A revised version of the CLARITY Act is making its way in the news, with text posted on Senator Cynthia Lummis’ website. It would direct the Securities and Exchange Commission (SEC), Commodity Futures Trading Commission (CFTC), and Treasury. This version would determine whether people or coordinated groups controlling “non-decentralized finance trading protocols” must comply with securities, commodities, and anti-money-laundering requirements.

The revised draft arrives ahead of a procedural Senate vote scheduled for Sept. 15, which requires 60 votes to advance. This is proposed legislation, not enacted law, and the outcome of next week’s cloture vote remains unresolved.

This is a proposal that draws the regulatory line around identifiable human control rather than around the existence of code or a distributed ledger.

A protocol could fall within scope if its functionality, operation, or rules can be materially altered by a person or coordinated group. It could also be in scope if its controllers can restrict users, or if its transactions aren’t governed solely by transparent, pre-established code.

Software and distributed ledger systems themselves would not be required to register in their own capacity, according to the bill’s unresolved treatment of decentralized protocols.

This updated Clarity Act text reflects bipartisan hard work over August—specifying when decentralized-in-name-only DeFi protocols must register with the CFTC and limiting the DeFi provisions to spot and cash transactions, in response to Native American concerns about prediction…

CLARITY Act News: The Sixty-Vote Math and the Unresolved Disputes

The Sept. 15 vote is procedural, a motion to proceed rather than final passage, but it still requires 60 senators, meaning Republicans need Democratic votes to keep the bill alive. Disagreements over ethics provisions, anti-money-laundering protections, and stablecoin rewards have continued into this stage of negotiation. On Aug. 20, Democratic Senator Ruben Gallego warned against holding a vote before those disputes were resolved, cautioning that a fast vote does not guarantee the intended result.

Crypto Council for Innovation CEO Ji Hun Kim described the vote as a pivotal moment for digital assets, innovation, and American leadership, and said the U.S. needs a framework pairing consumer protections with business-conduct standards. Coinbase CEO Brian Armstrong said the bill was ready for a yes vote, telling CNBC that Coinbase’s must-have issues had been resolved even as ethics negotiations remained active.

Notably, the ethics section in the newly released text remained largely unchanged from the prior draft, despite being one of the central points of contention. More on the latest CLARITY Act news is available via recent coverage of the CLARITY Act’s legislative status.

SEC and CFTC Rulemaking: How the Control Test Would Work

U.S. Congress Pexel

Under the proposal, the SEC and CFTC would develop activity-based rules covering registration, conduct, disclosure, recordkeeping, and supervision for controllers of covered protocols. Treasury would separately determine how existing Bank Secrecy Act obligations apply to those same controllers. Notably, participation in an incident-response or security council would not, by itself, establish control over a protocol.

This division of labor mirrors broader questions about how the legislation could split oversight between the SEC and CFTC.

We suspect the practical effect of this framework is to push protocols with admin keys, upgradeable contracts, or concentrated governance toward a binary choice: further decentralize, or accept the compliance burden the bill assigns to controllers. That inference is not stated in the bill text itself and should not be read as a prediction of how any specific protocol would be classified.

If the measure does not advance past Tuesday’s vote, Armstrong has said the SEC and CFTC could instead pursue rulemaking and innovation exemptions using their existing authority – leaving the underlying control-based question open regardless of the legislative outcome.

In XRP ETF news today, U.S.-listed XRP ETFs recorded approximately $12.29 million in net inflows during the September 9 session, according to SoSoValue data. That marked XRP’s second consecutive day in positive territory, following a $1.55 million inflow on September 8 when XRP was the only major spot crypto ETF category, among five compared, to close in the green. Bitcoin ETFs, meanwhile, extended their losing streak, recording $120 million in outflows on September 9 after already losing roughly $46.65 million the day before.

The two-day lead is real, but it remains thin. XRP’s September 9 inflow was roughly 10 times smaller than Bitcoin’s same-day outflow.

XRP’s Back-to-Back Inflows Came Against Broader BTC ETF Weakness

Bitcoin ETFs lost $120 million on September 9, snapping a run of three consecutive positive sessions that had itself followed the September 8 outflow. Ethereum ETFs recorded $34.75 million in inflows on September 9, and Solana products added $11.73 million: a reversal from September 8, when both Ethereum and Solana posted outflows of $24.29 million and $667,720 respectively, alongside a $12.96 million withdrawal from Hyperliquid-linked products.

