice. We have established a fantastic relationship with Andre Reynard of UPS technologies and can highly recommend their services.