Notably, the entire $12.29 million XRP figure on September 9 came through the Bitwise and Grayscale ETFs. That concentration is worth tracking, since recent multi-day inflow streaks across XRP, ETH and SOL ETFs had shown a more even distribution of demand just weeks earlier.

Why Two Green Days Still Don’t Change the Broader Picture

XRP ETF Flows xrp-insights

The five spot XRP ETFs collectively manage approximately $1.51 billion in assets, with cumulative net inflows approaching $1.69 billion since launch. The combined $13.84 million added across September 8 and 9 represents less than 1% of that cumulative total.

Bitcoin ETFs, by contrast, have accumulated nearly $55.59 billion in net inflows: about 33 times the XRP total. The gap holds up weekly too: in the week ending September 4, Bitcoin ETFs collected $986.9 million while XRP funds added just under $19 million over the same stretch.

Across two sessions, XRP outranks the field. On cumulative and weekly flows, it isn’t close.

XRP News: Price Stalls Despite Two ETF Green Days

XRP Price Chart Coingecko

Based on the latest XRP news, Ripple trades at $1.3684, down 4.7% in the last 24 hours, cooling off after a sharp early-September spike toward $1.65. Price has since pulled back toward the $1.26 support zone, reflecting fading momentum after the rally. The broader structure remains well below 2025’s highs near $3.60, keeping the recovery tentative.

XRP’s price action sits against its own technical backdrop, independent of whatever the ETF tape shows on any given day. Two sessions of inflows are not confirmation of a driver. Sustained demand would need several more consecutive positive days for XRP ETFs while Bitcoin and Ethereum funds remain under pressure, a bar this two-day stretch hasn’t yet cleared.

Bitcoin is trading at its immediate support at $77,290, down 2.2% over the past 24 hours. Not an exciting price action, sure, but after a brutal August drawdown, it’s exactly the kind of stall that technicians get excited about. Two signals in particular are doing the rounds this week, and they’re worth unpacking before deciding whether this is a bottom or a bull trap.

Market analyst Will Clemente now puts the odds of a completed cycle bottom at 70–75%, pointing to an on-chain capitulation cluster paired with a drawdown structure that mirrors prior cycle lows.

Bitfinex on-chain data separately shows repeated buyer defense of the $76,000–$76,350 zone, the average cost basis of active investors, with each retest attracting fresh demand.

A completed volatility compression pattern is adding weight to the bottom thesis among traders watching realized volatility metrics.

Whether this holds depends on what happens at resistance overhead, and on whether institutional flows keep validating the floor. Both are testable in the days ahead.

BTC is consolidating between $77,000s to low-$78,000s after closing near $78,900 in the prior session. Price remains above both the 50-day and 200-day moving averages (roughly $68,000–$70,000), a structural configuration more associated with bull-phase consolidation than a deepening bear trend.

Immediate support sits at $77,165–$77,200; a break below risks a slide toward $73,000–$74,000. The higher-timeframe floor (the bull-market support band near $69,800–$70,300) remains untested and, for now, largely academic.

Resistance is stacked at $78,800–$79,400, then a thicker band from $80,000 to $82,800, including a Fibonacci “golden retracement” near $82,793.

A decisive close above $80,000 confirms the new leg, with Bitget’s Fibonacci model targeting $82,206 then $97,278. A continued range-bound chop between $76,300 and $79,400 as the market awaits confirmation. A break of $76,000 cost-basis support reopens the $73,000 zone. Renewed spot ETF inflows would tilt this toward the bull case.

Bitcoin’s Modest Gains vs. LiquidChain’s Presale: Where the Asymmetry Is

Anyone who bought the $76,000 dip is sitting on modest gains, and that’s fine. Bitcoin at this size simply doesn’t produce the multiples it once did. A move from $78,000 to $97,000, per Bitget’s upside target, is roughly 24%, respectable but not life-changing for capital chasing early-stage asymmetry. That’s the gap projects like LiquidChain are built to fill, at a fraction of Bitcoin’s market cap and correspondingly higher variance.

LiquidChain ($LIQUID) is a Layer 3 infrastructure project fusing Bitcoin, Ethereum, and Solana liquidity into a single execution environment: developers deploy once and reach all three ecosystems rather than fragmenting liquidity across chains. The presale is priced at $0.014954 with $964K raised to date.

Core features include a Unified Liquidity Layer, Single-Step Execution, Verifiable Settlement, and Deploy-Once Architecture.

Coinbase CEO Brian Armstrong said U.S. crypto markets will get greater regulatory clarity regardless of how the Senate’s scheduled Sept. 15 vote on the CLARITY Act turns out.

The bill needs 60 votes to advance, and ethics provisions remain among the issues still under negotiation as the vote approaches.

This is not simply a bet on one piece of legislation. Armstrong is framing the vote as a fork with two viable outcomes rather than a binary pass-or-fail moment for the industry.

If the bill fails, Armstrong said, the Securities and Exchange Commission (SEC) and Commodity Futures Trading Commission (CFTC) have indicated they are prepared to publish rulemaking shortly after, which he argued would still deliver regulatory clarity within days of the vote.

Passage, by contrast, would hand the industry a broader legislative framework that Armstrong described as a milestone capable of unlocking institutional capital. This could pave the way for tokenized-equity products in the U.S. Both are Armstrong’s characterizations of potential outcomes, not confirmed regulatory commitments.

CLARITY Act News: The Path From House Passage to a 60-Vote Senate Test

The CLARITY Act, formally aimed at dividing digital-asset oversight between the SEC and CFTC, was introduced in May 2025 and passed the House in July 2025 before moving to the Senate, where it now faces a cloture-style test requiring 60 votes to proceed. Congress.gov records show the House vote at 294-134 and the bill reported to the Senate in June 2026, procedural markers that sit alongside the CNBC account of Thursday’s remarks.

Arizona Democratic Senator Ruben Gallego has said that reaching 60 votes will require resolving outstanding ethics provisions alongside other unfinished items.

Armstrong said those details were still being worked out but described negotiators as very close to a solution, adding that the legislation carried enough support among senators he’d spoken with to be ready for a yes vote.
What Happens If the Senate Vote Stalls: Coinbase’s Business Case for Clarity

<img loading="lazy" decoding="async" aria-describedby="caption-attachment-436035" class="wp-image-436035 size-full" src="https://www.coinspeaker.com/wp-content/uploads/2026/09/IMG_2001.jpeg" alt="Coinbase Global, Inc. (COIN) Finance.Yahoo

Armstrong’s fallback scenario rests on the SEC and CFTC’s stated readiness to move on rulemaking independent of Congress, a route that would substitute agency action for statute. Rulemaking can arrive faster but lacks the durability of legislation, which is presumably why Armstrong still called Senate passage a bigger milestone. Further context on what a stalled vote could mean for agency-led rules is available in this look at the stall scenario.

The regulatory outcome carries direct stakes for Coinbase, where about half of revenue still comes from trading, a business Armstrong said has been down for the past year. Second-quarter revenue fell to $1.2 billion from $1.5 billion a year earlier, and the company posted a $359.5 million net loss versus a $1.43 billion profit in the same period last year, with shares down nearly 23% year to date.

Coinbase has responded by expanding into stocks, commodities, and foreign exchange trading. This is complemented by non-trading revenue from stablecoins and institutional custody, alongside the expansion of hubs in the United Arab Emirates and Singapore.

Armstrong’s tokenized-equity thesis echoes broader momentum in regulated tokenized products. This is illustrated elsewhere by Aviva’s tokenized fund issuance on the XRP Ledger, though that example does not confirm Armstrong’s projected U.S. outcome.

Bitcoin news Today: Hash price for Bitcoin mining fell to approximately $29 to $30 per petahash per second per day in early Q1 2026, down from roughly $36 to $38 in Q4 2025, according to CoinShares’ Q1 2026 Bitcoin Mining Report. The report says listed miners could derive as much as 70% of revenue from artificial intelligence infrastructure by the end of 2026, up from roughly 30% today. It also puts the weighted-average cash cost of producing one bitcoin among publicly listed miners at approximately $79,995 in Q4 2025.

Bitcoin hashrate Coinshares

The pressure on mining is increasingly a question of competing uses for scarce electricity, rack space, and capital. CoinShares says AI infrastructure offers higher and more stable returns while hash prices remain near cyclical lows.

This gives miners with scalable energy access and existing data-center capabilities an economic reason to redirect resources toward high-performance computing.

That does not necessarily describe a broad retreat from US mining infrastructure. CoinShares says the US share of global hash rate rose by roughly two percentage points quarter over quarter.

Its analysis instead points to a changing mix of activity: some listed miners are expanding AI capacity while mining remains an important, though increasingly pressured, part of their operations.

Sign Up With Mexc To Unlock 0% Trading Fees This Bullrun

Bitcoin Miners’ AI Pivot: Why the Infrastructure Math Favors Data Centers

AI is competing with Bitcoin mining for rack space, a dynamic that could push mining toward more intermittent and cheaper power sources over time. Listed miners have announced more than $70 billion in cumulative AI and high-performance computing contracts. The cost differential is substantial: Bitcoin mining infrastructure costs roughly $700,000 to $1 million per megawatt, compared with approximately $8 million to $15 million per megawatt for AI infrastructure.

Several companies illustrate the scale of the shift. Core Scientific has about 350 megawatts energized for HPC, with roughly 200 megawatts billed, and its CoreWeave contract was expanded to $10.2 billion over 12 years. TeraWulf has 39 megawatts of critical IT capacity online at Lake Mariner and $12.8 billion in contracted HPC revenue. IREN has scaled to more than 10,900 Nvidia GPUs, while Hut 8 signed a $7 billion, 15-year Fluidstack lease for 245 megawatts at its River Bend campus.

AI and HPC revenue contributions remain in their early stages but are growing. CoinShares reports that AI/HPC colocation accounted for 39% of Core Scientific’s Q4 revenue, while TeraWulf’s HPC business represented 27%. IREN’s AI Cloud segment contributed 9%, and HIVE’s HPC business accounted for 5%.

The transition is not uniform. CoinShares identifies IREN and Bitfarms as companies repositioning as HPC providers while using mining as a bridge. CleanSpark continues to prioritize near-term mining while building AI exposure. Marathon, meanwhile, has deployed smaller, localized containerized sites of roughly 10 megawatts that are suited to intermittent power.

Mining can tolerate interruptions incompatible with AI workloads that require near-continuous uptime.

Bitcoin mining cost* per BTC Coinshares

Bitcoin News Today: A Five-Year Low in Hash Price

CoinShares called Q4 2025 the toughest quarter for miners since the April 2024 halving. A sharp bitcoin price correction, near-record hash rate, and three consecutive negative difficulty adjustments (the first such streak since July 2022) compressed hash prices. The decline continued into Q1 2026, briefly touching $28 per PH/s per day in late February before recovering to the $30–$35 range.

CoinShares expects further capitulation among higher-cost miners in H1 2026 unless bitcoin recovers. Mid-generation hardware needs sub-5-cent power to stay profitable, while newer fleets below 15 J/TH retain healthier margins at typical industrial rates.

The report also flags a distortion risk: AI/HPC buildouts can skew per-bitcoin cost figures for hybrid operators, as debt, overhead, and depreciation tied to AI infrastructure get allocated against a shrinking bitcoin output. This blurs the line between mining economics and data-center economics.

Core Scientific’s failed merger with CoreWeave, rejected by shareholders on October 30, 2025, highlights this tension. CoinShares notes the company later restated financials after assets slated for demolition during HPC conversion were improperly capitalized, underscoring the accounting complexity of such transitions.

In the latest Bitcoin news today, CoinShares says a sustained recovery above $40 per PH/s per day would require Bitcoin to rally toward $100,000 by the end of 2026. A pace that outstrips continued hash-rate growth.

Its report also says that if bitcoin prices remain below $80,000 for the rest of the year, the hash price could continue to fall if difficulty continues to rise, though additional rig shutdowns could reduce the hash rate and flatten the result.

The report treats the durability of the AI pivot as an open question. Mining remains highly sensitive to bitcoin’s price, and a meaningful recovery in profitability could lead some operators to reassess how they allocate capital between hash power and compute infrastructure. CoinShares characterizes the present shift as a function of relative returns rather than necessarily a permanent transition.

Flexible power arrangements and low-cost, intermittent energy may remain particularly relevant for mining operators whose facilities are not suited to AI workloads.

Ethereum news: ETH is trading at $2,495, up 1.19% on the day, and Tom Lee thinks that number roughly doubles by year-end. Lee’s $6,000 call has circulated widely this week, tied to a Bitcoin performance benchmark that has no historical precedent in any single quarter on record.

BitMine’s continued ETH accumulation has fed the bullish narrative independently, and Lee’s connection to BitMine’s balance sheet strategy gives the prediction more institutional weight than a typical price target tweet.

They need 170,802 more ETH ($422.27M) to hit their 5% goal. Will they get there this month? pic.twitter.com/UkagbTdVpk

The broader market context is choppier than the headline suggests. ETH just closed out its strongest month since mid-2025, and traders are now watching whether that momentum survives September’s tighter range.

ETH is trading at $2,495, up 1.19% over the past 24 hours, following its breakout to a new cycle high in late August. The key level to watch is $2,550: a resistance zone analysts have repeatedly flagged as the trigger point for the next leg higher. If ETH manages a weekly close above that mark, it would confirm the flag breakout and open a path toward $2,800–$2,920.

For now, though, price action looks more likely to consolidate within the $2,438–$2,550 range, with ETF inflows continuing to build in the background. The $2,438 level carries added significance as the 0.618 Fibonacci weekly pivot, making it the line in the sand for the broader trend. A close below it would shift the bias bearish, putting $2,310 and then $2,220, near the 200-day EMA, into play as the next downside targets.

Getting to $6,000 by December from here requires roughly 140% upside: a move that would dwarf August’s already outsized rally. That’s the gap Lee’s Bitcoin-dependent formula has to close.

As Tom Lee Predicts $6K ETH, Capital Rotates Toward Bitcoin Hyper’s Presale

ETH holders sitting on August’s gains have reason to feel validated. But 140% from a $2,500 base, on an asset with Ethereum’s market capitalization, is a heavy lift even under Lee’s bullish scenario. That math is pushing some capital toward earlier-stage plays where the multiple math works differently.

Today’s CLARITY Act news: Coinbase Global policy chief Faryar Shirzad said the CLARITY Act faces two potential outcomes ahead of the Senate’s scheduled September 15 procedural vote.

The bill could fall just short of the 60 votes required for cloture, or a late bipartisan shift could provide enough support to clear the threshold. Shirzad made the assessment in a September 6 conversation with industry advocate Scott Melker.

Shirzad said the crypto industry has spent years building bipartisan support for comprehensive regulation. The upcoming vote will test whether that support can translate into the votes needed to advance the market-structure bill.

Crypto Regulation Background: How the Vote Math Got This Tight

Coinbase is not assuming that all 53 Senate Republicans will support the motion to proceed, according to Shirzad. Each Republican defection would increase the number of Democratic votes needed to clear the 60-vote cloture threshold.

Shirzad expects several remaining disputes, including provisions concerning decentralized finance and exchange rules, to be resolved before the vote. In his view, the larger risk involves ethics language concerning President Donald Trump’s crypto interests. Senate Democrats have criticized the proposed ethics provisions as insufficient, while Republicans have argued that the legislation contains meaningful safeguards.

The American Bankers Association has separately urged senators to address what it describes as a loophole involving stablecoin interest and yield. Its account of the debate also noted concerns from senators in both parties about potential effects on local lending.

CLARITY Act News: Inside the Jailbreak Scenario Shirzad Is Watching

United States Capitol Pexel

Shirzad described a scenario known in Washington as a jailbreak, in which support from a handful of Democrats could give other lawmakers political cover to vote yes once bipartisan backing becomes visible. He said the White House has already accepted restrictions specific to the president, though Democrats may seek further concessions before supplying the votes needed for cloture. Stablecoin-related banking concerns could also complicate Republican support, he said, though he still expects the White House to push for a compromise; with the outcome hinging on whether negotiators can bridge differences over ethics provisions and other remaining language.

Shirzad said a failed vote wouldn’t end efforts to regulate crypto. He expects agencies to pursue more than 100 rules covering much of the ground Congress left unaddressed, aiming to reproduce elements of the bill’s framework through regulatory action. He also expects crypto to keep moving into traditional finance through tokenization, stablecoins, perpetual futures and 24/7 markets regardless of the outcome, with Coinbase pursuing a broader platform spanning investing, lending, borrowing and multiple asset classes either way.

The immediate legislative question, then, is narrower than broad support for digital-asset regulation. Shirzad’s assessment turns on a handful of Democratic votes and on ethics-language negotiations: a successful procedural vote lets the bill advance, while a shortfall pushes agencies to implement rules covering much of what Congress left unfinished.

Ripple (XRP) is trading at $1.41, down 1.03% on the day, as validators on the XRP Ledger inch toward a governance decision that could reshape how transactions get bundled on the network.

Live voting data on Sept. 8 showed the BatchV1_1 amendment holding 68.57% validator support: 24 of 35 nodes on the default Unique Node List, according to XRPScan. That’s short of the 80% supermajority XRP Ledger rules require before a 14-day activation clock even starts. The amendment would let accounts bundle up to eight transactions into a single coordinated operation, a change Ripple’s own commentary frames as unlocking “a lot of new use cases”. The accompanying claim that Batch could go live “by the end of this month” is speculative until five more validators flip yes.

Miss the threshold even once during the two-week window, and the timer resets to zero.

For Ripple, the $1.35–$1.38 zone is now described in several analyst notes as a heavy-volume demand band, and whether it holds is the near-term question. Below it, structural support sits near $1.27 and then $1.15–$1.20.

Bull case: a reclaim of $1.40–$1.43 opens the path toward $1.47 and, eventually, the $1.68–$1.72 band that multiple setups tie to a September run at $1.90–$2.00.

Base case: continued chop in the $1.36–$1.40 range while the market waits on catalysts. Batch activation among them.

Bear case: a clean break below $1.35 invalidates the demand-zone thesis and puts $1.27 back in play.

Ripple’s RLUSD settlement rail progress adds a fundamental tailwind, but it hasn’t yet translated into sustained price momentum.

LiquidChain’s Presale Draws Attention as XRP’s Breakout Math Gets Harder

<iframe loading="lazy" title="LiquidChain Next 10X Potential Crypto?
A $1.68 breakout on XRP at current market cap still requires enormous capital rotation to move the needle percentage-wise. That’s simply the arithmetic of a large-cap asset, even as the BatchV1_1 upgrade vote plays out and XRP trades near the $1.38 support level.

For traders looking for bigger percentage gains, attention has been shifting toward earlier-stage infrastructure plays, and Dashlink’s broader push into cross-chain liquidity tooling is part of that conversation, alongside projects like LiquidChain ($LIQUID).

LiquidChain is a Layer 3 infrastructure project built to fuse Bitcoin, Ethereum, and Solana liquidity into one execution environment: a “deploy-once” architecture meant to let developers build once and reach all three ecosystems rather than fragmenting liquidity across chains.

Sen. Cynthia Lummis warned on September 6, 2026, that if the current Congress fails to pass the CLARITY Act, the next realistic opportunity to advance comprehensive U.S. crypto market-structure legislation may not arrive until 2030.

The Wyoming senator linked a delay to potential losses of jobs, investment and tax revenue, and urged lawmakers to complete the work during the current Congress.

The warning places the focus on the legislative calendar as much as on the bill itself. Rather than describing a short procedural setback, Lummis presented inaction during the current Congress as a delay that could leave digital-asset market-structure legislation without another viable opening until 2030. The central issue is whether lawmakers can complete work on a framework for the crypto market before that window closes.

If the Clarity Act doesn’t pass this Congress, the next real opportunity to bring market structure legislation back up is 2030. That’s years of jobs, investment, and tax revenue we can avoid squandering if we finish this now.

CLARITY Act News: What the Warning Actually Covers

The CLARITY Act is described as digital-asset market-structure legislation. The measure would establish formal definitions for digital assets and divide oversight between regulators according to an asset’s classification. Lummis’s warning is conditional: if Congress does not act now, she believes the next real opportunity to revisit the legislation is likely to come in 2030.

The 2030 date is a warning about the possible timing of future legislative action, not a fixed procedural deadline.

The bill would divide oversight between the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC) based on how a digital asset is classified. Without the legislation, that reporting says the SEC continues to apply the Howey test on a case-by-case basis, without binding rules or procedural protections for the sector.

That unresolved regulatory approach helps explain why the bill’s timing is central to the warning. A delay would not merely postpone a vote; it would postpone legislation intended to set formal definitions and allocate oversight responsibilities between the SEC and CFTC.

Lummis’s Warning: Why She Says Crypto Legislation Can’t Wait

Senator Cynthia Lummis has framed the stakes of passing the CLARITY Act in explicitly economic terms: jobs, investment, and tax revenue are the costs she attaches to inaction during the current Congress. In her telling, failing to act now isn’t a neutral delay; it carries a real economic price.

CLARITY Act Congress.gov

That said, her warning is a conditional projection, not a guaranteed outcome. She isn’t claiming a four-year gap will unfold exactly as she describes. She’s arguing that if lawmakers miss this window, the next credible opportunity to pass comprehensive crypto market-structure legislation could slip until 2030, given how legislative calendars and political cycles tend to work.

What’s unambiguous is her call to action: Lummis wants Congress to move now, treating the current session as a narrow and possibly unrepeatable chance to get this legislation done.

In the latest Bitcoin news, the white hackers behind the withdrawal of roughly 4,000 BTC from the Liquid Network returned 3,400 BTC, worth approximately $269.2 million, to the sidechain’s federation wallet, recovering about 85% of the funds.

Approximately 598.5 BTC, worth roughly $47 million, remains in an address linked to the withdrawal, and Liquid has not said when its peg services will resume or how the shortfall will be handled.

This is not simply a recovered exploit. It is a partial resolution that leaves a sidechain’s backing, custody status, and operational timeline all unresolved at once.

The remaining 598.5 BTC sits in an address tied to the incident rather than a wallet confirmed lost. Liquid has not announced whether that Bitcoin will be returned, how it will cover any resulting gap in L-BTC backing, or when normal side-chain and peg operations will resume.

Liquid Bitcoin Hack: How the Withdrawal and Return Unfolded

The incident began Sunday when a customer sent 4,000 L-BTC to SideSwap’s peg-out service, triggering the abnormal withdrawal from the federation reserve. Liquid responded by disabling its bridge nodes and asking exchanges to suspend L-BTC deposits and withdrawals while it assessed the damage, a containment step similar to the halted-service response seen in other recent exploit cases where networks froze operations mid-incident.

The actors identified themselves as “whitehats” in an on-chain Bitcoin transaction message and said the chain remained at risk until every node was patched. The return followed a subsequent exchange of messages conducted through Bitcoin transactions between the actors and Blockstream, the developer of the Liquid sidechain, which culminated in a signed message from Blockstream confirming that bridge nodes were patched and safe.

The actors then transferred 3,400 BTC to the Liquid Federation address, having previously offered to return “most” of the Bitcoin without explaining why they retained the rest.

This latest Bitcoin news reopens long-standing security concerns in crypto. Liquid operates as a side-chain secured by a federation wallet and a set of bridge nodes, both of which were taken offline once the abnormal withdrawal was detected. L-BTC deposits and withdrawals remain suspended, and the network has given no public timeline for restoring normal service, leaving users unable to move assets through the peg in the interim – a reminder of how difficult full accounting becomes after a large-scale Bitcoin hack disrupts a live settlement layer.

Ledger Chief Technology Officer Charles Guillemet publicly questioned the white-hat framing after most of the funds were returned, characterizing the retention of roughly 600 BTC as inconsistent with a genuine bug-bounty arrangement and describing it as closer to extortion than white-hat hacking. His skepticism echoes broader unease in the industry about how attacker-controlled funds get labeled after the fact, a pattern also visible in prior incidents where large Bitcoin sums were stolen from numerous addresses before any resolution was reached.

Liquid has not said whether the remaining coins will be returned, how any gap in L-BTC backing will be covered, or when the sidechain and its peg services will resume normal operations.
